From 3rd to 5th March 2025, THAI-MECC hosted a Command Post Exercise (CPX) focused on practicing inter-agency cooperation in responding to maritime safety challenges, a key area under its coordination mandate. The exercise was supported by the #IORIS platform, designed to enhance maritime inter-agency #communication, #cooperation, and #coordination at both national and regional levels. Participants from THAI-MECC's main and regional operational centers collaborated in a simulated Search and Rescue (#SAR) scenario, practicing specific inter-agency Standard Operating Procedures (#SOPs) for such situations. Here is a brief interview with Capitán de Corbeta LILIANA AMADOR REYES, Commanding Officer of ARC Roncador, Armada de la Republica de Colombia. “As a woman in this sector, I’ve faced challenges, but I’ve also seen immense growth and opportunity. One week down, one to go! Six members from the Bangladesh Navy and #BangladeshCoastGuard have successfully completed the first phase of their Train the Trainer course and are well on their way to becoming accredited #IORIS #Trainers. Over the past week, participants have been actively engaged in IORIS skills refresher training, developing instructional PowerPoint presentations, and preparing briefing materials for the next phase of the course. Next week, the trainers will move into the final phase, where they will deliver the IORIS Foundation Course to complete their training journey. These national IORIS trainers will play a pivotal role in enhancing #InformationSharing, #collaboration, and #interoperability between key Bangladesh maritime agencies, both domestically and regionally. Papua New Guinea and France Oil Spill Exercise 🌍🚢 Last week, #IORIS was utilised during a Maritime Pollution Exercise off the coast of #PapuaNewGuinea. The exercise was prompted by the French Navy’s initial report of an oil spill near their vessel, resulting from a collision between two cargo ships that led to an oil spill. The Papua New Guinea Maritime Rescue Coordination Centre (#PNGMRCC) effectively employed IORIS' main messaging system throughout the exercise. Additionally, the centre made use of flagging and the coordinates of the ships involved to enhance the operation’s effectiveness. All participants, including agencies from Papua New Guinea and the French Navy, commended the IORIS communication platform for its clarity and efficiency in information-sharing. They specifically praised the seamless coordination between the Incident Command Centre and the Maritime Information Fusion Centre in New Caledonia through IORIS. “The use of IORIS has been exceptional, as it successfully facilitated the transmission of incident coordination messages, as well as directions and intentions related to the site of the incident,” said Captain Krzysztof Orlowski. The risk of oil spills in maritime environments poses a significant threat to both the #ecosystem and human activities. To effectively combat such incidents, it is essential to conduct regular exercises that simulate oil spill scenarios, which help ensure that response teams are well-prepared to address them quickly and efficiently, minimising environmental damage. This exercise highlights the importance of continuous training and collaboration among maritime agencies, ensuring that when real incidents occur, the response is swift, coordinated, and effective in mitigating the impact of oil spills. #IORIS in #CostaRica: a first ! From 17-21 February 2025, SEACOP VI visited Costa Rica. One of the main activities was a first Maritime Intelligence Training. SEACOP experts delivered a training for various national institutions combating #organisedcrime and #drugtrafficking. Cristian Fiallos, Msc., from the Ecuadorian Navy, trained participants on #IORIS. Participants from the Coast Guard, Border Police, Drug Control Police, and Intelligence units, focused on: ✅ Understanding regional & international threats ✅ Identifying concealment techniques ✅ Analysing criminal structures impacting the region ✅ Enhancing intelligence gathering throughout the trade logistics chain 👏 Huge thanks to all participating institutions for their dedication to ensuring a safer maritime space! When two projects come together with a shared vision, the impact is even greater! ‼️ IORIS IN ACTION Historic seizure of nearly 76 tons of cigarettes by #NewCaledoniancustoms officers. Customs officers in #Nouméa have made an exceptional seizure of nearly 76 tons of smuggled cigarettes, valued at 4.131 billion Pacific francs (approximately 34.6 million euros on the legitimate market). This represents the largest tobacco seizure ever made by #FrenchCustoms on national territory. On Wednesday 5 February 2025, officers from the Nouméa Customs Brigade conducted a search onboard the Tanzanian-registered bulk carrier "Kokoo". The vessel had arrived in Nouméa from Taiwan. The search of the vessel revealed 75.8 tons of smuggled cigarettes—equivalent to one year’s worth of cigarette consumption in New Caledonia. The cigarettes were concealed in five containers. The seizure also includes two fast boats, each equipped with 4 engines of 300 horsepower and a 10-litre fuel tank intended to supply these vessels. In coordination with the Customs Intelligence Unit, the Maritime Information Fusion Centre (CFIM) of the Maritime Zone Commander (CZM), along with the Armed Forces in New Caledonia (FANC), the vessel was closely monitored. The #IORIS platform was used to monitor the vessel's movements and to coordinate the multi-agency response, ensuring a successful outcome to the operation. ‼️ IORIS IN ACTION! On the night of February 7, 2025, the dhow Al-Najma No. 481 was attacked in an armed robbery off the coast of Eyl, #Somalia. The vessel was carrying 13 Yemeni seafarers and a Somali guard. The attackers seized three boats from the dhow, each equipped with a 60 hp engine. The Yemeni Coast Guard immediately notified all partners on #IORIS at 17:32 UTC, seeking assistance. They responded and continued their efforts to gather further information and details, while the #YemeniCoastGuard shared a picture of the dhow and crew list via IORIS. Thanks to quick coordination, European Union Naval Force - Operation ATALANTA deployed assets to assist, leading to the successful release of both the dhow and its crew, unharmed.
