ODI Europe brings global dialogue and expertise to Brussels. We address critical priorities whilst staying attuned to the European policy debates and processes. Breaking down inward-looking trends, we are sensitive to political realities. We work across a broad range of stakeholders including the EU’s institutions and Member States, as well as the United Kingdom and countries in the wider European neighbourhood. We are based in Brussels and part of the ODI Global network that has experts in London and Washington DC. We work at the intersection of a wide range of issues that include global governance, migration, green industrial policy, crisis & security, digitalisation & AI and universal rights. We nurture global research excellence across our thematic priorities to inspire policy changes for a fairer and more sustainable world.

    NEW PUBLICATION 🆕 The European Union faces a future of chronic labour and skills shortages as global competition for workers increases. This topic is often overlooked as European migration debates become increasingly polarised and divisive, the policy agenda narrowing to focus on irregular migration, deterrence and return. Increasing labour immigration is essential for the EU to maintain its economic security and competitiveness. Whilst the European Commission has been trying to expand legal pathways for workers, progress has been slow and is not sufficient to meet labour market needs. With a new Commission in place, this report reinvigorates discussions around labour immigration and demonstrates that, even with the Commission’s limited scope for action on labour immigration, there is room to do better.     Ahead of #COP29 I had the honour to participate in a conversation about advancing gender responsive climate action hosted by ODI Europe and UN Women Europe and Central Asia. This year’s COP is both a gender and finance COP – the Lima Programme, with its’ the Gender Action Plan will be revisited, and a new finance goal will hopefully be adopted to better support developing countries to respond to the climate crisis and contribute to #climatejustice Both gender and finance are key issues to ensure a just and effective transition, and our case study from Rwanda about gender responsive climate finance shows that you can’t separate the two. Gender equality and women’s rights must not be sidelined to isolated conversations or platforms but put at the centre of discussions and negotiations about climate finance as well as budgetary matters for the UNFCCC secretariat. This is lessons learnt from working with the Women Peace and Security agenda for 30 years. Follow the money. Change requires resources and mandate. Today only 0,01 % of global climate finance goes towards projects tackling both climate change and women’s rights, according to UNDP. So much remains to be done in order for the transition to be truly transformative and strengthen equality rather than confirm discriminatory structures and concentrate decision making among elites. Kvinna till Kvinna is pushing for a strong recoursed Gender Action Plan and to ✔️Clearly link the Climate Finance goal to the Gender Action Plan ✔️Decentralise climate finance, to ensure influence and access from local communities. Interesting to look at Green Climate Fund’s Enhanced Direct Access programme. ✔️Fund and involve women’s organisation to ensure effective climate action and responses. Extra important due to the current global backlash on gender equality, this also plays out in the COP arena. ✔️Ensure national gender climate focal points with strong mandate, status and recourses. ✔️Increase climate funding to programmes where gender is principle objective. ✔️Increase transparency to make it easier to track funding. Donor must use gender and climate markers consistently and require that assessments of programmes are accessible - are short/to the point and available in local languages. Use language that people understand, and avoid too technical terms and abbreviations.     JUST PUBLISHED 🆕: As a new European Commission is sworn in, there are worrying signs that women’s participation and influence in the European Parliament is waning. Despite women occupying the top jobs at the European Parliament and Commission, new research from ODI Europe’s Aline Burni reveals a downward trend in women’s influence in parliamentary committees. In parallel to this, the increased representation of far-right MEPs, including in the Women’s Rights and Gender Equality committees is another concerning trend that threatens progressive and gender equality policies.     🚨 Call for Sessions: Financing for Feminist Futures Conference 🚨 💡Are you a feminist challenging the system to put gender equity at the center of public budgets and policy-making? 💡Do you want to see more private dollars genuinely drive change through women’s funds in the Majority World? 💡Or perhaps you’re ready to break, reshape, and rewrite the very rules that make up the funding landscape? If you answered yes to any of these questions, then this call may be for you. Financing for Feminist Futures invites you to submit your session proposal. The main objective is to create opportunities to influence policy and embed feminist perspectives in major international finance discussions. This may be a unique chance for you to engage with activists, researchers, policy-makers, funders, and civil society organizations dedicated to advancing feminist funding solutions. 🔔 We encourage a range of engaging formats: panel discussions, workshops, fireside chats, documentary screenings, and other interactive sessions that foster cross-sector collaboration and dynamic dialogue.
