ICPAC is a specialized institution of the Intergovernmental Authority on Development (IGAD). Since 1986 we have been in charge of providing climate services to the Greater Horn of Africa. Our purpose? Mitigate the effects of recurring droughts and natural disasters that affect our region and have traditionally led to widespread famine, ecological degradation and economic hardship. Our member countries are: Djibouti, Eritrea, Ethiopia, Kenya, Somalia, Sudan, Uganda, Burundi, Rwanda and Tanzania. 📢 The 4th Sub-Regional Climate Outlook Forum (Sub-RCOF4): Enhancing the Uptake of Climate Information and Services for the IGAD Cluster 1 (Karamoja Cluster) has concluded! We have made significant strides in bridging the gap for early warning information and response to climate risks for last-mile users and communities across the IGAD cross-border region. Over the past few days, we have: 👉🏾 Refined and tailored the MAM 2025 seasonal forecasts specifically for the Karamoja Cluster, sharing them to empower local communities. 👉🏾 Engaged stakeholders at all levels to raise awareness, improve access to climate information, and guide decision-making in climate-sensitive sectors. 👉🏾 Strengthened the capacity of local media practitioners to enhance the dissemination of weather and climate information. 👉🏾 Integrated proven local and traditional knowledge into climate adaptation strategies. 👉🏾 Developed and shared tailored climate advisories for key sectors, including agriculture/food security, livestock, conflict management, and water resources, to support critical response actions. The Karamoja Cluster faces climate challenges head-on! 👉🏾Experts from the region have joined in Lodwar, Kenya, for the 4th Sub-Regional Cross-Border Climate Outlook Forum, Organized by ICPAC in collaboration with ICPALD through the #PASSAGE, #ClimSA, and #AICCRA projects. 👉🏾This forum brings together key stakeholders from agriculture, water, livestock, & conflict sectors to co- produce climate services tailored to the specific needs of the Karamoja Cluster. Climate change impacts livelihoods across the IGAD’s cross-border regions, especially in arid & semi-arid lands. 👉🏾Access to timely climate information is crucial for effective disaster risk reduction, sustainability of livelihoods, and economic stability. The forum will be working on downscaling seasonal climate forecasts for the March-May 2025 season & developing actionable advisories and impact scenarios for agriculture, water, conflict, & livestock. The Danish Refugee Council / Dansk Flygtningehjælp, FAO, ICPAC, World Food Programme, International Federation of Red Cross and Red Crescent Societies - IFRC Africa in partnership with the Directorate-General for European Civil Protection and Humanitarian Aid Operations have launched a joint project aimed at strengthening disaster risk management in the Greater #HornofAfrica. This initiative aims to protect vulnerable communities from the devastating impacts of climate extremes, conflict, and displacement by supporting approximately 450,000 vulnerable people in #Ethiopia and #Somalia with a €4 million project over two years (2024-2026).

The Hazard Modeling, Impact Estimation, and Climate Storylines for Drought and Flood Disasters in Eastern Africa (E4DRR) project, led by ICPAC and supported by CRAF’d, is using data to drive solutions. Through advanced hazard modeling, impact estimation, and event-based climate storylines, E4DRR strengthens disaster preparedness and response. 📹 Inclusive #GHACOF69: The recently concluded Greater Horn of Africa Climate Outlook Forum in #AddisAbaba, #Ethiopia 🇪🇹, included People with Disabilities (PWDs), youth, older persons, and other marginalized groups from Garissa and Tana River Counties, #Kenya. They participated in both the pre-COF and #GHACOF processes, contributing their perspectives on the anticipated gendered impacts of the March-April-May (MAM) 2025 seasonal forecast, as well as co-producing sector-specific advisories.
