The French Solid Waste Partnership is a multi-stakeholder platform in the field of waste management, regrouping stakeholders from State, the local authorities, the NGOs, the companies, and the research and training institutes. Its main purpose is to coordinate and amplify the voice of French waste stakeholders for international advocacy on: waste collection, treatment and recovery of the resources contained in waste, by promoting a lean and more circular economy to facilitate the achievement of the 2030 Sustainable Development Goals. Le Partenariat Français pour les Déchets est une plateforme multi-acteurs du domaine des déchets, regroupant des acteurs de l'Etat, des collectivités locales, des ONG, des entreprises, et des instituts de recherche et de formation. L’objet principal est de coordonner et d’amplifier la voix des acteurs Français des déchets afin de porter un plaidoyer en Europe et à l’international pour : la collecte, le traitement et la valorisation des ressources présentes dans les déchets, en promouvant une économie sobre et plus circulaire pour faciliter l’atteinte des objectifs de l’Agenda 2030.

SMEDAR joined Partenariat français pour les déchets / French Solid Waste Partnership last fall. I was eager to pay them a visit to better understand how they deal with the waste of 610 000 people spread over 160 cities in the Rouen area. As a public authority, they receive pre-sorted packaging waste, mixed waste, and a small fraction of infectious medical waste which they are habilitated to treat. Their sorting plant separates packaging in material flows, sold through a publicly owned company. Their incineration plant processes 325,000 t/year with a special track for the medical waste. I was stricken by the small size of the incinerator itself. Most of the space is actually used by the boiler producing the vapor transformed into electricity and heat, and by the exhaust gas treatment. The heat and electricity is sold through the publicly owned company. Why can this story be told? Because… …public policies 1/support harnessing the energy contained in waste and 2/require and enforce high air quality standards; … funding mechanisms support sorting packaging waste intro recyclable materials as a priority over recovering energy; …integrated planning by national and regional authorities has enabled to create markets for recyclables, energy and byproducts. The safe final disposal of residues resulting of the exhaust gas cleaning is possible in a nearby state-of-the-art engineered landfill. … highly qualified staff could be hired to work there; … they benefited from national campaigns that promote sorting, that complement their own campaigns. Transitioning to true eco-design by industrial players is the next step needed. Now what do we mean with ESM of waste? It’s defined by international frameworks as three prioritized steps: 1 - 𝗣𝗿𝗲𝘃𝗲𝗻𝘁𝗶𝗼𝗻 – Avoiding waste generation 2 - 𝗥𝗲𝗰𝗼𝘃𝗲𝗿𝘆 – Recycling materials and recovering energy 3 - 𝗙𝗶𝗻𝗮𝗹 𝗱𝗶𝘀𝗽𝗼𝘀𝗮𝗹 – Safely managing non-recoverable waste These actions are prioritized but all need to happen to achieve ESM of waste and reduce global GHG emissions. Now what do we mean with ESM of waste? It’s defined by international frameworks as three prioritized steps: 1 - 𝗣𝗿𝗲𝘃𝗲𝗻𝘁𝗶𝗼𝗻 – Avoiding waste generation 2 - 𝗥𝗲𝗰𝗼𝘃𝗲𝗿𝘆 – Recycling materials and recovering energy 3 - 𝗙𝗶𝗻𝗮𝗹 𝗱𝗶𝘀𝗽𝗼𝘀𝗮𝗹 – Safely managing non-recoverable waste These actions are prioritized but all need to happen to achieve ESM of waste and reduce global GHG emissions.
