About us

ICAO is funded and directed by 193 national governments to support their diplomacy and cooperation in air transport as signatory states to the Chicago Convention (1944). Its core function is to maintain an administrative and expert bureaucracy (the ICAO Secretariat) supporting these diplomatic interactions, and to research new air transport policy and standardization innovations as directed and endorsed by governments through the ICAO Assembly, or by the ICAO Council which the assembly elects. Industry and civil society groups, and other concerned regional and international organizations, also participate. Once governments achieve diplomatic consensus around a new standard’s scope and details, it is then adopted by those same 193 countries in order to bring worldwide alignment to their national regulations, helping to realize safe, secure and sustainable air operations on a truly global basis. ICAO is not a regulator. ICAO standards contain never supersede the primacy of national regulatory requirements. It is always the local, national regulations which are enforced in, and by, sovereign states, and which must be legally adhered to by air operators making use of applicable airspace and airports. In addition to these core diplomatic and research capabilities, ICAO also conducts educational outreach, develops coalitions, and conducts auditing, training, and capacity building activities worldwide per the needs and priorities governments identify and formalize.   • Delegates emphasized the urgent need to accelerate implementation of aviation facilitation strategies at ICAO's 19th Traveller Identification Programme (TRIP) Symposium, which recently concluded at ICAO Headquarters. The four-day event, which brought together over 600 participants from 76 States and 6 international organizations, underscored the importance of aligning global regulatory frameworks with cutting-edge technology. By doing so, the aviation community aims to improve the passenger journey while maintaining robust security and facilitation standards. "The depth of expertise and innovation shared here has reaffirmed the strength of our partnerships," remarked Juan Carlos Salazar, ICAO Secretary General.   • The latest edition of Annex 13 - 𝘈𝘪𝘳𝘤𝘳𝘢𝘧𝘵 𝘈𝘤𝘤𝘪𝘥𝘦𝘯𝘵 𝘢𝘯𝘥 𝘐𝘯𝘤𝘪𝘥𝘦𝘯𝘵 𝘐𝘯𝘷𝘦𝘴𝘵𝘪𝘨𝘢𝘵𝘪𝘰𝘯 is now available in the ICAO Store. 📚 This annex outlines how accident investigation participating States are determined, as well as the process leading to the issuance of an accident investigation Preliminary Report (within 30 days of the event) and Final Report (ASAP or within 12 months of the event) following completion of the investigation. Final Reports ultimately provide as much official information as possible on an accident investigation's findings, causes and/or contributing factors, as well as any safety recommendations on how applicable aviation safety frameworks should be amended in the future.   • Our new quarterly edition of the 'Designators for Aircraft Operating Agencies, Aeronautical Authorities and Services' is now available. This manual contains: a) three-letter designators for use on the international aeronautical telecommunication service and for aircraft identification by air traffic control (ATC); and b) telephony designators for aircraft operating agencies and for authorities and services operating aircraft. Additionally, this manual includes encode and decode tables linking ICAO three-letter and telephony designators to their assigned aircraft operating agencies, aeronautical authorities, and services.
