About us

Eke Panuku Development Auckland is Auckland Council’s urban regeneration agency. We manage a $3 billion portfolio of land and buildings owned by the council, looking for ways for these assets to work harder for the city. We are not developers ourselves but we act as a catalyst for smart partnerships. We work with the community, local boards, private sector and other government agencies to deliver stronger neighbourhoods where affordable housing, communities, business and transport are well planned and sustainable. From small projects that refresh a site or building to major transformations of town centres or neighbourhoods, our goal is always the same: creating amazing places throughout Tāmaki Makaurau / Auckland .

  • Over the last few years, we’ve created new public spaces and streetscapes that reinforce the heart of Takapuna and improves connections with the beach and other key public spaces, such as Waiwharariki Anzac Square.    It is great to see the private sector come on board to provide housing and many new retail and hospitality options that will contribute positively to Takapuna's evolving landscape.   • We designed the waterfront with all people in mind – big and small, fishermen and apartment dwellers, old and young, and everyone in between. But if there’s one group that stands out the most, it’s the young. Our future grown-ups – the ones we’re ultimately creating these spaces for. So, things that mattered to them, made sense to them, were the right size, shape, and amount of play for them, were vital. From kicking a ball around Amey Daldy Park ⚽, to the excitement of the Fish Market 🐟, to scootering and seesaws at Hobson Wharf Pocket Park 🛴 , and paddling in the Karanga Plaza Harbour Pool 🏊 – they all get the tick of approval from our tamariki. If you design (and build, and deliver, and manage) spaces with children in mind, you design for everyone. Our streets become safer, our public spaces more inviting, and everything is infused with play—something that benefits us all. As a famous quote goes, “We do not inherit the Earth from our ancestors—we borrow it from our children.” So, creating places for them just makes sense, don’t you think?   • Simon Oddie, our Priority Location Director for the City Centre, has said it perfectly. Successful regeneration is built on partnerships. As lead agency in Auckland’s city centre, we are working with other parts of council, the private sector, mana whenua and the community, to coordinate our efforts and ensure the city centre becomes one of the most loved and beautiful harbour cities in the world. The redevelopment of the Downtown Carpark by Precinct Properties and Ngati Whatua Orakei is another step in creating amazing places for all Aucklanders and visitors to the city to enjoy. Together with Precinct Properties and Ngāti Whātua Ōrākei, we’re shaping an exciting new chapter for our city. This once-in-a-generation opportunity will transform Auckland’s city centre, helping to unlock its potential as a world-class destination. Successful regeneration is built on partnership. It takes collaboration between the private and public sectors, mana whenua, and the wider community to deliver shared outcomes and create spaces that truly benefit everyone. The “Downtown West” area will complete the missing link between the Viaduct, Wynyard Quarter, and Downtown Auckland, fulfilling the vision of the City Centre Masterplan. Key highlights include: 🏢 A mixed-use precinct featuring premium commercial, residential, retail, and hospitality spaces. 🏡 Hundreds of new homes, growing the city centre as a thriving urban neighbourhood. 🌿 Expansive public laneways and courtyards connecting Britomart, Commercial Bay, and the Viaduct. 🚎 A reimagined Lower Hobson Street, enhancing public transport, reducing congestion, and creating a vibrant, people-focused environment.     Shaping the Future of Tāmaki Makaurau’s City Centre Simon Oddie, Priority Locations Director at Eke Panuku, is leading a major urban regeneration project in Auckland’s City Centre – one that will reshape the cultural, social, and economic heart of the city. With a background as a Civil Structural Engineer and a passion for urban renewal, Simon has dedicated his career to creating vibrant, connected cities. Now, he’s bringing this vision to life through a partnership with @The Symphony Centre, a development that’s set to transform the Aotea Arts Quarter. Simon says the project is significant because it will be New Zealand’s first true over-station development, directly connected to the Te Waihorotiu City Rail Link station. It’s more than just a building – it’s a catalyst for change, redefining the area while preserving the cultural legacy of the Aotea Arts Quarter. This dynamic hub will breathe new life into the precinct, ensuring it remains a beacon for arts and culture.   • This week, marked the start of Te Aka Raataa (Rata Vine Stream Reserve) with a dawn blessing, celebrating a critical step in regenerating our precious Puhinui waterways. Named after the white rata vine once abundant in Wiri, this is a significant physical works project that delivers on Te Whakaoranga o te Puhinui (Puhinui Regeneration Strategy), weaving together cultural heritage and returning the stream back to health. With works starting in early 2025, this is more than a restoration project, it is a journey of reconnecting our relationship with the land and the stream and ensuring its vitality for generations to come. In partnership with Ngaati Tamaoho, Ngaati Te Ata Waiohua, Te Ākitai Waiohua, Healthy Waters, and Manurewa Local Board, we're creating a healthy future for the taiao (natural world) and the community. From Tootara Park through residential areas, into Manukau, and out to Manukau Harbour we’re breathing new life into Te Puhinui. This is part of the wider Eke Panuku Transform Manukau Programme – to support Manukau’s growth, attract investment in new homes and offices, and strengthen infrastructure for local communities, including our natural environment and public spaces.
