About us

The European Alternative Fuels Observatory (EAFO) is the European Commission's key reference portal for alternative fuels, infrastructure, vehicles, policies and incentives in Europe. EAFO strives to provide the most up to date data and information. EAFO is funded by DG Transport & Mobility of the European Commission. The fully revamped European Alternative Fuels Observatory (EAFO3.0) was launched in March 2022 by the European Commission. The upgraded Observatory is more user-friendly, while the data is of a higher quality; a platform has also been added for public authorities to exchange views. Over the course of 2022, EAFO will gradually be expanded to cover rail and aviation, in addition to the road and waterborne sectors already covered. A consumer information section will also be added. EAFO is the Commission’s knowledge centre, containing a wealth of data on alternative fuels in Europe. It gathers information on infrastructure roll-out for alternative fuels, the uptake of alternative fuels, and support measures in the Member States and other European countries within EAFO’s scope. The data gathered by EAFO is essential for the European Commission to monitor the implementation of the Alternative Fuels Infrastructure Directive (2019/94/EU), the proposed Alternative Fuels Infrastructure Regulation, as well as the Clean Vehicles Directive. These pieces of legislation are central to the Commission’s efforts to decarbonise transport, as acknowledged in the European Green Deal and the Smart and Sustainable Mobility Strategy. Many new data sources have now been added, making it possible to extend the scope of the Observatory to the rail and aviation sectors. Close collaboration with Eurostat will ensure an even more robust data quality control process. And users are now able to see clearly when EAFO pages and graphs were last updated, and the information sources used.   • A Tale of Two Markets in 2024: Insights from the EU’s BEV Market The European Union’s battery-electric vehicle (BEV) market is undergoing an intriguing transformation in 2024. Across most Member States, BEV registrations have shown encouraging growth, reflecting steady progress in the transition to zero-emission mobility. However, #Germany —the #EU 's largest automotive market—presents a unique case that underscores the significance of policy in shaping European market dynamics. In October 2024, #BEV registrations across the EU increased by 2% compared to October 2023. Yet, this growth is accompanied by a contrasting trend in Germany, where BEV registrations declined by 27% following the conclusion of BEV #incentives in September 2023. This policy change, while important for the long-term normalization of the market, has had a short-term impact on the EU’s overall BEV figures. When excluding Germany, the EU's BEV market displays robust growth, with BEV registrations rising by 6% in October and 51,850, or 7% year-to-date (YTD). Including Germany, however, the YTD BEV total for the EU shows a decline of 57,749 registrations compared to 2023, illustrating the outsized influence of Europe’s largest market. The divergence is also evident in market share trends. By October 2024, Germany’s 12-month moving average BEV market share stood at 15%, compared to the EU-26 average of 19%. This highlights how national #policy shifts can shape broader European dynamics. Germany’s leadership in the automotive sector remains pivotal to the EU’s green transition. These dynamics provide valuable lessons on the role of consistent policy in supporting market stability and growth.   • Dissecting the Drop: Understanding BEV Sales in the EU – August 2024 Recent reports indicate a sharp decline of 43.9% in battery-electric vehicle (BEV) registrations across the EU in August 2024 compared to the same period last year. While this initially seems like a significant setback for the electric vehicle market, a closer look reveals a more nuanced narrative. The 2023 BEV surge in Germany was driven by the end of subsidies for company cars, artificially inflating sales. As a result, August 2024’s year-over-year drop appears more dramatic than the market conditions truly reflect. 🚗 Key Insights: Germany contributed heavily to the decline, with a decrease of 59,625 BEV registrations. However, considering the context of this anomaly, the EU-wide decline becomes significantly smaller. Several markets, such as Denmark, Belgium, and the Netherlands, actually showed growth in BEV sales despite the broader trends. Hybrid Electric Vehicles (HEVs) saw significant growth, with a 5% market share increase, reflecting growing consumer interest in hybrid technology as a bridge toward full electrification. The overall EU automotive market in total, experienced a decline of 18.3% in new car registrations. Major markets like Germany and France saw significant declines of 27.8% and 24.3%, respectively. ⚡ Market Resilience: Despite the temporary drop, electrification remains strong. BEVs only experienced a modest 1% market share decline on average across the EU, while petrol and diesel vehicles are seeing a sharper decline in popularity. The automotive market is undoubtedly in transition. Consumer interest in sustainable mobility is rising, and as policies continue to evolve, it’s clear that the shift towards electrification has not halted.   • 🚛🔌 The European Automobile Manufacturers' Association (ACEA) has published the latest truck commercial vehicle registrations for H1 2024, and we at EAFO have summarized the situation for plug-in electric trucks across Europe! 🔹 Electrically Chargeable Trucks: The EU saw a 51.6% increase in electrically chargeable truck registrations, reaching 3,499 units in H1 2024 compared to 2,308 in H1 2023. Including EFTA countries, total registrations were 4,664, marking a 33.6% rise from the previous year. 🔹 Country Highlights: Germany led the way with 1,848 registrations, up 113.9% from 2023. Italy saw a remarkable 428.0% increase, reaching 132 registrations. Austria and France also showed significant growth rates of 347.4% and 46.7%, respectively. 🔹 Market Shares: Germany holds a substantial market share of 3.53%. Norway leads with a 10.41% market share, reflecting its strong commitment to electric mobility.
