This report was issued by The Fraser Institute earlier this year. It presents the results of 2023 Canada-US Energy Sector Competitiveness Survey regarding barriers to investment in oil and gas exploration and production facilities in each country. - A total of 165 respondents participated in the survey. - Evaluating four Canadian provinces and 13 American states. - Wyoming is the most attractive jurisdiction for oil and gas investment followed by North Dakota (2nd), Saskatchewan (3rd), Oklahoma (4th) and Kansas (5th). - Saskatchewan’s ranking is followed by Alberta (9th) and British Columbia (15th). - Higher cost areas Offshore GoM ranks 7th, while offshore Newfoundland and Labrador is 14th. - California is last at 17th place. - Investors indicated that uncertainty concerning environmental regulations, regulatory duplication and inconsistencies, and disputed land claims were more concerning in Canadian provinces than in US states. - On average, 68 percent of respondents were deterred by the uncertainty concerning environmental regulations in Canada compared to 41 percent in the United States. - Similarly, 54 percent of respondents for Canada, on average, are deterred by regulatory duplication and inconsistencies compared to 34 percent for the United States. - On average, 45 percent of respondents indicated that uncertainty concerning disputed land claims is a deterrent to investment in Canada’s provinces compared to 25 percent for the United States. - Overall, the US performs better than Canada in 13 out of the 16 policy factors.

See below... 👇 👍 Supply Chain - our region is in a very good position owing to decades of oil and gas activities. 👍 Ports – our region benefits from excellent facilities! Proven with current OSW activities in Port of Argentia, Port of Sydney Development Corporation, Strait of Canso, Sheet Harbor and Halifax. ❓ Where’s the Market – this is a challenge - Domestic, Power-to-X, Export? 👍❓ Existing and Future Land Wind and Hydro – existing green power will have lower LCOE than OSW, which will challenge OSW to be more cost competitive. ❓ What's future demand and sales price for Power-to-X Products? - uncertain ❓ Regulatory Risk - foreign investment will measure this risk and go elsewhere if certainty missing. Despite Bill C-49 passing, Offshore Renewable Energy Regulations (ORER) is a work in progress. 👍 Fixed Bottom Wind – proven and lends itself well to offshore Nova Scotia provided LCOE is competitive. ❓ Floating Wind - opportunities to collaborate with Maine exist and should be explored, but today there is NO sanctioned (FID) commercial floating projects globally, and NO floating wind capable port in North America.
