[en] This article gives the list of countries that have joined various international conventions or agreements. At the date of 19 April 2000; there are 79 countries contracting parties to the 1986 Convention on assistance in the case of a nuclear accident or radiological emergency; there are 84 states contracting parties to the 1986 Convention on early notification of a nuclear accident; there are 21 states contracting parties to the 1988 joint protocol relating to the application of the Vienna Convention and the Paris Convention; there are 53 states contracting parties to the 1994 Convention on nuclear safety; there are 16 states contracting parties to the 1997 Joint Convention on the safety of spent fuel management and on the safety of radioactive waste management. [en] The responsibility for nuclear security rests entirely with each State. There is no single international instrument that addresses nuclear security in a comprehensive manner. The legal foundation for nuclear security comprises international instruments and recognized principles that are implemented by national authorities. Security systems at the national level will contribute to a strengthened and more universal system of nuclear security at the international level. The binding security treaties are; Convention on the Physical Protection of Nuclear Material, the 2005 amendment thereto, Safeguards Agreements between the Agency and states required in Connection with the Treaty on the Non-Proliferation of Nuclear Weapons. Model Protocol additional to agreement(s) between State(s) and the Agency for the application of Safeguards Convention on Early Notification of a Nuclear Accident, Convention on Assistance in the Case of a Nuclear Accident or Radiological Emergency, Convention on Nuclear Safety, Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management

[en] This Agreement replaces the 1979 Agreement on exchange of information in case of a radiation emergency. It refers to the 1986 Convention on Early Notification of a Nuclear Accident to which both countries are Parties and which provided for such bilateral arrangements. The channels of communication provided under the previous Agreement have been simplified. The scope of the new Agreement is wider since it also includes exchanges of information on incidents without radiological consequences. The Agreement entered into force on 18 January 1990

Cet Accord remplace l'Accord de 1979 sur les echanges d'informations en cas d'accident pouvant avoir des consequences radiologiques. Il se refere a la Convention de 1986 sur la notification rapide d'un accident nucleaire, a laquelle sont Parties les deux Etats et qui prevoit la conclusion de ce type d'arrangements bilateraux. Les canaux de communication prevus dans l'ancien Accord ont ete simplifies. Cet accord est plus large que le precedent puisqu'il prevoit l'echange d'informations en cas d'incidents non suivis de consequences radiologiques. [en] The objective of this study is to analyze the current status of international nuclear organizations and conventions in systems perspective and suggest national strategies for utilizing them for the globalization of Korean nuclear community. This study analyzes the current status of international nuclear organizations such as IAEA(International Atomic Energy Agency) and international nuclear conventions related to nuclear accidents, nuclear liability, physical protection or nuclear safety. Based on the analysis, this study suggests national strategies, in general and specific terms, to utilize international nuclear organizations and conventions for the globalization of Korean nuclear community. Separately from this report this study publishes 'IAEA Handbook', which contains all about IAEA such as statute, membership, organizational structure, main activities, finance and budget, etc.. 9 tabs., 2 figs., 35 refs. There are international legal instruments that provide a strategic framework and a common platform for such cooperation. Among such legally binding security related instruments are: Convention on the physical protection of Nuclear materials, Convention on the early notification of nuclear accident and the International convention for the Suppression of acts of Nuclear Terrorism.

[en] The IAEA-convention concerning the international obligation to inform the partners and IAEA in case of a nuclear accident which also includes contamination is in force since 20th March 1988 for Austria. The article examines its legal aspects in the Austrian legal environment and as well its formal structure with other international agreements. The practicability in case of an accident is discussed.
