About the Company - The business unit “Rail Infrastructure” / MMF. This unit offers products, systems, and solutions for different signaling projects in Belgium, especially for the Belgium Railway. In this context the business unit MMF has won a frame contract for the replacements of the old Relays-based interlocking by new electronic interlocking systems and the implementation of ETCS L2, a highly safe and performing European safety system. Next to the Interlocking and the implementation of ETCS L2, also trackside equipment (signals, track vacancy detection), high automated data preparation tools, test tools, global Maintenance System (GMS) are part of this 12- year frame contract. The organization, with the support of Headquarters formed a consortium and is ready to support in achieving their future challenges and execute this important project. The project consists of development phase followed by a roll out phase.

  • Responsibilities -
  • Support and implementation of EHS customer requirements,
  • Provision of EHS documentation and support the health and safety manager (EHS MIP) on project,
  • Regular EHS alignment with EHS-MIP.
  • Provision and supporting the flow of communication within site activity and the project through regular meetings and reporting,
  • Regular EHS construction site observation to verify compliance with the EHS requirements within the project handling,
  • Provision the EHS Dashboard.
  • Draw up the Project Safety Dossiers for the different specific projects and assure they are kept updated as well onsite (paper) as one the project SharePoint (digital).
  • Check that the contractors have drawn up their risk analyses and their EHS plans and have communicated them to their subcontractors.
  • Check that the EHS plans of the contractors and the Certificates of Conformity of contractors and subcontractors (see annex) have been supplied. Where necessary request them.
  • If necessary, adjust and update the EHS Plan according to the progress of the works and any changes occurring, in accordance with the EHS-MIP.
  • Provide support in elaborating detailed working methods (method statement / task risk analysis).
  • Participate in planning and performance of activities initiated by the EHS dept. eg. Training ( safety training), safety events, activities based on accident/incident trend analysis, risk assessments (workplace ass. and processes) as well as implementing necessary actions.
  • Together with the contractors, coordinate the implementation of the general prevention and protection principles, as well as of the stipulations, which are important for protecting the employees and in a coherent manner the principles for hygiene, ergonomics and safety too.
  • Evaluate and check the occupational qualifications and certificates of the employees with potential impact on EHS
  • Personally arrange the safety induction (incl Consigne 10B) for personnel, contractors and visitors. The attendance list must be recorded, signed, and kept available in the Project Safety Dossier. Check the correct implementation of (safety induction) and individual toolbox meetings for all employees of all (sub)contractors.   • Organize and participate to safety walks on the construction site. The EHS walks must be recorded and kept available in the Safety Dossier and on the SharePoint.
  • Communicate rules and regulations regarding EHS matters to employees either via written instructions, toolbox meetings or trainings.
  • Ability to work with employees and achieve cultural change in the face of potential resistance
  • Personally develop, arrange, or supervise the organization of relevant toolbox meetings and the presence of their own members of personnel and of the contractors' Site EHS Officers. The attendance lists must be recorded, signed and kept available in the Project Safety Dossier.
  • Encourage and supervise application of the Last-Minute Risk Analysis technique and Zero Harm Culture.
  • Supervise daily the application of the EHS guidelines by their own employees and inform the Program/Project Manager in the event of infringements.
  • Regularly observe the observance of the EHS guidelines by the employees of all (sub)contractors and inform the Project Manager and Site EHS Officer of the (sub)contractor concerned in writing about any infringements.
  • Report on health and safety awareness, issues, and statistics (monthly KPI)
  • Recommend solutions to issues, improvement opportunities or new prevention measures
  • Collect and report observations of near misses, accidents, incidents, and deviations from agreed standards and efficiently report through the agreed communication channels.
  • Ensure reporting of accidents, near misses and incidents in the production facilities and maintain the crisis management communication flow. Reporting of all incidents, hazardous situations, hazardous acts by their own employees and/or employees of the (sub)contractors to the Project/Program Manager.
  • Perform accident/near miss/incident investigation and root cause analysis and ensure follow up on corrective actions.
  • Ensure registration of accidents and incidents in EHS reporting tool. Ensure legislative reporting requirements to local authorities.
  • Coordinate First Aid, rescue, and emergency services
  • Explain specific EHS topics at site meetings.
  • Keep a daily register in the case of temporary and mobile workplaces and also if requested by the customer
  • Participate in customer safety meetings and coordination of safety topics with the customer
  • All individual permits necessary for carrying out the works by their own employees and/or by the employees of the (sub)contractors.
  • Perform other work-related tasks as required and assigned

  • Expected language skills : Dutch (min C1 - Effective operational proficiency or advanced) French (min C1 - Effective operational proficiency or advanced) English (min B2 - Vantage or upper intermediate)
  • Good organizational and interpersonal skills;
  • Excellent communication skills with the ability to present and explain health and safety topics and interpersonal abilities
  • Computer literacy and familiarity with the most wide-spread electronic office equipment (word processing, spreadsheets, e-mail, internet, etc.)
