👀 A look back at 2024 before the upcoming release of version 15 of the V-Dem dataset and the V-Dem Institute Democracy Report 2025 💾 Version 14 of the V-Dem dataset was downloaded more than 26,000 times, and combined, the different V-Dem datasets were downloaded more than 37,000 times in 2024. Total downloads for the V-Dem datasets over the years are now 400,000. 📓 Almost 200,000 downloads of the V-Dem Institute Democracy Report 2024 – a new record! 📈 A whopping 6,7 million graphs were generated with the V-Dem online graphing tools (also a new record). 📉 The different #GraphOfTheWeek were viewed almost 180,000 times on the website and many, many more times on our social media. 📱 In total in 2024, all the V-Dem Institute social media posts generated over 800,000 views and the follower number reached over 32,000 across our channels. 📑 The V-Dem Working Papers were downloaded from the V-Dem website close to 65,000 times during 2024, and the Policy Briefs almost 27,000 times. 📰 V-Dem data and research, and V-Dem Institute reports were used and mentioned in news media from all over the world over 800 times in 2024. We are very happy and grateful that so many people find the V-Dem data, research, and the V-Dem Institute reports useful, and invite you to make good use of the data in the upcoming release as well. Varieties of Democracy (V-Dem) is a unique approach to conceptualizing and measuring democracy. We provide a multidimensional and disaggregated dataset that reflects the complexity of the concept of democracy as a system of rule that goes beyond the simple presence of elections. We also publish a yearly democracy report and feature user-friendly tools on our website that specially designed to visualize V-Dem data in various forms depending on your needs and interest. The Headquarters is based at the V-Dem Institute, the Department of Political Science at the University of Gothenburg, Sweden. With 5 Principal Investigators (PIs), seventeen Project Managers (PMs) with special responsibility for issue areas, more than thirty Regional Managers (RMs), 134 Country Coordinators (CCs), Research Assistants, and over 4,000 Country Experts (CEs), the V-Dem project is one of the largest social science data collection projects focusing on research.

#GraphOfTheWeek Political Mobilization in #Germany Germany is a post-WWII democratic success story, but is its foundation now under threat? This week’s graph shows the development of political mobilization between 1924 and 2023. The indicators “Mobilization for democracy” and “Mobilization for autocracy” measure the frequency and size of events of mass mobilization that are either pro-democratic or pro-autocratic on a scale from 0 (no events) to 4 (many large events). Reactionary politics, the Nazi Party’s rise, and the Great Depression led to pro-autocratic mobilization by the late 1920s. Adolf Hitler’s appointment as Chancellor on 30th January 1933, ended the Weimar Republic and paved the way for World War II and the Holocaust. Post-war, the Federal Republic of Germany (FRG) established a firm democratic foundation and major spikes in pro-democratic mobilization occurred during the 1960s student movement, the 1980s peace movements, and around the 1989 Fall of the Berlin Wall. Following reunification, pro-autocratic mobilization was nearly non-existent until 2014, when it reemerged, coinciding with the rise of the right-wing populist party Alternative für Deutschland (AfD). By 2020, pro-democratic opposition began to mount. As we await the V-Dem data for 2024, news headlines suggest that the trend of intensifying political mobilization is continuing. Ahead of the snap election on 23rd February 2025, hundreds of thousands protested against the AfD. Nonetheless, the AfD maintains substantial support despite its anti-pluralist rhetoric. Is the long-standing consensus on democracy in Germany being challenged? Note: The current V-Dem dataset covers until the end of 2023. #GraphOfTheWeek Rising Anti-Pluralism in Hungary’s Fidesz Party #Hungary is the “worst” autocratizer in the world today, in terms of magnitude of change. This week’s graph shows Orbán’s Fidesz party increasing lacking commitment to democratic norms (anti-pluralism) from 1990 to 2018. Varieties of Party Identity and Organization (V-Party) is a dataset examining the policy positions and organizational structures of political parties across the world. Scaled from 0 (low anti-pluralism) to 1 (high anti-pluralism), the V-Party Anti-Pluralism Index assesses political parties based on a weighted average of four indicators: low commitment to the democratic process; demonization of political opponents; encouragement of political violence; and disrespect for fundamental minority rights. The limited anti-pluralism during Fidesz’s first time in government (1998-2002) changed during the party’s time in opposition. The very high levels of anti-pluralism of Orbán and Fidesz’s government since returning to power in 2010, peaked at 0.88 right before the 2018 election. This radical change is also associated with a progressive reduction of institutional constraints, vilification of opponents, restrictions on civil society, and a systematic crackdown on refugee and migrants rights. The second graph shows that electoral democracy during the same time deteriorated substantially in Hungary, turning it into an electoral autocracy already by 2019. The European Parliament confirmed this deterioration in 2022 by announcing that Hungary was no longer a “full democracy”. While autocratization continues through 2023, the rapid emergence of a potential challenger in early 2024 threatens Orbán’s hold on power. 📓 New Book - Democracy in Trouble: Democratic Resilience and Breakdown from 1900 to 2022. “In recent years, incumbent-led autocratization appears to be on the rise. Executives engage in deliberate and often legal tactics to undermine institutions of accountability and erode democracy from within.” “Democracy in Trouble” investigates nine cases where democratically elected governments engaged in deliberate and gradual dismantling of democratic institutions (executive aggrandizement) that posed a real threat to democracy, comparing the failed cases to the ones that were successful in dismantling democracy. It reveals a similar pattern with leaders often targeting the media, civil society, and judiciary, and using shared tactics to weaken democratic institutions. The comparison shows that democratic resilience may often happen by mistake - where democracies survived, anti-democratic incumbents made critical errors, including major policy blunders and miscalculations, which ultimately cost them their positions and allowed democracy to rebound. Where democracy broke down, incumbents were largely able to avoid or mitigate such errors, often through ethnopopulist appeals, using divisive populist rhetoric to scapegoat and avoid blame for their actions. Thus, democratic survival may often rest on the opportunities and incentives for would-be autocrats to create a common enemy – such as through xenophobia or culture wars – that stokes fear and allows incumbents to divert blame.
