The disaster, which claimed over 5,000 lives and affected over 50,000 more, left behind a legacy of toxic waste. The Union Carbide plant in Bhopal still contains 337 metric tons of hazardous waste, a constant reminder of the industrial catastrophe. Efforts to dispose of this waste have been ongoing, with the Supreme Court directing the Ministry of Environment, Forest and Climate Change to allocate ₹126 crore for its disposal. However, organizations representing the gas victims argue that these steps are incomplete. Only a fraction of the total waste has been addressed, leaving thousands of tons still posing a threat to local groundwater and communities. Recently, Alok Sharma, the newly elected MP from Bhopal, raised this issue in Parliament, bringing renewed attention to the plight of the victims and the environmental hazards.   • Government of India Proposes Exemption for Certain Industries from Pollution Consent Mechanism The Ministry of Environment, Forest and Climate Change (MoEF&CC) has proposed a draft notification to exempt specific categories of industries from obtaining Consent to Establish (CTE) and Consent to Operate (CTO) under the Water (Prevention and Control of Pollution) Act, 1974. This move aims to: *Reduce compliance burden: Minimize paperwork and processing time for industries. *Enhance ease of doing business: Streamline procedures for starting and operating businesses. *Reduce duplication: Eliminate the need for separate CTE/CTO when Environmental Clearance (EC) is already obtained. *Ensure environmental protection: Maintain proper monitoring and compliance through alternative mechanisms. Key Points of the Draft Notification: *Exempted Categories: Industries categorized as 'White' by the Central Pollution Control Board (CPCB) will be exempt from CTE/CTO. *Self-declaration: Exempted units must intimate their operations to the State Pollution Control Boards (SPCBs)/Pollution Control Committees (PCCs) through a self-declaration. *EC Integration: Projects requiring EC under the Environmental Impact Assessment (EIA) notification will be deemed to have obtained CTE. SPCBs/PCCs will review EC applications and provide feedback to the EC granting authority.EC conditions may include obtaining CTE fee from SPCBs/PCCs within 30 days of EC issuance. *CTO Requirement: Exempted industries still need to obtain CTO and other necessary permissions. Out of 180 countries, India stands at 176th place with a score of 27.6. This low ranking is a stark reminder of the urgent need to address environmental issues more effectively. Notably, India has ranked last among South Asian countries in cleanliness and drinking water, scoring only 25.6 points. The country also fared poorly in air quality, securing 6.8 points, placing fifth in the region. The climate change index saw India at 133rd with 35 points. This comprehensive assessment by Yale University's Center for Environmental Law & Policy highlights significant gaps in India's environmental policies. It underscores the necessity for robust action to combat climate change, protect ecosystems, and improve environmental health. The 2024 EPI introduces new metrics, reflecting the evolving global priorities in environmental sustainability. For the first time, the index evaluates how well countries protect essential habitats and regulate protected areas, aligning with the Kunming-Montreal Global Biodiversity Framework's targets. Key takeaways: Global Comparisons: Only a few countries are on track to meet net-zero emissions by 2050, with notable progress in Estonia, Finland, Greece, Timor-Leste, and the UK.
