Head of the 'Energy Transition Insights for Policy' unit at the Joint Research Centre of the European Commission
Europe's heat pump industry: a manufacturing powerhouse We just released our new CETO report that analyses the current state and future trends of heat pumps in the EU, with insights on value chains, technological trends and international markets. Heat pump sales experienced a decline in 2023. After a decade of continuous growth, heat pump sales in the EU dropped by 7% in 2023, the first year of negative growth. However, the long-term trend remains positive, with over 21.5 million heat pumps now installed in the EU. The report highlights the EU's strong heat pump manufacturing capabilities, with 60-73% of installed heat pumps produced within Europe. Although the EU's trade balance for heat pumps turned negative in 2020, largely due to the rise of Asian manufacturing, the deficit was reduced by one-third in 2023. This improvement underscores the resilience of the EU industry, which remains robust and competitive, with approximately 255 heat pump facilities across 21 Member States. While heat pumps offer significant energy savings and efficiency, our report shows that the initial investment remains a major obstacle for many consumers. To unlock the full potential of heat pumps in residential buildings, it's essential that we overcome this challenge. Many thanks to my team members Agne Toleikyte, Lorcan Lyons, Jonathan Volt, Juan Carlos Roca Reina, Aliki Georgakaki, Simon LETOUT and Aikaterini Mountraki, as well as all additional authors Eric Lecomte, Moritz Wegener and Andreas Schmitz, for this important report.
