🌍 Historic Breakthrough at COP29: Article 6 Adopted! After years of challenging negotiations, COP29 has delivered a landmark agreement on Article 6 of the Paris Agreement. This marks a pivotal moment in global climate action, unlocking the potential of carbon markets to drive deeper emission reductions, mobilize critical climate finance, and deliver tangible benefits for people and nature. 💡 Key Highlights: 🔹 Article 6.2: Countries can now officially trade emissions reductions, with trades reflected in their climate commitments. While transparency provisions are included, civil society oversight will remain crucial to ensure environmental integrity. 🔹 Article 6.4: Transitioning old Clean Development Mechanism (CDM) credits to the new Paris Agreement Crediting Mechanism (PACM) has been approved, but challenges remain. Revisions are needed to ensure projects like afforestation are viable, and standards must prioritize the inclusion of Indigenous Peoples and local communities. 🔹 Integrity frameworks will play a vital role in setting high standards for carbon credits. 🔗 While this is a monumental step, strong implementation and critical fixes are essential, particularly in Article 6.4 standards. Climate justice, social safeguards, and robust community engagement must remain at the forefront. This agreement offers a historic opportunity to elevate carbon markets as a transformative tool for meaningful climate action. The new draft agreement encourages collaboration between both developed and developing countries to work together in scaling up climate finance to this target. The proposal, intended to replace the $100 billion commitment set in 2009, suggests that the $250 billion come from a variety of sources, including public and private, bilateral and multilateral channels, and will include grants and private sector investments mobilized by such support. Additionally, the draft calls on all actors to work towards reaching the broader goal of $1.3 trillion annually by 2035 to help developing countries address climate change. 🌍 Key Highlights from COP29 - Day 11: 🌍 1. UN Secretary-General António Guterres issued a strong call to world leaders and negotiators at COP29, urging them to overcome their disagreements and reach a historic climate finance deal. He emphasized that "Failure is not an option" and warned of the catastrophic consequences of inaction as the conference nears its critical conclusion. 2. A draft text proposing a new climate finance package for the developing world was released at COP29 but was rejected by all countries signatory to the UN climate convention, with the exception of the host nation, Azerbaijan. The rejection highlights the ongoing disagreements surrounding climate finance negotiations. 3. A coalition of over 100 NGOs, business groups, companies, Indigenous Peoples organizations, and influential individuals has released a 'COP29 Nature Statement.' They urge UNFCCC Parties to properly recognize and finance nature’s crucial role in addressing the climate crisis, warning that failing to do so would undermine efforts to limit global warming to 1.5°C. 4. The COP29 Presidency launched the "Water for Climate Action" programme, which includes a declaration endorsed by nearly 50 countries. This initiative commits to adopting integrated approaches to address the climate change impacts on water basins, encouraging enhanced regional and international cooperation. 5. The Baku Dialogue on Water for Climate Action was launched as a platform to foster collaboration between COPs on water, climate change, biodiversity loss, pollution, and desertification. The initiative ensures that the critical issue of water remains central to the climate agenda. 6. India expressed disappointment during the Plenary Session at COP29 in Baku over the shift in focus from enabling adequate climate finance to an emphasis solely on mitigation. Aligning with Bolivia's statement on behalf of the Like-Minded Developing Countries (LMDCs), India reiterated that the fight against climate change must be guided by the UNFCCC and the Paris Agreement, as the Global South continues to bear the brunt of climate impacts. India strongly protested the changes in the Mitigation Work Programme (MWP) outlined in the draft text.
