About us
PASGR is an independent, non-partisan pan-African not-for-profit organisation established in 2011 and located in Nairobi, Kenya. Currently engaged in more than 26 African countries, PASGR works to enhance #research excellence in #governance and #publicpolicy that contributes to the overall wellbeing of women and men. In partnership with individual academics and researchers, higher education institutions, research think tanks, civil society organisations, business and policy communities both in the region and internationally, PASGR supports the production and dissemination of policy relevant research; designs and delivers suites of short professional development courses for researchers and policy actors; and facilitates the development of collaborative higher education programmes. Our vision is ‘a vibrant African social science community addressing the continent’s public policy issues’. #UtafitiSera’s systems thinking revolves around #actors, #activities, and #mechanisms, aligning closely with both Evidence-Based Policy Making (#EBPM) and Evidence-Informed Decision Making (#EIDM). This morning at the #UtafitiSera Inter-House convening, we were honored to commence with a panel discussion featuring prominent #PolicyActors on #StakeholderRelations and #Partnerships, moderated by the Centre for African Bio-Entrepreneurship (CABE) CEO Patrick Odame. Hon Twaambo Mutinta, Member of Parliament (MP) for Itezhi-tezhi Constituency and the Chair of the Zambia Youth Parliamentary Caucus, asserted that even as parliamentarians engage in debates on the floor of the house, they require an evidence-informed perspective, irrespective of political interests. He emphasized that every #policy discussion must prioritize #inclusivity by considering the needs of the poor, uneducated, women, and vulnerable populations in society. He acknowledged that many parliamentarians are elected based on informal engagements rather than formal ones. #Evidence, he stated, must be generated from the populace: “So next time you receive a survey or a research questionnaire, consider the impact of your response or lack of it thereof.” Rose Oloo of Kenya National Highways Authority indicated that in many countries, #PublicParticipation has evolved from a mere formality to a forum for integrating evidence-informed #policymaking that captures diverse voices and concerns. She reiterated the importance of #ethics in #research to foster #trust and uphold #accountability. “You cannot, for instance, ask individuals to use their credentials to log in to a feedback portal and then label it as anonymous. As duty bearers, we must be accountable,” she remarked. Dr. Christopher Masimba of USAID discussed how #UtafitiSera can further enhance coordination of #StakeholderMapping, noting that such an approach can provide adequate platforms for implementing medical research where evidence is not only fundamental but essential. He concurred that in medicine, evidence is integral. “In God we trust; everyone else should bring data,” he quipped. Dr. Masimba emphasized the role of individuals in fostering a #PolicyCulture, where behavioral change must be driven by individuals relying on evidence to support themselves and others. Josiah Wandurua of Kenya Urban Roads Authority (KURA) stated that feedback from stakeholders informs decision-making, highlighting that critical aspect of #KnowledgeGeneration is the proper documentation of #evidence. Our Acting Executive Director Pauline Ngimwa, PhD., while acknowledging the contributions of the panelists, underscored the importance of ongoing #StakeholderEngagement, which “admittedly is limited.
