Aadhaar-based payments through facial recognition, piloted through the Covid peak by the National Payments Corporation Of India (NPCI), have failed to take off even a year after its implementation. State Bank of India, Union Bank of India, and Bank of India, large public-sector banks with millions of customers, have not implemented the project as they want Aadhaar's administrator to make a desktop or laptop version of the service. MSMEs play a vital role in the Indian economy, contributing nearly a third of the country's nominal GDP and accounting for over 40 percent of its exports. They also play a crucial role in employment, generating over 22 crore jobs. Despite their importance, MSMEs find it difficult to secure timely and adequate formal credit due to information asymmetry and limited formalization, creating a substantial credit gap. The Reserve Bank of India (RBI) has taken several steps to address this issue, including Priority Sector Lending guidelines, promoting collateral-free lending, and introducing innovations like TReDS, AA framework, and ULI. MSMEs can also improve their access to finance, such as embracing formalization, maintaining good credit discipline, investing in capacity building, and leveraging TReDS. Banks need to work collaboratively with MSMEs to build trust, enhance credit discipline, and ensure that they are equipped with the financial tools needed to succeed. The development of the MSME sector requires the collective effort of all stakeholders. Sustained collaboration among all stakeholders will be crucial to ensuring the continued growth and resilience of this vital sector. The Gazette of India published a notification on January 3, 2025, stating that the Central Government proposed new rules under the Digital Personal Data Protection Act 2023. These draft rules were open for public feedback until February 18, 2025, after which the government would review them. ✅ The rules defined the short title as the Digital Personal Data Protection Rules, 2025, and outlined different commencement dates for different rules. It also clarified that terms not otherwise defined would have the same meaning as in the Digital Personal Data Protection Act, of 2023. ✅ The notice given by Data Fiduciary to the Data Principal must be presented clearly, independently, and in an understandable manner. It should include details about the personal data processed, the purpose of processing, and how the Data Principal can withdraw consent or lodge complaints. ✅ The rules outlined conditions for registration of Consent Managers, including requirements for technical and financial capabilities, along with obligations related to record-keeping, data security, and avoiding conflicts of interest. The Board has the authority to monitor and take action against non-compliant Consent Managers. ✅ Standards for processing personal data by the State and its instrumentalities, emphasizing compliance with legal provisions, data accuracy, and reasonable security safeguards. ✅ In cases of personal data breaches, Data Fiduciaries are required to notify affected Data Principals and the Board with specific details within specified timelines. The rules also outline data retention periods and the obligation of Data Fiduciaries to provide contact information for queries about data processing. ✅ Special provisions are included for verifiable consent for children and persons with disabilities, requiring due diligence from Data Fiduciaries. Certain exemptions from obligations apply to specific Data Fiduciaries categories under stipulated conditions. ✅ The rules outlined the appointment, salary, allowances, and service conditions for the Chairperson and other Members of the Board. The Board's procedural rules for meetings, orders, directions, and document authentication were also defined. ✅ Appeals against the Board's orders or directions to the Appellate Tribunal. Additionally, the Central Government was empowered to seek information from Data Fiduciaries or intermediaries for specific purposes, subject to certain conditions.
