The United Nations Economic Commission for Europe (UNECE) was set up in 1947 by ECOSOC. It is one of five regional commissions of the United Nations. The others are the Economic and Social Commission for Asia and the Pacific (ESCAP), the Economic Commission for Latin America and the Caribbean (ECLAC), the Economic Commission for Africa (ECA) and the Economic and Social Commission for Western Asia (ESCWA). Its major aim is to promote pan-European economic integration. To do so, UNECE brings together 56 countries located in the European Union, non-EU Western and Eastern Europe, South-East Europe and Commonwealth of Independent States (CIS) and North America. All these countries dialogue and cooperate under the aegis of the UNECE on economic and sectoral issues. To this end, it provides analysis, policy advice and assistance to governments, it gives focus to the United Nations global mandates in the economic field, in cooperation with other global players and key stakeholders, notably the business community. The UNECE also sets out norms, standards and conventions to facilitate international cooperation within and outside the region. The area of expertise of the UNECE covers such sectors as: economic cooperation and integration, energy, environment, housing and land management, gender, population, statistics, timber, trade, and transport. UNECE has 56 member States. However, all interested UN member States may participate in its work. Over 70 international professional organizations and other non-governmental organizations take part in UNECE activities.

Today, Azizbek Urunov, Special Representative of the President of Uzbekistan on World Trade Organization Issues, and United Nations Economic Commission for Europe Executive Secretary Tatiana Molcean co-signed the National Trade Facilitation Roadmap of Uzbekistan, developed with UNECE support. This strategic framework will drive Uzbekistan’s trade facilitation reform over the next 5 years, paving the way for: ✅ Transforming trade by implementing WTO Trade Facilitation Agreement measures ✅ Advancing digitalization with full adoption of digital documents for imports/exports 📄💻 ✅ Boosting global standing as a logistics & transit hub 🌐 As a double landlocked country, Uzbekistan faces unique challenges. 🔔 In response to rising risks of #accidents as the scale and scope of industrial activities increases to meet the demands of the #energy transition, governments from across the pan-#European region have decided to strengthen cooperation to ensure safety by expanding work under the UNECE Industrial Accidents Convention, which held its 13th meeting of the Conference of the Parties in Geneva last week. A dedicated report and seminar highlighted that the massive scaling-up in production, storage, use and distribution of #renewables (e.g. solar and wind), ammonia, hydrogen and battery energy storage systems is expected to create additional accident risks and require further control measures and greater awareness among policymakers, operators and the public. Experts under the Convention warn that a key area of risk is the huge quantities of critical #minerals (e.g. cobalt, lithium and nickel) that will be required over the next decades to produce renewable energy and battery technology. This will require strengthened #safety measures throughout minerals’ lifecycles – in #mining, processing, refining and storage (including for mining waste, or “tailings”) and in technology production facilities. A UNECE survey of 22 countries from across the region highlighted that three quarters of Parties are only moderately prepared (71%) or even unprepared (4%) for prevention. Less than one quarter of responses (22%) rated their country’s industrial safety #infrastructure and current knowledge in dealing with energy transition challenges as advanced or state-of-the-art. 🔎 Official #statistics provide key evidence for policymaking to tackle multidimensional #poverty, which is in focus of this week's meeting of the UNECE Group of Experts on Measuring Poverty and #Inequality. One of the indicators for assessing #SDG progress is the proportion of people living in poverty in all its nationally defined dimensions, and the stated commitment is to halve the share of people living in poverty from 2015 to 2030. According to the aggregate assessment for the entire UNECE region, reduction of poverty is the prevailing trend, but it remains far too slow to reach this established target by 2030. The different dimensions of poverty include areas where the United Nations Economic Commission for Europe has made significant contributions in setting norms and standards. UNECE’s mandates in #housing and #environmental policies address some of the dimensions typically included in poverty estimations. 🔶 Representatives of Central Asian countries have acknowledged the urgent need for regional cooperation in #green #development and committed to strengthen collaboration across critical sectors, including #energy, #trade #digitalization, #trade integration and facilitation, investment promotion, #SME development, #water cooperation, and #innovation ecosystems. The Dushanbe Declaration was adopted at the end of the 2024 #SPECA Economic Forum and Governing Council meeting, convened this week in #Tajikistan, with the support of the United Nations Economic Commission for Europe and the United Nations ESCAP. “SPECA must work towards becoming an attractive destination for green investment and driving sustainable growth,” underscored Executive Secretary of ESCAP Armida Salsiah Alisjahbana in her opening remarks. This year’s Forum focused on key priorities such as #ClimateAction, #technology and innovation, and sustainable #transport and energy. In several interventions, delegates highlighted how climate change is impacting the economies and ecosystems of the SPECA region with issues such as glacier melt, water scarcity and pollution intensifying. “The risks of not dealing properly with this crisis are high for #CentralAsia – a region with rich potential but also fragile ecosystems, complex interdependencies when it comes to water and energy, and high degree of vulnerability to effects of climate change,” said Tatiana Molcean, Executive Secretary of UNECE. She further reminded of the critical need for intensified action and innovative approaches to advance the #SDGs in the SPECA region. High-level participants from #Azerbaijan, #Kazakhstan, #Kyrgyzstan, Tajikistan, #Turkmenistan and #Uzbekistan discussed operationalization of the SPECA Multi-Partner Trust Fund, as well as new initiatives such as the SPECA Climate and Innovation Dialogue, SPECA Forum of Climate Smart Cities and SPECA Concept of Development until 2030.
