From laser tag to Cyber tactics
We enjoyed a fun evening of laser tag and go-karting, splitting into Red and Blue teams for some friendly competition. This experience got us thinking about the real-life applications of red teaming and blue teaming in cybersecurity. De NIS-2 richtlijn, formeel bekend als de Network and Information Security Directive, is een belangrijke stap voorwaarts in de versterking van de cyberveiligheid binnen de Europese Unie. Deze richtlijn, die eind 2022 door de EU is vastgesteld, bouwt voort op de eerste NIS-richtlijn en breidt de reikwijdte uit naar meer sectoren en organisaties. Het doel is om een hoger niveau van cybersecurity te bereiken en de digitale en economische weerbaarheid van de lidstaten te versterken.
Het wetsvoorstel dat momenteel in Nederland ter consultatie ligt, is bedoeld om de NIS-2 richtlijn om te zetten in nationale wetgeving. Dit wetsvoorstel, bekend als de Cyberbeveiligingswet, zal de Wet beveiliging netwerk- en informatiesystemen (Wbni) vervangen en is gericht op het uitbreiden van de verplichtingen voor organisaties op het gebied van cybersecurity. Het introduceert nieuwe regels voor zorgplicht, meldplicht van incidenten en toezicht op naleving. De consultatieperiode biedt belanghebbenden de mogelijkheid om feedback te geven en suggesties aan te dragen voor verbetering van het wetsvoorstel.
Het Nederlandse wetsvoorstel sluit aan bij de NIS-2 richtlijn door deze sectoren en criteria over te nemen en door te zorgen voor een nationaal kader dat de EU-doelstellingen ondersteunt. Het wetsvoorstel benadrukt het belang van voorbereiding en het nemen van adequate cybersecuritymaatregelen, zelfs voordat de wetgeving volledig is geïmplementeerd.
De implementatie van de NIS-2 richtlijn in Nederlandse wetgeving is een complex proces dat tijd en aandacht vereist. Hoewel de richtlijn in oktober 2024 in werking treedt, wordt verwacht dat de Nederlandse wetgeving pas in 2025 volledig van kracht zal zijn. Dit geeft organisaties de tijd om zich aan te passen aan de nieuwe vereisten en zorgt voor een zorgvuldige overgang naar een robuuster cybersecuritylandschap.
The Network and Information Security Directive (NIS 2), adopted by the EU in late 2022, is a major step in strengthening cybersecurity across Europe. The Dutch draft proposal, now under consultation, aims to transpose NIS 2 into national law through the Cybersecurity Act (Cyberbeveiligingswet), replacing the current Network and Information Systems Security Act (Wet beveiliging netwerk- en informatiesystemen).
This expands cybersecurity obligations, including duty of care, incident reporting, and enforcement. A key aspect is defining essential and important entities in the Netherlands, as outlined in Article 3 of NIS 2 and Articles 8 to 14 of the proposed Dutch Cybersecurity Act.
