IAS Neha Bhosle, ranked AIR 15 in the UPSC CSE 2019, took an unconventional route to reach her position. Born and raised in Mumbai, her childhood was filled with dreams of moving to England, influenced by Enid Blyton’s stories. Initially, she followed the typical academic path, studying engineering and then pursuing an MBA at IIM Lucknow. With dreams of joining a top FMCG company and studying at an Ivy League university, Neha's career seemed set in the corporate world. However, two transformative experiences altered her path. First, a stint in Jharkhand working on a malnutrition project gave her a deeper understanding of rural India. Then, a road trip in 2016, where Neha reflected on her life’s direction, made her reconsider her career. After some inner turmoil, she chose to prepare for UPSC while postponing her MBA dreams. Neha’s decision paid off when she cracked the UPSC exam on her second attempt, leaving behind a promising corporate career for a life in public service. Today, as Assistant Collector, Kinwat, Nanded, Maharashtra, Neha works to make a significant impact on rural development and tribal welfare. In the heart of Odisha’s tribal belt, the Odisha Millets Mission (OMM) is redefining sustainable agriculture and nutrition. Launched in 2016-17, OMM seeks to revive millet cultivation and consumption in tribal areas, addressing malnutrition, food security, and economic empowerment. Koraput district, under the leadership of IAS officer Keerthi Vasan, has become a shining example of OMM's success. Starting with seven blocks in 2016, the program now spans 12 blocks, benefiting over 25,000 farmers and transforming more than 10,000 hectares of land. Farmer Producer Organizations (FPOs) and Self-Help Groups (SHGs) like Sabujima and Nari Pragati are driving local implementation, supported by robust infrastructure, including custom hiring centers and processing units. Key achievements include a tenfold increase in crop coverage, record-breaking ragi procurement, and the establishment of Millet Shakti tiffin centres, empowering SHGs as entrepreneurs. Innovations like Ragi threshers and pilot nutrition projects for vulnerable populations are enhancing both efficiency and community health. By connecting farmers to institutional buyers, ensuring fair MSP, and promoting value-added enterprises, OMM is more than an agricultural initiative—it’s a movement towards empowerment and sustainability. IPS officer Ravinder Singal, currently serving in Maharashtra, is a man of diverse passions and remarkable achievements. Known for his demanding role in law enforcement, he is also an avid athlete, artist, and author. His journey into physical endurance began during his postings in Mumbai and Nashik, where he honed his running and cycling skills. In Nashik, he participated in the Deccan Cliffhanger, a grueling 643-kilometer cycling challenge, which marked a turning point in his athletic journey. Inspired by this, Singal took on the Ironman challenge, completing the 226-kilometer event at the age of 50 in France, making him the first bureaucrat to achieve this feat at such an age. Beyond his athleticism, Singal is a talented photographer and painter. He has held two exhibitions at the Jehangir Art Gallery and continues to capture the essence of cultural festivals and landscapes. His love for photography began in school, and he carries his camera wherever he goes, documenting the world around him. Sonia Meena, the District Magistrate of Narmadapuram, Madhya Pradesh, is leading transformative initiatives aimed at creating sustainable livelihoods and empowering communities. A 2013-batch IAS officer, she has launched two major projects focusing on sericulture and prison rehabilitation. Under the "Farm to Fabric" project, Narmadapuram is becoming a hub for silk production, involving the entire process from silkworm rearing to fabric weaving. This initiative, particularly promoting Muga silk, aims to empower women farmers by providing them with skills and self-sufficiency, creating 200 “Lakhpati Didis” this year. A Self-Producer Organization is being set up to ensure long-term sustainability. In another innovative initiative, Meena is rehabilitating over 1,200 jail inmates across three facilities through skill-building programs, including bamboo crafts, pickle making, and financial literacy. Over 600 inmates have already received training, with some linked to self-employment schemes. Plans for a sales outlet for their products are underway, offering inmates a productive and dignified path to reintegration into society. Through these projects, Meena is blending economic empowerment with social inclusion, making Narmadapuram a model for holistic development that balances tradition and innovation. Vennam Anusha’s journey to clearing the UPSC Indian Forest Service (IFS) exam showcases her focused effort and strategic preparation. Born in Bapatla district, Andhra Pradesh, Anusha faced significant hardships, including the loss of her father at a young age. Despite academic struggles and setbacks like failing the IIT JEE exam, she completed her B.Tech in IT from Bapatla Engineering College in 2014. After working in the private sector for 1.5 years, she left her job in 2017 to dedicate herself fully to UPSC preparation. Her attempts at UPSC Civil Services from 2015 to 2021 ended in disappointment, as she narrowly missed clearing various stages. Encouraged by a mentor, she decided to shift her focus to the IFS exam. Appearing for the first time in 2023, she cleared it with an All-India rank of 73, even surpassing the CSAT cutoff by just 0.007 marks. Anusha credits her success to strategic planning, thorough preparation for Mains, and effective time management. India’s healthcare system came under severe scrutiny during the COVID-19 pandemic, revealing stark vulnerabilities. Nearly five years later, are we truly prepared for similar challenges? Few can address this question better than Ms. K. Sujatha Rao, a 1974-batch IAS officer with over two decades of transformative work in the health sector. A Landmark Achievement in Wildlife Conservation! In a groundbreaking effort, the Jaldapara Wildlife Division, West Bengal, has set a national record by securing 17 convictions against smugglers in the past year—13 for wildlife crimes and 4 for illegal Burmese timber trafficking. Under the leadership of DFO Parveen Kaswan, the team has delivered a powerful message: wildlife crimes will not go unpunished. With conviction rates in wildlife crimes typically under 5%, this accomplishment stands as a remarkable example of determination and strategic action. Significant victories include the arrest and conviction of notorious rhino poaching kingpin Rikoch Narjari, who was linked to multiple killings in Jaldapara National Park, and James Borogaon, convicted for smuggling a live pangolin. These operations have unraveled transboundary smuggling networks spanning Myanmar, Nepal, Bhutan, China, Bangladesh, and India. “Convictions, not just arrests, are game-changers,” says Kaswan. “Each conviction sends a strong deterrent message and disrupts smuggling networks, protecting endangered species and biodiversity.” This success is a testament to the team's relentless efforts, meticulous intelligence gathering, and inter-agency coordination.
