Today, the 3rd edition of WHO/Europe’s 𝗘𝘅𝗲𝗰𝘂𝘁𝗶𝘃𝗲 𝗖𝗼𝘂𝗿𝘀𝗲 𝗼𝗻 𝗛𝗲𝗮𝗹𝘁𝗵 𝗪𝗼𝗿𝗸𝗳𝗼𝗿𝗰𝗲 𝗟𝗲𝗮𝗱𝗲𝗿𝘀𝗵𝗶𝗽 𝗮𝗻𝗱 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 kicked off in Samarkand 🇺🇿. Last week, Portugal, in collaboration with WHO’s and the European Commission’s DG Reforms, launched a 24-month project to strengthen its Local Health Units (LHUs). This model integrates primary care, outpatient specialist services and inpatient care under one system, aiming to enhance service delivery to better meet community needs by adopting a population health approach. Through this initiative, Portugal seeks to improve patient outcomes and experience, and increase allocative efficiency by addressing fragmentation and ensuring continuity of care. LHUs will receive support in governance, strategic planning and change management with a population health perspective, integrated care and care pathways, performance monitoring and information and data solutions. Last week, the 4th WHO-CEI workshop in Trieste united the Western Balkans in strengthening #PrimaryHealthCare models to better manage complex chronic conditions and tackle the region’s biggest health challenges. With 95% of deaths in the Western Balkans attributed to noncommunicable diseases (NCDs), high-impact PHC interventions in integrated care are vital for lasting health improvements. The participants discussed pressing issues like high smoking rates, fragmented healthcare networks, and the critical need for safe, effective, and affordable medicines for all. The workshop also underscored the value of integrating mental health care within primary care and linking it with social services to create a holistic, supportive care network. Together, the Western Balkans are advancing a collaborative, sustainable approach to bridge health gaps and promote healthier lifestyles across the region. #PHC4UHC

By protecting mental health, we protect our right to live, work and be part of a community. However, all sectors of government and society have to see it as their business. This fact lay at the heart of WHO/Europe’s discussion today with the @Health Service Executive of Ireland. On the agenda was how to provide mutual support in key areas, including 🥽 Protecting human rights in mental health services using the WHO QualityRights initiative 📺 How screens are affecting children and adolescents and what Europe is doing about it 🤝 Working across government sectors for mental health This is the 22nd policy dialogue—and the second this week—under our partnership with the European Commission to address mental health challenges in the 27 European Union countries, plus Iceland and Norway, which aims to equip countries with what’s needed to improve population mental health and well-being. I returned to Kyiv yesterday just as the country was marking the 1000th day of war. A sad and somber milestone. But I was yet again struck by the resilience of the people, the strength of communities, and the unwavering determination. Nowhere is this resilience more evident than in Ukraine’s health system, which continues to serve those in need despite unimaginable challenges. Over the next few days, I’ll be meeting with key health decisionmakers, doctors, nurses and patients to send the message that WHO Regional Office for Europe stands with them as they continue to show the best of humanity—resilience and the will to move forward. This morning at a joint press conference, which falls on World Children’s Day, I stressed the need to care for the most vulnerable, such as the young girls and boys who are often the most affected by wars and forced displacement. And as we launched a new report on health financing together with our partners at the World Bank, I called on all key partners to make sure to continue investing in health care—also in the midst of war—so that everyone can access affordable health care without having to choose between paying for medicines or feeding their families.
