About us

The CLEEN Foundation (formerly known as Centre for Law Enforcement Education) is non governmental organization established in January 1998 with the mission of promoting public safety, security and accessible justice through the strategies of empirical research, legislative advocacy, demonstration programmes and publications, in partnership with government, civil society and the private sector. CLEEN’s organisational structure is intended to encourage staff members to be involved in all aspects of project work, from conception to proposal writing, implementation, monitoring, evaluation and assessment, and to work effectively as a team to achieve our organisational objectives. CLEEN also believes in constant in-house and professional training for staff in areas applicable to its work, constantly developing staff skills and abilities. Resources for CLEEN’s programming come from a variety of sources, but largely from international foundations and donor agencies such Ford Foundation, MacArthur Foundation, Open Society Institute, Department for International Development (DFID), British Council etc. CLEEN is always looking to widen its funding and is planning to work with some domestic and international corporations to develop their contributions to community-based projects. Institutional and core support funding are also welcomed to assist CLEEN’s organisational development. The CLEEN Foundation is registered with the Nigerian Corporate Affairs Commission as a non profit organisation and its accounts are independently audited and published annually.   • Earlier in the week, CLEEN Owerri Regional Office joined the NHRC, the Ministry of Women Affairs, FIDA and other CSOs in Imo State to kick off the 16 days of Activism 2024 with a road walk and advocacy visit to the Commissioner of Police, Imo State Police Command. Lady Nkechinyere Ugwu, the Honorable Commissioner, Ministry of Women Affairs and Vulnerable Group, Imo State led the advocacy cohort. Some of the issues presented before the CP included: Equipping the gender desk unit of the Command with officers capable of handling GBV cases through training/capacity building; the need for prosecuting officers to file cases of GBV under the VAPP law and ensure such cases are charged under same; the need for synergy and integration of CSO representatives in the activities of the Command; and requesting the CP to add his voice in establishing an agency as provided in the VAPP law by creating a specialized court to try GBV cases.

  • CLEEN Foundation warmly received a joint cohort from the German Federal Foreign Office, UNDP and the NPF today, forming a part of their ongoing initiative under the Supporting Police Accountability and Transformation (SPAAT) Project. The primary aim of the visit was to engage in discussions with partners and project team members on real-time updates with the level of progress achieved thus far on the project, while understanding implementation challenges. The meeting had in attendance, Laura Remmert – German Federal Foreign Office, Ronja Berner - Project Manager at GS-Foundation, Matthias Seeger - Project Lead at GS-Foundation, Napoleon Enayaba - Programme Specialist Rule of Law and Human Rights, UNDP, Temitope Adesanya - Programme Associate UNDP, Edi Obot - Admin Advisor GS-Foundation, CP Rashid Bello Afegbua – CP Training, Zainab Danuma – Nigerian Police Force and CLEEN Foundation staff led by the Acting Executive Director - Peter Maduoma. The productive gathering brought together a diverse group of stakeholders committed to enhancing transformative practices within law enforcement agencies as well as emphasizing the importance of international collaboration to promote human rights.   • Activities to commemorate the 16 days of activism have begun with an advocacy and road walk to the local market in Benin. This was a joint effort by CLEEN Foundation in Edo and the State ministry of Social Development and Gender Issues, with the support of the Rule of Law and Anti-Corruption (RoLAC) Programme.   • CLEEN Foundation brought together stakeholders in the Justice sector in Bauchi State to advocate for increased budgetary allocations to enhance the oversight, monitoring, and implementation of the Administration of Criminal Justice Law (ACJL) in Nigeria. Participants included representatives from the Bauchi State Ministry of Justice, the Acting Solicitor General, Magistrates, the Nigerian Bar Association (NBA), the International Federation of Women Lawyers (FIDA), the State Officer-in-Charge of Legal at the Bauchi Police Command, the Nigeria Security and Civil Defence Corps (NSCDC), the State Ministry of Budget, civil society organizations, and the media. The workshop featured a panel session where participants discussed strategies for securing effective funding to implement the ACJL in Bauchi State. A notable development emerged when a traditional ruler raised concerns about the exclusion of the traditional justice system from the ACJL framework, despite its critical role in resolving numerous cases within the community. He advocated for the inclusion of the traditional justice system in the Administration of Criminal Justice Monitoring Committee (ACJMC) to reflect its contributions. Participants acknowledged the significant trust the public places in the traditional justice system and agreed to advocate for an amendment to the Bauchi State ACJL. This amendment would formally integrate the traditional justice system into the ACJMC, define its role, and outline the types of cases it can resolve. The stakeholders also resolved to develop a communiqué from the workshop, emphasising the need for increased budgetary provisions for the ACJMC to ensure more effective implementation of the ACJL in Bauchi State.   • Here are the highlights from our recent MacArthur Foundation-funded advocacy workshop on increased budgetary allocations to strengthen the oversight, monitoring, and implementation of the Administration of Criminal Justice Law (ACJL) held in Edo State. The workshop which had stakeholders drawn from all justice institutions and organisations in the state, served as a platform to share recent research findings on the compliance levels of key actors with the ACJL. Justice Anthony Erhabor, the third-ranking Justice in the Edo State Judiciary, attended the two-day Advocacy Workshop as the representative of the Chief Judge of Edo State. The event featured panel discussions with representatives from the National Human Rights Commission (NHRC), Legal Aid Council, Nigerian Correctional Service, and Observatory members analysing the key findings of the research. The workshop concluded with actionable recommendations to improve compliance with the ACJL, emphasising the need for increased funding, inter-agency collaboration, and capacity building across the justice institutions.

  • This week, the CLEEN Foundation team in Lagos under the TAG project, held a Project Review meeting in Ajegunle. Representatives from the UK Home Office, TAG Team, Crime Prevention Steering Group, Crime Prevention Partners, Target Beneficiaries and the Delivery partners were all present to exchange experiences on the project so far.
