I am happy to share with all a recent publication on Philippine strategic culture. I had the honor of contributing to the development of a Filipino theory of victory in the South China Sea, together with Julio Amador III, Rommel Jude Ong, & Karen Garcia. We argue that approaching the issue requires a multi-dimensional approach - along diplomacy, informational, military, and economic thrusts. The Philippines has a long road ahead if it wants to holistically deter China. This report comes as a result of two major activities in the past few months: a roundtable discussion with Filipino experts last 15 May 2024 and a public presentation held last 24 October 2024. We were in Pio Duran, Albay from October 7-12, 2024 to conduct key informant interviews, focus group discussions and in-depth inteviews to study the connections between climate change, migration and trafficking. This project was done in partnership with Meraki Labs, under the Climate Resiliency Against Trafficking and Exploitation (CREATE) project of the International Organization for Migration. Amador Research Services was selected to conduct data collection in the Philippines. We are very grateful to all barangay officials and residents of Brgy 5 and Brgy Magirondon for their support and cooperation. We learned a lot from the interactive discussions: effects of climate change on livelihoods, government response, community efforts for disaster preparedness and adaptation strategies. Through this research project, we hope we will be able to help the residents and government authorities in creating sustainable communities and planning for the future.
