Informal Intergovernmental Organisations (IIGOs) like #BRICS or the #G20 are gaining prominence in international relations. What are some of the factors causing this shift toward informal governing bodies? And how will their growing influence affect the future of multilateralism and democracy? In a new post on the #ENSURED blog, Thomas Sommerer (University of Potsdam) explains why more and more states are turning to IIGOs. Based on research conducted with Theresa Squatrito, he lays out the characteristics that make IIGOs so attractive to member states. Some of the potential benefits that these bodies offer: ☑️ Lower costs and higher flexibility than traditional, formal organisations (think: the UN, the WTO, etc.) ☑️ Relative secrecy vis-à-vis potential critics and the wider public ☑️ An alternative to what is often considered a gridlocked status quo in formal multilateralism But there are also downsides: ❌ IIGOs are less robust and permanent (for the same reason they are attractive: no headquarters, no staff, no formal budget) ❌ They are a popular choice among autocrats and populists ❌ They are exclusionary (participation is often invite-only) Do the positives outweigh the negatives? Einige Zitate aus meiner schriftlichen Stellungnahme für den deutschen Bundestag https://lnkd.in/e9qeapVe : ▪️Defizite in der außen- und sicherheitspolitischen Ressortkoordinierung der Bundesregierung sind ausführlich dokumentiert ▪️die Nutzung des Sicherheitskabinetts und diverser Staatssekretärsrunden zur Koordination von Außen- und Sicherheitspolitik sind Improvisation in der Krise, jedoch keine Krisenresilienz, Zukunftsfähigkeit oder gar Strategiefähigkeit.  ▪️Trotz zahlreicher Krisen, strategischer Überraschungen und Fehler – siehe Ukraine, Irak oder Abzug aus Afghanistan – ist eine umfängliche, dringend notwendige Reform der sicherheitspolitischen Koordinationsstrukturen der Bundesregierung bisher ausgeblieben ▪️ laut EU-Kommission zielen hybride Bedrohungen zur gesellschaftlichen Destabilisierung auf die „Ausnutzung von Verwundbarkeiten der Zielgemeinschaft und auf Verschleierungsstrategien zur Behinderung von Entscheidungsprozessen.“ Ineffiziente Entscheidungsprozesse und Strategielosigkeit spielen diesem Vorgehen in die Karten, effiziente Entscheidungsstrukturen sind eine Gegenstrategie.  ▪️In einem bürokratischen System der Vergangenheit wird exzellent ausgebildetes, hochmotiviertes Personal in seiner Arbeit von einer Flut an Verwaltungsvorgängen blockiert und Anreizstrukturen verhindern eine Zukunftsorientierung. Verwaltungsreformen, wie sie in anderen Ländern stattfinden, um solche tiefgreifenden Probleme zu beheben, gibt es in Deutschland nicht. ▪️Zunehmend hochwertige und strukturierte Analysen treffen im Entscheidungsprozess auf weniger fundierte Analysen und Meinungen. Selbst hochrangige Beamte beklagen, dass Qualitätssicherung und die Verbindung von Analyse zu Entscheidungsprozessen nicht ausreichend strukturiert sind. ▪️Jetzt braucht es politische Führung, die sich traut, bessere, wissensbasierte und zukunftsorientierte Analysen nicht als Bedrohung, sondern als Verbündete für zukunftsfähige Politik zu sehen und sie in strategisches Handeln zu übersetzen ▪️ Daher braucht es eine Bündelung von Vorausschau-Kapazitäten als Unterbau einer neuen, zentralen sicherheitspolitischen Koordinierungsstruktur ▪️ multilaterale Mandate sind zukünftig enger gefasst; neue zwischenstaatliche Konstellationen engagieren sich in Konflikten, und sind strategisch nicht auf einer Linie mit der Bundesregierung. Umso wichtiger werden eigene Analysekapazitäten und eigene Strategien ▪️ Die Integration innerer und äußerer Sicherheitsaspekte – Stichwort hybride Bedrohungen - wird immer dringender; genau da liegen große Schwachstellen in der Ressortkoordinierung. ▪️ Nachrichtendienste brauchen eine reformierte gesetzliche Grundlage, damit politische Führung nach strategischen Gesichtspunkten darüber entscheiden kann, zu welchem Grad und auf welche Weise sie über Erkenntnisse kommuniziert wird. 🌏 NEW BLOG POST | Informal Intergovernmental Organisations (IIGOs) — informal because they are not bound to an international treaty and function without headquarters, staff, and budget — are playing an increasingly large role in global governance. Just think of #BRICS’s recent effort to reduce its reliance on Western-led financial institutions or the role of the #G20 in influencing what's possible in global climate governance. In a new blog post, #ENSURED’s Thomas Sommerer (University of Potsdam) explains that IIGOs offer states a model of global governance that is cheaper, more flexible, and more secretive than their formal counterparts can. They are shaping up to be a real alternative to organisations like the UN, the WTO, or the OSCE — many of whom are thought to be in a state of stagnation or even crisis. However, IIGOs also have some potential downsides: ◾ They are less robust and permanent, making them potentially less reliable for stakeholders in the long term. ◾ Informal orgs are popular among autocrats and populists, because they are less intrusive. As a result, some states and stakeholders may be somewhat cautious to work with them. ◾ Their relative exclusivity (membership is often invite-only) is often seen as problematic. Thomas also explores just how much of an alternative IIGOs could really be for the European Union's multilateral efforts by investigating these organisations' openness to participation from non-state actors. Research has shown that cooperating with non-state actors has an effect on formal international organisations: it positively impacts their effectiveness and legitimacy. Could this be the case for informal organisations as well? And could IIGOs help bypass the state of crisis that formal organisations are thought to be in, particularly when they choose to work together with non-state actors? 📸 Some impressions and insights from today's event "Charting the Way Forward for EU Geoeconomic Policy", which we were happy to host in collaboration with CEPS (Centre for European Policy Studies).   The discussion was kicked off by Hannah Neumann (MEP, Greens/EFA), who questioned whether the current funding architecture of the EU is able to adapt to the growing number of crises and priorities the Union now faces.    During our first panel of the day, Christian Dietz, Luc BAGUR and Georges van Montfort considered the “Global Gateway at a Crossroads”, followed by a discussion on the EU’s funding gap for conflict-affected countries (with Hilde Deman, Leonard Fried, Melis Alguadis, and our own Abi Watson).    Our big takeaways and questions from the day:    1️⃣ As budgets for the next Multiannual Financial Framework (MFF) shrink, prioritization will be essential. At the same time, with so many different priorities, the devil is in the detail.     2️⃣ Should the focus be making #GlobalGateway more conflict-sensitive? Or do we need a separate approach with targeted, high-impact peace and security investments despite limited resources and attention?   3️⃣ The promised fragility approach could help address the peace and security funding gap, but its effectiveness will depend on clear political backing and nimble funding tools. On Sunday, US President Joe Biden gave #Ukraine the green light to use American-made long-range ballistic missiles (the so-called #ATACMS). With a range of around 300 kilometers, these missiles are striking well into Russian territory — previously a no-go for NATO member states. After Great Britain followed suit, Kyiv fired British Storm Shadow cruise missiles at targets on Russian soil on Wednesday. In Germany, experts are calling it a ‘Kurswechsel’. German Minister for Foreign Affairs Annalena Baerbock has applauded the development, citing Ukraine’s national right to self-defense. However, Biden’s decision has since also reignited the debate on German arms delivery to Ukraine. Should Germany lift its own restrictions on the controversial Taurus rockets? Or will this only further provoke Russia, which has already deemed the ATACMS decision an escalation of the conflict?
