About us

The German-Moldovan Agricultural Policy Dialogue (APD) project is funded by the Federal Ministry for Food and Agriculture (BMEL) of Germany. The project supports the Ministry of Agriculture and Food Industry (MAFI) in meeting the challenges of the EU accession process. This includes numerous analysis, coordination, counselling and training measures: • Support in screening the EU acquis and aligning national agricultural policy with EU standards, • the secretarial function of an EU mentoring group, • the development of scientific cooperation and • capacity building measures. The main target group is the employees of the ministry and the authorities responsible for the various specialised areas.

    Conference on “Smallholder Inclusion in Agri-food Value Chains in the Republic of Moldova” The Ministry of Agriculture and Food Industry of the Republic of Moldova (MAIA), in partnership with the United Nations’ Food and Agriculture Organization (FAO), and the German-Moldovan Agricultural Policy Dialogue (www.apd-moldova.de) project, hosted a landmark conference on strengthening small farmers' inclusion in agri-food value chains on Thursday, September 12, 2024 at the Palace of the Republic in Chisinau.  In front of 300 farmers and agriculture stakeholders, the Moldovan and international senior officials highlighted the crucial role of smallholders in ensuring food security and rural livelihoods. The conference emphasized the need for policies and initiatives that support small family farmers, especially for female and young farmers, such as improved linkages to markets, knowledge transfer, and above all, access to finance. The leading experts showcased successful models for Moldovan agriculture, such as the farmer-driven Chamber of Agriculture, which could also manage a mutual fund to better manage risks, access resources, and collectively participate in the market. The conference concluded with a declaration with a set of support options for small farms that build on the positive experience of the EU Common Agricultural Policy (CAP). Hans C.     Preparing for EU accession is a challenging feat for every candidate country, and agriculture is one of the largest stepping stones. Capturing 30 years of experiences from the EU Member States on the implementation of the EU Common Agricultural Policy (CAP) and drawing up a set of recommendations for Moldova into this first (of five) policy brief has been an exciting task.     The Chamber of Agriculture, as a pivotal farm advisory body, has a long tradition in many EU Member States and beyond. Moldova is following these best practices, is close to passing respective legislation in their Parliament and started the consultations with farmers and rural dwellers in 10 regions today as to show the relevance for mandatory membership and impact of the Chamber of Agriculture for the farmers. The consultations are led my the Moldovan Deputy Prime Minister and Minister of Agriculture and Food Industry, Vladimir Bolea and is supported by Dacian Ciolos, former EU Commissioner of Agrulture and Rural Development and former Romanian Prime Minister as well as Hermann Schultes, the former President of the Austrian Chamber of Agriculture and active farmer. The German-Moldovan Agriculture Policy Dialogue (www.apd-moldova.de) is supporting this process. Following a Moldovan agriculture study tour to Germany and Austria early June, which showcased different examples of the Chamber of Agriculture, APD Moldova has also mobilized key international experts to engage with Moldovan farmers and the agricultural administration.

  • During the second part of the Study Tour, the Moldovan delegation immersed themselves in Austrian agricultural practices and grasped the crucial role of the Agricultural Chambers in the interaction between farmers and the government authorities and research institutions as a pivotal player for agricultural development. The Moldovan agriculture representatives recognized that embracing a similar approach of the Agricultural Chambers is the key determinant for developing a resilient and competitive agricultural sector. Today’s visit at the Chamber of Agriculture from Lower Austria provided much clarity on the complementary function of the Chambers versus the various farm associations. It also revealed that membership with the Chamber of Agriculture is more a privilege than a requirement. The Moldovan agriculture representatives are prepared to return home, disseminate this precious information with other farmers in Moldova, and start implementation of the legislation on the establishment of the Agricultural Chambers in Moldova. Special thanks to Ina Butucel, Frederik Tipp, Michael von Stackelberg, Hans C. Kordik, Malic Nicolae, and Natalia Ochinca for the excellent collaboration.   • The first 3 days of the Moldovan agriculture study tour in Germany provided insights on the impact and benefits of the Chamber of Agriculture on farming and agriculture performance per se. The Moldovan delegation were able to understand the relevance of this form of farm advisory service, and how the Chamber of Agriculture is organised and financed. Exchanges with farmers in Lower Saxony and North Rhine-Westphalia enabled to have more practical exchanges, especially hearing the views from the farmers of the Chamber of Agriculture. Visits at the Federal Research Institute on Cultivated Plants and the Federal Ministry of Food and Agriculture rounded up the program in Germany. Travel to Austria is on the program tonight.
