About us

The Ministry of Planning Development & Special Initiatives is headed by the Minister for Planning Development & Special Initiatives, who is member of Parliament of Pakistan. The Minister is also Deputy Chairman of Planning Commission of Pakistan. The administrative head of the Ministry is the Planning and Development Secretary of Pakistan. The main division under the ministry is the Planning Commission of Pakistan which is responsible for financial and public policy development institution of the Government of Pakistan. The Planning Commission's authoritative figures include; a Chairman who is the Prime Minister, assisted by the Deputy Chairman. Since 1952, the commission have had a major influence and role in formulating the highly centralized and planned five-year plans for the national economy, for most of the 20th century in Pakistan. Furthermore, the Public Sector Development Programmes (PSDP) also placed under the domain of the Planning Commission. The PSDP is an important public intervention to spur private investment by way of developing human capital and improving the infrastructure. The PSDP is aligned to the overall long-term development objectives of the government. Economically viable PSDP financed projects help boosting economic growth by bridging infrastructure and skill gaps. Other officials of the commissions include Planning and Development Secretary of Pakistan; Chief Economist; Director of the Pakistan Institute of Development Economics; and Members for Social Sectors, Science and Technology, Energy, Infrastructure, and Food and Agriculture, and Development Communication.

  • Federal Minister for Planning, Development, and Special Initiatives, Prof. Ahsan Iqbal Chaudhary, visited Sindh today on Dec 6, 2025, where he was warmly received by Sindh’s Minister for Planning, Mr. Nasir Shah, and Chairman Planning and Development Sindh, Mr. Najam Shah, along with other dignitaries. The visit highlighted key achievements and future plans for sustainable development in the province. Here are the key highlights from the visit: ➡️ Sindh received its highest PSDP allocation in a decade—approximately Rs. 81 billion. ➡️ Prof. Ahsan Iqbal directed officials to ensure timely completion of PSDP projects in education, water, housing, and infrastructure. ➡️ Over 800,000 houses are under construction for flood-affected areas, with 350,000 already completed. Ownership of these houses has been ensured for women, promoting gender equity. It is to be noted that despite economic constraints, the federal government sustained development initiatives, reducing PSDP allocation from Rs. 1,000 billion (2018) to Rs. 700 billion (2022) to stabilize the economy. The Ministry of Planning Development and Special Initiative, under the leadership of Planning Minister Prof Ahsan Iqbal has launched the 5Es Framework—Exports, E-Pakistan, Environment, Energy, and Ethics, Equity, and Empowerment—to transform Pakistan socioeconomically. This initiative would further accelerate the development progress, especially in the prioritized sectors. While talking to officials, the Planning Minister Prof Ahsan Iqbal highlighted that PM has announced a campaign to achieve #zero_hepatitis within three years and emphasized urgent attention to healthcare, education, and population control. The Planning Minister further stressed the need to increase women’s workforce participation to over 50% for Pakistan’s progress.     Uraan Pakistan: A Plan for Economic Change What is it? The government has introduced a five-year plan called Uraan Pakistan: Homegrown National Economic Plan 2024-29. It's designed to make big changes in Pakistan's economy. Goals of the Plan: Exports: Increase the amount of goods and services we sell to other countries. Equity: Ensure fairness and equal opportunities for everyone. Empowerment: Give people more control over their lives and communities. Environment: Focus on protecting our natural resources. Energy: Improve the way we produce and use energy. Challenges: Political Instability: Constant political problems make it hard for investors to trust the system. Social Fragmentation: Lack of unity and rising divisions among people. Corruption: Widespread corruption affects every level of society and governance, making reforms difficult to implement. Burden on Citizens: People are already dealing with high prices, unemployment, and low incomes, so asking for more sacrifices is difficult. What Needs to Be Done: Build Trust: Be transparent, follow the law, and give everyone equal chances. Implement Austerity: Cut unnecessary spending and focus on important projects. Eliminate Corruption: Strengthen anti-corruption measures to ensure fair and efficient governance. Tap Untapped Resources: Use the full potential of agriculture, IT, and renewable energy. Deliver Results: Set realistic goals and achieve them visibly. Key Targets: Legislate ruthless laws aganist corruption Grow the economy by more than 5% each year. Increase exports to $60 billion by 2029. Raise the tax-to-GDP ratio to 13%. Promote AI, digital innovation, and tech industries Improve Pakistan’s global image through quality and sustainability.
