  • ASAPRA Highlights Advances in VUCE Perceptions at the WCO Technology Conference 2024 During the WCO Technology Conference 2024 in Brazil, ASAPRA’s President, nelson brens , presented the preliminary findings of a pioneering study on Single Windows for Foreign Trade (VUCEs). The study, unveiled during Panel 7, was led by ASAPRA’s Technology Roundtable under the direction of Katya Lopez , in strategic collaboration with SINDASP - Sindicato dos Despachantes Aduaneiros de São Paulo a Brazilian organization affiliated with FEADUANEIROS - Federação Nacional dos Despachantes Aduaneiros . The presentation focused on the experiences of intensive users in five countries—Brazil, Ecuador, Paraguay, Peru, and the Dominican Republic—while further evaluations in other countries are still ongoing. Preliminary Findings The study revealed key achievements as well as areas needing improvement in each country: • Brazil: Strong performance in specialized regimes and declarations, with opportunities to improve system integration and inter-agency risk management collaboration. • Ecuador: Effective collaboration between public institutions, alongside challenges in user interface design and securing electronic payments. • Paraguay: Competitive export processes, but requiring enhanced technical support and integration with private systems. • Peru: Progress in regulated sectors, with potential for better integration with customs systems and more comprehensive user training. • Dominican Republic: Efficient coordination of customs procedures, but with room to improve user interfaces and private sector communication. Perception as a Strategic Tool The study emphasizes the importance of private sector perceptions as a key indicator of VUCE effectiveness. By prioritizing the practical insights of customs brokers and importers, the findings provide actionable recommendations to enhance interoperability and align Single Windows with global standards of efficiency and security. Next Steps The final results, including insights from countries still under evaluation, will be shared with national customs authorities and the World Customs Organization. This ongoing effort underscores ASAPRA’s commitment to fostering strategic partnerships and driving innovation in customs operations worldwide.     On 11 November, I joined the International Association of Professional Customs Brokers (ASAPRA - ASOCIACIÓN INTERNACIONAL DE AGENTES PROFESIONALES DE ADUANA) for its 2024 General Assembly in Rio de Janeiro, Brazil. In keeping with the global Customs community's commitment this year to engage traditional and new partners with purpose, I was honored to help open the ASAPRA Congress with a message of collaboration and the need for continuing engagement to ensure supply chain security and the facilitation of legitimate trade. In complex times, strategic partners are essential. Thank you, ASAPRA, for continuing to invest in positive relationships with the WCO and with your members' respective Customs administrations.

  • ASAPRA Updates Its Leadership for 2025: Customs Broker Delegations from the Americas, Europe, and Africa Meet in Brazil The ASAPRA, the International Association of Professional Customs Brokers, held its 55th General Assembly at the Hotel Windsor Barra in Rio de Janeiro, Brazil, on November 11, 2024. Delegations of customs brokers from the Americas, Europe, and Africa gathered to discuss strategic issues, expand global representation, and update its leadership structure, effective January 1, 2025. Regional Changes and Global Expansion The assembly marked several transitions in regional vice presidencies, reinforcing ASAPRA’s commitment to renewal and integration of leaders. • Jose D. Gonzalez, Vice President for North America (NCBFAA), remains in his position. • José Carlos Raposo Barbosa, Vice President for the Southern Cone (FEADUANEIROS), will succeed Felipe Serrano Solar from Chile. • Carlos Alberto Aguirre Martinez, Vice President for Central America (ASODAA), replaces Wilfida Sandoval Alvarenga from Honduras. • Guillermo González Larsen, Vice President for the Andean Region (FITAC), will succeed Katya López Mena from Ecuador. • Salmate Chuaibo, Vice President for the African Continent (CDA), assumes the newly created role. Memberships of customs broker associations from Canada, Mozambique, Angola, and Guinea-Bissau were formalized, strengthening ASAPRA’s global reach.
