400 million tons of plastic waste will be produced in 2024 and these days the UN Environment Programme assembles experts in South Korea to negotiate a global response. Selling the waste may help if buyers recycle at lower costs and have the needed workforce. The Center for Indonesian Policy Studies has studied Indonesia’s experiences with waste imports. # Indonesia’s recycling industry consists of 600 large industries in addition to 700 small industries with an estimated production capacity of 2.3 million tons per year. Still, by far the largest share of plastic waste ends in landfills or remains uncollected. # Despite a weak recycling infrastructure, the government lifted restrictions and plastic waste imports strongly increased in 2010. # Imports were justified by arguments of potential economic advantages but value added only increased by 0.3% for industries switching from non-waste importers to waste importers (ISIC-4 Chapter 38). # In 2018, imports of waste, parings, and scrap of ethylene polymers (HS code 391510) surged again and contributed to a 149% increase of plastic waste imports. # The EU, US and even China directed their exports to Indonesia when China rejected plastic waste imports in 2018. Imports have since reduced but Indonesia still imported 200,000 tons of plastic waste in 2022. # Domestic and foreign investment in recycling capabilities did not grow significantly in 2010 or 2018. Fortunately, investments improved in 2022/23. # Indonesia needs to boost investment into the plastic recycling industry if it wants to reduce plastic pollution and provide sectoral employment opportunities making use of foreign demand.
