Kevin McCort nails it. There's tremendous upside potential for charities to help shape public policy as a powerful way of serving their beneficiaries. This report from Susan Phillips and Kim Nguyen points to some of the ways we can collectively make that happen. Max Bell Foundation is pleased to have helped support it.
It clearly takes time for systemic changes to work their way through a system. As a member of the 2016/2017 advisory committee that worked to help bring about the new rules on public policy dialogue and development, it is clear to me that our sector has not fully embraced (or understood) the opportunities these changes represent. To find success, policy advocates need to monitor, evaluate, and adapt as they go. This guide is intended to help with that dimension of the work. It summarizes the state of the art of evaluation tools a policy advocate may want to draw on in designing their own evaluation strategy.
