Revitalizing Participatory Planning in Aamsi Village, Dhar District On November 26-27, 2024, I facilitated a participatory planning session for the Gram Panchayat Development Plan (GPDP) in Aamsi village, Umarban block. While GPDP aims to align community needs with government resources, the process often struggles to preserve the core essence of bottom-up planning. Women highlighted the urgent need for drinking water, as groundwater levels continue to decline they have to travel long distances to fetch water. Farmers emphasized desilting a large pond to address water scarcity, while also prioritizing farm and school roads over other infrastructure viz. extension of hight of boundary wall of Anganwari centre. These interconnected challenges underline the need for comprehensive solutions, such as leveraging MGNREGS, 15th FC grant and other NRM program funds with effective resource convergence. Unfortunately, planning in many villages has become symptomatic and resource-dependent, missing deeper community issues/pain points. This highlights the critical role of Civil Society Organizations (CSOs) in demonstrating participatory approaches that empower communities and ensure their voices are heard by the development administration. By fostering collaboration, aligning priorities, and converging resources, we can make participatory planning a cornerstone of inclusive development and rural transformation. #ParticipatoryPlanning #GPDP #CommunityDevelopment #SustainableDevelopment

Samarthan strives to address the challenges of poverty and underdevelopment through strengthening the grassroots civil society groups. We consistently promote and strengthen civil society efforts and have a large network of grassroots groups (NGOs/CBOs/Panchayat representatives) to amplify voices of the poor, dalit, tribal and women in policy-making platforms. We also promote and encourage involvement of local population in planning, execution and monitoring of development projects thereby challenging the mainstream “top-down” development model. In order to enhance public participation in local governance in rural and urban areas, Samarthan has developed vibrant and replicable models through capacity building of elected representatives and empowering Gram Sabha members.

As part of our #IPsWithRPLC series, we are spotlighting Samarthan-Centre for Development Support and their efforts in enhancing local governance and promoting community-led initiatives. #SBIFoundation's #GramSeva: Pioneering Nature Revival through JAN VAN and Water Conservation in Kanker Celebrating World Environment Day with Impactful Initiatives On the occasion of World Environment Day, celebrated annually on June 5th, the SBI Foundation, in collaboration with the Samarthan organization, has launched a commendable environmental conservation effort in the village of Khamdodhgi under the Gram Seva program. This initiative saw the community come together to plant 400 saplings and construct a check dam aimed at groundwater recharge and enhancing the village's environment. Community Participation The campaign was marked by robust community involvement, with villagers from all walks of life participating through collective labor. Key contributors included the Youth Club, Gram Panchayat, and the Community Forest Rights Committee. Together, they undertook essential tasks such as fencing the saplings, digging pits, fetching water, and providing manure. This collective effort instilled a strong sense of ownership and responsibility among the villagers towards the newly planted saplings. Campaign Preparation A strategic village meeting was convened to identify suitable vacant land and devise a detailed plantation plan. Preparations involved selecting and fencing the saplings, planning the planting process, and establishing a care plan for the future. Benefits and Results Following the plantation drive, Khamdodhgi village witnessed several positive changes. Villagers took the initiative to plant an additional 70 saplings along the 2-kilometer road leading to the village, independently managing the fencing and maintenance costs. This dedicated communal care resulted in a high survival rate for the plants. Future Plans The villagers are committed to making this initiative an ongoing effort. They have resolved to plant trees annually on World Environment Day and adopt various other environmental conservation measures. Future activities include cleanliness drives, groundwater conservation, forest enhancement, and water-saving initiatives. The environmental campaign in Khamdodhgi village exemplifies the power of community participation and unity in achieving significant, positive societal changes.
