FEDARENE (European Federation of Agencies and Regions for Energy and the Environment) is the collective voice on the energy transition for regions and regional energy agencies. FEDARENE’s members drive the energy transition and climate action in their territories through ambitious policy development and strategic facilitation actions. FEDARENE was created in 1990 by 6 regional authorities: Rhône-Alpes, Provence-Alpes-Côted’Azur, Wallonie, País Vasco, Aquitaine, and Nord- Pas-de-Calais. Motivated by various European Commission programmes, they sought to elevate the voices of regions in the discussion of energy and environmental policies at the European level. Today, the federation counts over 80 members across 24 countries in the European Union, drawing on the advice of +900 experts. European regions and local/regional Energy Agencies are effective delivery agents of the energy transition in their territories. Our members are regional and local energy agencies, regional authorities and departments who implement, coordinate and facilitate sustainable energy and environment policies. Local and regional energy agencies support public authorities, companies and citizens in accelerating their decarbonisation efforts. As independent market facilitators with public mandates, the energy agencies help stakeholders overcome barriers, collaborate effectively, and make informed decisions that align with regional energy goals and priorities. Regions and their energy agencies stand ready to upscale and replicate across Europe the many energy transition programmes already implemented, securing Europe’s energy system in a sustainable way.

On Wednesday, 18 December, our "Activate your SECAP!" webinar series continued with a deep dive into Energy Performance Contracting (EPC). This second webinar focused on how EPC empowers local authorities to enhance energy efficiency without upfront investments, featuring insights from the North West Croatia Regional Energy and Climate Agency (REGEA) in Croatia. During the session, participants explored the key benefits of Energy Performance Contracting (EPC) as a financial model: ➖ Short payback period – usually under 10 years, well received by Energy Service Companies (ESCOs) ➖A standardised set of documents and tools available for EPC project procurement ➖The inclusion of both non-energy and energy services in a single contract (e.g., smart city applications and e-charging points) We also had the pleasure of hearing from Valérie Plainemaison, Secretary General of EFIEES, the European Federation of ESCOs, who highlighted the value of working with ESCOs. These include: ➖ Direct financing for energy efficiency measures ➖ Expertise in consolidating diverse funding sources (ESCOs, public funds, own resources, bank loans, etc.) ➖ Staff training and support to implement new measures 💡Our experts and speakers shared valuable advice for smaller Covenant municipalities: While the EPC model is accessible, it does require technical expertise. It's crucial to seek the support of a facilitator who can assist with preparing tender specifications and negotiating contracts with ESCOs. Additionally, whenever possible, consider bundling your project with those of neighbouring municipalities to attract more technical assistance, facilitators, and ESCOs. Missed our webinar?
