EU foreign policy transregional cooperation programme to address the challenges of illicit trafficking & organised crime
About us
The EU’s Global Illicit Flows Programme (GIFP) was launched in 2019 to respond to the changing transnational organised crime dynamics and assist partner countries in their efforts to tackle transnational organised crime. Aligned to support EMPACT priorities, the GIFP is complementary to EU efforts at national and regional level. The GIFP moves beyond a commodity-based approach to one that recognises the commonality of the crimes committed, the routes utilised, and the methodology employed by organised criminal groups. By recognising the convergence of illicit flows, it focuses on disrupting transregional illicit routes used by criminal networks to move illicit goods by air, sea, and land. The GIFP supports international partners in the fight against organised crime and seeks to improve transregional criminal justice cooperation by providing support to law enforcement and judicial authorities. This is achieved through: 1. Information sharing and analysis to support effective responses to illicit flows and mitigate the impact that transnational organised crime has on national and international governance, security, and rule of law. 2. Disruption of illicit flows by preventing the inflow of drugs and other illicit goods by way of interception at borders and other points of entry and exit. 3. Linking the institutional chain of actors to provide a coherent focus towards criminal investigation and criminal justice. 4. Increasing regional and transregional cooperation and coordination in the fight against transnational organised crime.

🚨 Major Drug Shipment Seizure Alert - Operation from Uruguay 🇺🇾 🚨 Incautación de un importante cargamento de droga - Operación desde #Uruguay (versión española a continuación) The #SEACOP Special Response Group in the South Atlantic tops the headlines again by successfully preventing the arrival of a major drug shipment to Europe, with simultaneous operations in 🇦🇷🇧🇷🇵🇾🇺🇾 Earlier this month, SEACOP and the COLIBRI project set up an Operational Coordination Centre in Montevideo, where they supervised an unprecedented simultaneous joint operation in #Argentina #Brazil #Paraguay and #Uruguay. In just 7️⃣2️⃣ hours, numerous inspections and joint operational controls were conducted while vast amounts of intelligence were gathered in the maritime, river, port, air and land domains. 💥 Seizure of 1 ton of CHC and half a ton of marijuana in Brazil 💥 Interdiction of a tugboat with its barges 💥 Administrative sanctions in Argentina 💥 And large amount of #intelligence currently being analysed with important operational results expected. Advanced Vessel Search Training in Uruguay 🇺🇾 - #SEACOP Continues Support to Maritime Security Formación avanzada sobre búsqueda de buques en #Uruguay - SEACOP continúa apoyando la seguridad marítima During the week of October 28 to November 1, an intensive advanced training on drug search techniques was delivered to 14 participants from the Uruguayan Naval Prefecture, Customs, and National Police. Led by two experts from the Operational Group of Technical Inspections (GOIT) of Spain’s 🇪🇸 National Police, the training included hands-on experience conducting comprehensive, methodical searches aboard various vessels. 🔗 Divided into inter-agency teams, they practiced every stage of the search process—from intelligence gathering and role distribution to evidence preservation and detailed documentation—reinforcing security protocols throughout. This theoretical-practical training emphasised: ✅ Rigorous search methodology, 👮🏽♂️ Compliance with safety measures, particularly in confined spaces, 🫱🏽🫲🏻 Effective teamwork and role allocation after analysing vessel blueprints, 🔎Intelligence analysis before, during, and after inspections. Special and heartfelt thanks to the Uruguayan Naval Prefecture, the Junta Nacional de Drogas of Uruguay, and the EU Delegation to Uruguay for their unwavering support --- Durante la semana del 28 de octubre al 1 de noviembre, se impartió una formación avanzada intensiva sobre técnicas de búsqueda de drogas a 14 participantes de la Prefectura Naval, la Aduana y la Policía Nacional de Uruguay. Dirigido por dos expertos del GOIT de la Policía Nacional de #España el entrenamiento incluyó experiencia práctica en la realización de búsquedas exhaustivas y metódicas a bordo de varios buques. Divididos en equipos interinstitucionales, practicaron todas las fases del proceso de búsqueda, desde la recopilación de información y la distribución de funciones hasta la conservación de pruebas y la documentación detallada, reforzando en todo momento los protocolos de seguridad.
