#PPHS - Supporting Polish and European Security

The Polish Platform for Homeland Security (PPHS) was established in 2005 as a joint agreement between the Polish Police, universities and research institutes. Over the years, the cooperation has expanded to include new agencies and representatives of the judiciary. We are a non-profit organisation, and our mission is to increase the level of security in Poland and Europe. This is mainly achieved by implementing national and international projects supporting the work of uniformed services, training and audit activities and the organisation of specialised workshops, webinars and conferences, as well as through other types of educational and dissemination activities. Thanks to the cooperation between security practitioners and the representatives of academia modern tools and technologies, as well as legal and organisational solutions aimed at increasing the level of internal security are developed and supported.

  • ✈️ From Ankara, Turkey, to Skopje, Macedonia, our experts (Cezary Mecwaldowski and Justyna Karolak) are continuing their work on using virtual reality to train Prison and Probation Service staff. The second meeting of the VR4React - Reducing Reactive Aggression through Virtual Reality – Reducing Reactive Aggression through Virtual Reality project is just ending. This event is part of a broader series designed to equip practitioners from multiple countries with the expertise and tools needed for effective knowledge transfer. Through these sessions, participants gain the knowledge and techniques to support prison officers and inmates in 𝗺𝗮𝗻𝗮𝗴𝗶𝗻𝗴 𝗮𝗻𝗱 𝗺𝗶𝘁𝗶𝗴𝗮𝘁𝗶𝗻𝗴 𝗮𝗴𝗴𝗿𝗲𝘀𝘀𝗶𝘃𝗲 𝗯𝗲𝗵𝗮𝘃𝗶𝗼𝘂𝗿. By enhancing intervention strategies, the project contributes to a more effective rehabilitation process, fostering safer and more constructive environments within correctional facilities.   • For almost a year now, the PSORR-PL recidivism risk assessment tool has been systematically implemented in Polish prisons, making the inmate assessment process more objective. Previously, risk assessment was largely subjective, conducted mainly by correctional officers. PSORR-PL introduces a significant shift in this approach. These and other solutions aimed at modernizing correctional services and supporting the development of skills among Prison Service officers and probation officers were discussed during the Prison Service Conference in Popowo over the past two days. Elizabeth Duda, representing PPHS, was the event's first speaker. She summarized our ongoing efforts in support of institutions responsible for the penitentiary system, including: 🔹 MIRAD training and radicalization risk assessment tools; 🔹 VR training for Prison Service officers, probation officers, and inmates; 🔹 E-learning courses and Train-the-Trainer programs for Polish practitioners; 🔹 Structured risk assessment tools for extremism vulnerability; 🔹 Partnerships with law enforcement agencies, universities, and research institutions; 🔹 International cooperation with European prison services. One of the conference highlights was our VR-based training, which attracted significant interest from participants. This initiative has been made possible through our agreement with the training center in Kule as part of the VR4React - Reducing Reactive Aggression through Virtual Reality project. "We hear strong calls for the systematic implementation of training programs and tools to assess radicalization vulnerability factors. These are issues we have been engaged in for years, and we will continue striving to improve the situation," says Elizabeth Duda.   • The escalation of aggression in correctional facilities poses a significant challenge for Prison Service officers and the entire rehabilitation system. While there is a lack of statistics defining the scale of the problem in Polish prisons, one thing is certain – reactive aggression can seriously hinder the rehabilitation process and, in extreme cases, make it impossible. 💡 The VR4React - Reducing Reactive Aggression through Virtual Reality project is developing solutions to address this issue, and a lot is happening right now! We are currently preparing for an international conference aimed at supporting officers in managing reactive aggression among inmates. A key element of this initiative is the use of modern training methods, including virtual reality (VR), to refine response and de-escalation strategies in realistic conditions. This event, held under the patronage of Minister of Justice Maria Ejchart, will take place at the Regional Inspectorate of the Prison Service in Poznań, which we had the opportunity to visit today. Representing PPBW, Magda Okuniewska and Natalia Jarmużek-Troczyńska were accompanied by Lieutenant Colonel Cezary Mecwaldowski, Commander of the Central Training Center of the Prison Service, who coordinates VR4React activities in Poland. However, the sheer volume of data and device diversity present major challenges for forensic analysis and law enforcement agencies.   • Did you know that today marks the International Day for the Prevention of Violent Extremism as and when Conducive to Terrorism? With radicalisation posing a growing threat across Europe and beyond, it is more important than ever to unite in our efforts to safeguard our communities and promote peace. 🤝 Over the years, the global community has recognised violent extremism as a profound challenge to security, human rights, and social cohesion. In 2022, the United Nations designated 12 February as a day to raise awareness and strengthen international cooperation in preventing violent extremism. Emphasising a global, inclusive approach, the UN underscores that terrorism and violent extremism must never be linked to any religion, nationality, or group of people, advocating for human rights-based and community-driven solutions. At the 🛡️ Polish Platform for Homeland Security, we actively participate in PVE initiatives through European projects, training programmes, and interdisciplinary collaboration. Since 2016, we have focused on raising awareness and building partnerships to mitigate the threats of radicalisation— most recently by joining the EU Knowledge Hub on Prevention of Radicalisation consortium from June 2024.
