🤝 Bilateral talks with international partners at the 61st Munich Security Conference On the sidelines of the 61st Munich Security Conference, in Germany, Dr. Leila Benali, Minister of Energy Transition and Sustainable Development, held a bilateral meeting with Prof. Celeste Saulo, Secretary-General of the World Meteorological Organization (WMO). During the meeting, the two sides discussed ways to strengthen cooperation and exchange of experiences, especially in the field of supporting early warning systems, as well as adopting a more proactive approach, while advocating for the development of strategic corridors. 🇲🇦🇩🇪 Dr. Benali also held bilateral talks with Mr. Jochen Flasbarth, State Secretary in the German Federal Ministry for Economic Cooperation and Development Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ), on topics related to financing energy transition projects, new energies, research and development and green shipping. #EnergyTransition #SustainableDevelopment #Morocco #MunichGlobalSecurityConference #MSC2025

Munich Security Conference 2025 On the second day of her participation in the 61st edition of the Munich Security Conference (MSC-2025), Dr. Leila Benali, PhD., Minister of Energy Transition and Sustainable Development, reaffirmed Morocco’s commitment for a robust and responsible development system within the framework of the United Nations, to ensure the continued response to the needs of the world’s population. During her speech at the high-level meeting on Saturday, February 15, 2025, under the theme "Guaranteed Investment Return: Why Supporting the United Nations Development System is Profitable," Minister Benali emphasized the need for reforming the international financial structure and supporting multilateral cooperation. She acknowledged the ongoing reforms as commendable but stressed that they require acceleration to achieve sustainable development. Minister Benali also highlighted the pivotal role of the African continent, recognizing it as one of the last remaining global production powerhouses. She called for investing in its economic potential to ensure the sustainability of global growth. Following the high-level meeting, the Minister participated in another discussion session focusing on migration and climate, titled “Rising Tides, Sinking Hopes: Navigating Climate-Induced Migration.” In her remarks, she stressed the urgency of reforming the multilateral system to address the challenges of climate change and its effects on global migration flows. She pointed out the slow pace of international negotiations, hindered by the need for consensus among all member states, and emphasized the necessity for immediate actions without waiting for future international conferences. مؤتمر ميونيخ للأمن 2025 في اليوم الثاني من مشاركتها في الدورة الـ61 لمؤتمر ميونيخ للأمن 2025 (MSC-2025)، أكدت د. ليلى بنعلي Leila Benali, PhD.، وزيرة الانتقال الطاقي والتنمية المستدامة، خلال اجتماع رفيع المستوى يوم السبت 15 فبراير 2025، التزام المغرب من أجل نظام تنموي قوي ومسؤول ضمن منظومة الأمم المتحدة، لضمان استمرارية استجابته لاحتياجات سكان العالم. وفي مداخلتها خلال الاجتماع الذي انعقد تحت شعار «عائد استثمار مضمون: لماذا يعتبر دعم النظام التنموي للأمم المتحدة مربحا؟»، شددت السيدة الوزيرة على ضرورة إصلاح الهيكلة المالية الدولية ودعم التعاون متعدد الأطراف، مؤكدة أن الإصلاحات الجارية تستحق التقدير، لكنها تتطلب تسريعا لتحقيق التنمية المستدامة. كما سلّطت السيدة بنعلي الضوء على الدور المحوري الذي تضطلع به القارة الإفريقية باعتبارها إحدى آخر خزانات القدرات الإنتاجية في العالم، داعية إلى استثمار إمكاناتها الاقتصادية لضمان استدامة النمو العالمي. وعقب هذا الاجتماع رفيع المستوى، شاركت السيدة الوزيرة في جلسة نقاش أخرى تناولت موضوع الهجرة والمناخ تحت عنوان «حركات متصاعدة وتطلعات مهددة: تداعيات التغير المناخي على الهجرة». وأكدت السيدة الوزيرة في مداخلتها بهذه المناسبة ضرورة التسريع في إصلاح النظام متعدد الأطراف لمواجهة تحديات التغير المناخي وآثاره على تدفقات الهجرة العالمية. كما أشارت إلى بطء المفاوضات الدولية، التي تعيقها الحاجة إلى توافق جميع الدول الأعضاء، معتبرة أنه من الضروري اتخاذ إجراءات فورية دون انتظار المؤتمرات الدولية القادمة. Mr. Zakaria HACHLAF, Secretary General of the Sustainable Development Department, chaired with Ms. Ilaria Carnevali, UNDP Morocco's Resident Representative, the third Steering Committee meeting for climate projects on February 13, 2025, in Rabat. These projects, funded by the Global Environment Facility (GEF), and implemented by UNDP, include the Fifth National Communication on Climate Change and the First Biennial Transparency Report (CCN-RBT1), the Capacity Building Initiative for Transparency (CBIT), and the Project for Supporting Sustainable Planning and Financing for Morocco’s