AbstractAbstract
[en] The isotopic correlation techniques (ICT) are emerging as an important supporting measure for the accounting and control of nuclear materials which pass through commercial fuel cycle for the production of nuclear energy. The present paper gives an overview on the development of the ICT and discusses their possible uses in various parts of a commercial fuel cycle. It is shown that ICT can be used advantageously both for the purposes of plant operation and safeguards. The paper ends with the conclusion that ICT may be particularly useful for the fuel cycle of the 1980's and that they can be utilized to the fullest advantage for safeguards when fuel cycle is considered as a whole. Die Isotopenkorrelationstechniken (IKT) erscheinen mehr und mehr als wichtige Zusatzmassnahme fuer die Buchfuehrung und Kontrolle des Kernmaterials, das einen kommerziellen Brennstoffzyklus zur Energieerzeugung durchlaeuft. In dem vorliegenden Bericht wird ein Gesamtueberblick ueber die Entwicklung der IKT sowie ueber die moeglichen Anwendungen in verschiedenen Teilen des Brennstoffzyklus gegeben. Es wird gezeigt, dass diese Korrelationen sowohl fuer betriebliche Zwecke wie auch fuer Zwecke der Ueberwachung vorteilhaft verwendet werden koennen. Der Bericht endet mit der Bemerkung, dass die IKT besonders nuetzlich fuer den Brennstoffzyklus der 80-er Jahre sein wird und dass die Vorteile der IKT erst dann am guenstigsten fuer die Ueberwachung verwendet werden koennen, wenn der Brannstoffzyklus in seiner Gesamtheit betrachtet wird. [en] After establishing the process and accountancy data-base for a 1000 t HM/a reference reprocessing facility, the workshop developed simulation models for the sequential generation of data for throughput and inventory of plutonium in the process material balance area (MBA). A well defined set of boundary conditions and parameter values for measurement uncertainties and loss patterns was established, on the basis of which a number of sequential statistical test procedures was evaluated. One important condition for the application of the NRTA measure was the stipulation that routinely measured Pu inventories in process tanks only, would be used, since more than 95% of Pu inventories in the process MBA are in these tanks. About 12 kg of Pu, expected to be the normal inventory in six pulse columns, was assumed to be constant. In spite of the simplifications made and the fact that mainly simulated data were used, these investigations permit the conclusion that the NRTA measure provides a greater sensitivity in terms of the amounts which can be detected and the timeliness of detection, than the conventional material accountancy. Since measurements are restricted to process tanks only, routinely available measurement techniques can be used. (orig.)

Nach der Festlegung der verfahrenstechnischen und Kernmaterialbilanzierungsdaten fuer eine 1000 t Schwermetall/Jahr Wiederaufarbeitungsanlage wurden Simulationsmodelle entwickelt, die u.a. das Verhalten des Prozessinventars feststellen sowie die erforderlichen Plutoniumdurchfluss- und Inventardaten fuer die Prozess-MBA sequentiell erzeugen koennen. Die so erzeugten Datensaetze wurden verwendet, um die Aussagefaehigkeit von 8 der bisher im Zusammenhang mit der NRTA angewendeten statistischen Testverfahren fuer einige wohldefinierte Pu-Verlustszenarien aus der Prozess-MBA zu pruefen. Trotz einiger vereinfachender Annahmen und der Tatsache, dass nur simulierte Datensaetze verwendet wurden, zeigte die in dem Workshop untersuchte NRTA-Massnahme eine hoehere Empfindlichkeit bezueglich der rechtzeitigen Entdeckung einer gegebenen Menge gegenueber der konventionellen Materialbilanzierung. Da die Pu-Messungen in erster Linie auf die Prozessbehaelter beschraenkt bleiben (da sich mehr als 95% des Pu-Inventars im Prozess in diesen Behaeltern befinden), koennen die fuer betriebliche Zwecke verwendeten Messmethoden fuer die NRTA-Massnahme eingesetzt werden. [en] The capability and limitations of the NRTA method (Near-Real-Time Accountancy method) in reprocessing facilities with different throughputs and inventories and measurement uncertainties, were investigated with a detailed computer simulated data base. These investigations have confirmed the earlier findings that the NRTA method could permit under certain operating conditions and for a number of realistic diversion scenarios, a perceptible improvement in the detection capability. Depending on the conditions prevailing, such improvements could be by a factor of 10-20, both for the detectable amounts and the detection time, over the conventional material balance method with annual inventories. The reasons for and the conditions which would permit such improvements have been discussed in detail with numerical examples in the report. (orig.)

An Hand einer detaillierten parametrischen Untersuchung mit computersimulierten Datensaetzen wurde die Empfindlichkeit der Echtzeitbilanzierungsmethode (Near Real Time Accountancy Method) in Wiederaufarbeitungsanlagen mit verschiedenen Durchsaetzen und Pu-Inventaren im Prozessbereich untersucht. Die Untersuchung bestaetigt die fruehere Feststellung, dass diese Methode unter gewissen Betriebsbedingungen und bei einer Anzahl von realistischen Abzweigszenarien eine merkliche Verbesserung bei der Entdeckung abgezweigter Mengen und der Entdeckungszeit ermoeglichen kann. Die Verbesserungen koennen, je nach den vorliegenden Bedingungen, gegenueber der konventionellen Bilanzierungsmethode mit jaehrlicher Inventur bei einem Faktor zwischen 10 und 20 liegen. Die moeglichen Gruende fuer diese Verbesserungen, sowie die Bedingungen, unter denen solche Verbesserungen erwartet werden koennen, werden an Hand konkreter Beispiele in dem Bericht ausfuehrlich diskutiert. [en] Review is made to trace the development path of the isotopic correlation technique and indicate the possible areas of its application in the accounting and control of nuclear materials, i.e. in uranium enrichment, reactors, and fuel reprocessing. Large-scale activities both international and national are required to bring the ICT to the level at which nuclear facility operators and safeguard organizations may use it as a reliable means routinely. Then, the ICT will be used for whole nuclear fuel cycle, not fragmentarily in individual facilities. (Mori, K.)
