The US is weighing a policy to slap hefty fees on port calls by Chinese operators, operators with Chinese-built vessels, and those with pending orders for Chinese vessels. But here’s the problem: in 2024 43% of port calls for US agri exports were made by vessels built in China. If the proposals actually go through, we could see: • Higher freight rates as Japan & Korea built vessels demand premiums to load USG/Nopac cargoes. • China-built Panamaxes ships shift to ECSA/Asia route, increasing vessel supply there and pushing P6 rates down. • South American agri export costs to China drop while US export costs rise. 𝗜𝗚 𝗖𝗵𝗮𝗿𝘁 𝗼𝗳 𝘁𝗵𝗲 𝗪𝗲𝗲𝗸: Despite a Category 5 punch and a 3-day halt at key ports in West Australia, Cyclone Zelia left iron ore operations largely intact with BHP and FMG already back in action. Nevertheless, weekly iron ore exports from Australia have dropped -36% WoW to a 5-year low of 8.4Mt and port congestion in the area showed 105 Capesize vessels waiting yesterday (+220% MoM). This backlog could squeeze spot ship availability for balance of 1Q’25 and shift to iron ore demand to Brazil and other origins in the Atlantic. Despite a strong start of exports in 2025, USDA kept its ending stocks in the USA for ‘24/’25 unchanged at 39.1Mt in its February WASDE release. 𝗜𝗚 𝗖𝗵𝗮𝗿𝘁 𝗼𝗳 𝘁𝗵𝗲 𝗪𝗲𝗲𝗸: China retaliated against US tariffs with a 15% duty on US coal and LNG and 10% on crude oil. More notably, it launched an anti-trust probe into Google and imposed export controls on tungsten and rare earths. The dry bulk market faces a limited impact as the ~11Mt of US coal exported to China in 2024 could be redirected to India, while China would turn to Australia or Russia. Accounting for distances, global dry-bulk ton-miles should not decline by more than 1%. Agricultural products remain untouched and suggest that negotiations are just beginning! 𝗜𝗚 𝗖𝗵𝗮𝗿𝘁 𝗼𝗳 𝘁𝗵𝗲 𝗪𝗲𝗲𝗸: Still significantly impacted by the recent passage of Cyclone Sean (17-19 January), weekly iron ore exports from Australia have partly recovered +1.3Mt WoW to 14.5Mt/week last week. However, they have remained under the 17-20Mt/week range seen before the disruption. At 105$/t, iron ore prices remain in a wait-and-see mode, while the vessel queue has grown to 87 ships, +25 more compared to the week before the cyclone.