Adaptation (PNA). In his opening remarks, Mr. Hachlaf praised the progress made since the launch of these projects, emphasizing their role in strengthening the national transparency framework and enhancing capacity building in the field of climate change. He also highlighted that this meeting provides an opportunity to assess achievements and approve the 2025 work plans. Mr. Hachlaf stated that this gathering aligns with a comprehensive vision reflecting Morocco’s commitment to a resilient, low-carbon, and socially inclusive development pathway. He called for continued coordination to further reinforce the national framework for implementing climate commitments. Munich Security Conference 2025 On the first day of her presence at the 61st Munich Security Conference 2025 (MSC-2025), Dr. Leila Benali, PhD., Minister of Energy Transition and Sustainable Development, participated in a panel discussion entitled «Build, Baby, Build : Advancing Clean Energy». During the meeting, the Minister emphasized Morocco's strategic position in the development of renewable energies, stressing the Kingdom's important role as a key energy corridor between Africa, Europe and the Atlantic Basin and the need to benefit from long-term contracts in hydrogen and electricity production, in order to structure a sustainable economic and social system. She also highlighted the concept of the OTC (Originate, Transit, Certify) corridor, aimed at ensuring that all production, transit and certification carried out in Morocco meets sustainability criteria, advocating, in this perspective, a global approach to sustainability, integrating not only environmental aspects, but also social and economic dimensions. The Minister also emphasized the reduction of energy costs as a strategic objective for Morocco, through economies of scale and massive investments aimed at optimizing costs and strengthening the Kingdom's energy competitiveness. In this regard, Dr. Benali pointed out that the Kingdom, with an electrification rate of 99.8%, is well positioned to share it's experience and contribute to energy access in Africa, where 600 million people are still deprived of it. The MSC-2025, a high-level platform dedicated to the main challenges in foreign policy and international security, opened on Friday in the Bavarian capital, in the presence of Mr. Frank-Walter Steinmeier, German Federal President, as well as several heads of state and government, diplomats, political leaders and experts representing almost 110 countries. The main program of MSC 2025, which takes place from February 14 to 16, 2025, focuses on global security challenges, including global governance, democratic resilience and climate security. It also addresses the state of the international order, regional conflicts and crises, and Europe's role in the world. مؤتمر ميونيخ للأمن 2025 - في اليوم الأول من حضورها في مؤتمر ميونيخ للأمن 2025 في دورته الحادية والستين (MSC-2025) ، شاركت د. ليلى بنعلي Leila Benali, PhD.، وزيرة الانتقال الطاقي والتنمية المستدامة، في جلسة نقاش حول الطاقات النظيفة. وخلال هذا اللقاء، أكدت الوزيرة على الموقع الاستراتيجي للمغرب في مجال تطوير الطاقات المتجددة، مشددة على الدور الهام للمملكة كممر طاقي رئيسي بين إفريقيا، أوروبا وحوض المحيط الأطلسي وضرورة استفادتها من عقود طويلة الأجل في إنتاج الهيدروجين والكهرباء، من أجل هيكلة نظام اقتصادي واجتماعي مستدام. كما سلطت الضوء على مفهوم ممر OTC " المنشأ، العبور، المصادقة"، الذي يهدف إلى ضمان أن جميع عمليات الإنتاج والعبور والمصادقة التي تتم في المغرب تستوفي معايير الاستدامة. وفي هذا السياق، دعت د. بنعلي إلى اتباع نهج عالمي للاستدامة، لا يقتصر على الجوانب البيئية فحسب، بل يشمل أيضا الأبعاد الاجتماعية والاقتصادية. كما سلطت السيدة الوزيرة الضوء على خفض تكاليف الطاقة كهدف استراتيجي للمغرب، من خلال وفورات الحجم والاستثمارات الضخمة التي تهدف إلى تحسين التكاليف وتعزيز القدرة التنافسية الطاقية للمملكة. وفي هذا السياق، أشارت د. بنعلي إلى أن المملكة، مع بلوغها نسبة كهربة تصل إلى 99.8%، فهي مؤهلة لتقاسم تجربتها مع الدول الإفريقية والمساهمة في تمكين إفريقيا من الولوج إلى الطاقة، حيث لا يزال 600 مليون شخص يفتقرون إليها. يذكر أن مؤتمر ميونيخ للأمن 2025، وهو منصة رفيعة المستوى مكرسة للتحديات الرئيسية في مجال السياسة الخارجية والأمن الدولي، افتتح أشغاله يوم الجمعة في العاصمة البافارية، بحضور السيد فرانك-فالتر شتاينماير، الرئيس الاتحادي لألمانيا، بالإضافة إلى العديد من رؤساء الدول والحكومات والدبلوماسيين والقادة السياسيين والخبراء الذين يمثلون حوالي 110 دولة. كما يركّز البرنامج الرئيسي لمؤتمر ميونخ للأمن 2025، الذي ينعقد من 14 إلى 16 فبراير 2025، على التحديات الأمنية العالمية، بما في ذلك الحكامة العالمية والصمود الديمقراطي وكذا الأمن المناخي. كما يناقش المؤتمر حالة النظام الدولي والصراعات والأزمات الإقليمية وكذا دور أوروبا في العالم.
