We are honoured to announce the appointment of three distinguished leaders to the Board of the Chandler Institute of Governance (CIG), as we embark on the next chapter of our mission to build a more peaceful and prosperous world through excellence in national governance. Mr Ngosa Chisupa, Mr Lam Yi Young, and Dr Sanji Mmasenono Monageng bring together rich experience in public service from Zambia, Singapore, and Botswana, and we welcome their guidance and leadership to support CIG’s next season of growth. Ngosa will serve as Chairman of the Board, succeeding Mr Lee Kok Fatt, who had served as our Chairman since 2020. Sanji and Yi Young join Mr Tim Hanstad and Mr Wu Wei Neng as non-executive Directors of the Board. We extend our heartfelt gratitude to Kok Fatt, whose leadership has been invaluable in helping CIG lay our foundations. Ngosa brings a wealth of experience from his distinguished career in the Zambian public service, having served in various senior roles, including as Presidential Advisor and Permanent Secretary in several Ministries. Sanji is a former Judge of the International Criminal Court and brings a deep understanding of justice, the legal industry and governance, having served across different legal jurisdictions in Africa and as Botswana’s current High Commissioner to South Africa. Yi Young has over 20 years of leadership experience in Singapore’s public service, including roles at the Ministry of Trade and Industry and the Maritime and Port Authority. These new appointments mark a pivotal moment as we expand our global efforts to build strong nations for future generations through governance excellence. We look forward to the continued growth and collaboration ahead!

Fresh back from Uganda, the CIG team has just wrapped up a 3-day workshop on “Fundamentals of Integrity and Anti-corruption”, together with the Directorate for Ethics and Integrity, Office of the President. Building on CIG’s ongoing partnership with the Government of Uganda to strengthen public sector integrity and governance, the workshop brought together 45 participants representing 23 different ministries, departments and agencies. Two experienced practitioners led the workshop – Prof Kee Hean Soh from the Singapore University of Social Sciences (SUSS) and Prof Christopher Stone from the University of Oxford. They guided and engaged with participants on key topics such as ethical governance and decision-making, understanding and measuring corruption, as well as the risks, tools and tactics for public managers to confront corruption. We were delighted to see “active discussions” and “meaningful exchange and debate” frequently highlighted in participants’ feedback, and heartened by the many who noted the workshop’s practical value and relevance to their work. We were honoured to be joined by Hon. Beti Kamya Turwomwe, the Inspector General of Government, and Mr. Joel Wanjala, the Accounting Officer of the Directorate for Ethics and Integrity. Both leaders shared compelling insights into Uganda’s anti-corruption landscape, and encouraged participants to carry forward the knowledge and momentum gained to strengthen the Government’s anti-corruption practices and strategies. As Uganda continues its fight against corruption, CIG remains committed to supporting the Government of Uganda in building robust anti-corruption systems, capabilities and a culture of integrity.

Last week marked a significant milestone for CIG and Anti-Corruption Commission Zambia (ACC) as we embarked on a journey to collectively strengthen integrity institutions and foster cultures of integrity. We formalised our partnership through the signing of a Memorandum of Understanding (MOU) to collaborate on capacity building, organisational development, and enhancing anti-corruption systems. Following the MOU signing, we facilitated a four-day Organisational Diagnostic workshop in Lusaka. Some highlights from our workshop include: 🔹 22 ACC leaders participated in identifying opportunities to transform operations and build a culture of excellence. 🔹 Sessions led by our experts, Professor Kee Hean Soh and Mdm Beatrice Mwila, explored ways to amplify organisational strengths and navigate pathways for growth. This partnership underscores our mission to build trust in governance and accelerate meaningful progress. As we move forward, we are guided by the thoughtful reflection of ACC’s Acting Director General, Mrs. Monica Mwansa, who remarked: "The desired change is huge, but we are equal to the task. Together, we can achieve the transformation we desire."

CIG is excited to announce the signing of a Memorandum of Understanding (MOU) with the Government of Ho Chi Minh City, marking a significant step forward in our partnership to support the city's continued growth and development. To mark this milestone, CIG and the Ho Chi Minh City Institute for Development Studies (HIDS) co-organised a 2-day workshop on “Effective Management in the Public Sector” for senior government officials from Ho Chi Minh City. The workshop focused on the principles and good practices around building a high performance government, and the critical role of effective human resource management (HRM) in this regard. It also provided a valuable platform for open dialogue and the exchange of innovative ideas aimed at addressing the challenges faced by Ho Chi Minh City. This MOU further strengthens the foundation of our partnership with the Vietnamese government. We look forward to driving meaningful change together and contributing to the continued development of Ho Chi Minh City and Vietnam!

CIG and the Public Service Commission South Africa (PSC) are thrilled to announce the successful conclusion of the inaugural Constitutional Values and Principles (CVP) Programme in Pretoria which took place between 4 to 12 November 2024! In his keynote address at the opening ceremony of the programme on 4 November, Minister of Public Service and Administration, Inkosi Mzamo Buthelezi, rallied the participants to embody the values enshrined in South Africa’s Constitution and become beacons of integrity, transparency and dedication. The 5-day programme brought together 35 young public servants from national and provincial governments across South Africa, aged 18–35 and work in the area of ethics and integrity. These young leaders have demonstrated both the courage to champion ethical standards and a commitment to driving meaningful change. Designed by CIG with support from the PSC and the South Africa National School of Government (NSG), the programme aims to equip these young leaders with the knowledge, skills, and principles needed to navigate ethical complexities and serve with integrity and effectiveness. Together, we’re shaping a future of accountable, ethical leaders for South Africa—one step at a time.

The CIG team has just made our very first visit to Zanzibar and mainland Tanzania, together with the Singapore Cooperation Enterprise (SCE). Over one week, we had insightful discussions with Hon. Minister Khalid Salum Mohamed and senior officials from the Ministry of Infrastructure, Communication and Transport, and Permanent Secretary Mansoura Kassim from the President’s Office – Constitution, Legal Affairs, Public Service, and Good Governance. We also had the opportunity to visit Deputy Principal hamad said and his team at the Zanzibar Institute of Public Administration’s campus. A special thank you to our friends from SCE, Poh Ling Neo and Marc Liew, for inviting us for this productive trip! We were also pleased to meet with our #StrongNationsforAfrica alumnus, Director Ayoub Kilabuka, and his colleagues at the Tanzania Tax Revenue Appeals Board in Dar es Salaam. With Director Ayoub’s kind support, we held introductory meetings with the Tanzania Ethics Secretariat and the Tanzania Public Service College. We are confident that this will be the start of meaningful institutional knowledge exchange and partnerships. Throughout our discussions on this trip, public sector capacity building and strategic planning have been key themes, both crucial for building and sustaining a #highperformancegovernment in a changing world today. CIG looks forward to deepening our conversations and collaborations in Zanzibar and mainland Tanzania, to support governments in strengthening institutions, leadership and public service capabilities.
