About us

Set up in 2008 by the Ministry of National Development and the Ministry of the Environment and Water Resources, the Centre for Liveable Cities (CLC) has as its mission “to distil, create and share knowledge on liveable and sustainable cities”. CLC’s work spans three main areas – Research, Capability Development & Advisory, and Knowledge Platforms. Through these activities, CLC hopes to provide urban leaders and practitioners with the knowledge and support needed to make our cities better.

    CLC is excited to announce that Rio de Janeiro has officially joined the Lee Kuan Yew World City Prize (LKYWCP) Network! Earlier this month Mayor Low Yen Ling from Singapore and Mayor Eduardo Paes from Rio de Jeneiro signed the LKYWCP Network declaration at the 2024 U20 Rio Summit.   Rio de Jeneiro was recognised as a 2024 LKYWCP Special Mention City for taking bold moves to redefine its central area and waterfront, moving away from decades of a mono-functional downtown and suburban sprawl.   We look forward to officially onboarding other LKYWCP Special Mention cities into the Network as we continue to strengthen global partnerships and engage in knowledge exchange, to build liveable and sustainable cities globally.   C40 Cities   #clcsg #urban #cities #sustainablecities #liveablecities #resilientcities #LKYWCPNetowrk #U20

    Mayor Eduardo Paes of Rio de Janeiro, and I signed the declaration of the Lee Kuan Yew World City Prize (LKYWCP) City Network. The declaration reaffirms our commitment to create and exchange best knowledge and practices to address challenges of the present and future. I also took the opportunity to congratulate him for Rio de Janeiro’s recognition as a Lee Kuan Yew World City Prize (LKYWCP) Special Mention city in 2024. Looking forward to welcoming Mayor Paes and his delegation to Singapore and the upcoming World Cities Summit in Vienna where we will continue our shared journey towards creating sustainable and thriving urban spaces.

  • That’s a wrap for Cities Day at the #COP29SGPavilion in Baku! Yesterday, we heard from our panellists across the public and private sector, and academia discussing the topic of “Towards a City in Nature”. Our panellists for 21 Nov included Jason Wright, Director, Design, National Parks Board (NParks), Singapore; Lean Doody, European Director of Cities, Planning & Design, Arup; Esther An, Member, Taskforce for Nature-related Financial Disclosures; and Chief Sustainability Officer, City Developments Limited; and Dr Nirmal Kishnani, Associate Professor, College of Design and Engineering, National University of Singapore. The panel was moderated by Terry van Gevelt, Associate Professor of Urban Sustainability, Singapore Management University.     What an exciting day for CLC at #COP29SGPavilion in Baku! Cities Day officially opened with Welcome Remarks by Minister Desmond Lee, Ministry of National Development, Singapore, and Opening Remarks from CLC’s Executive Director, Hugh Lim. This was followed by the Keynote Presentation on “Building a Liveable and Resilient Singapore” by Prof Cheong Koon Hean, Chairman, Centre for Liveable Cities Advisory Panel. Prof Cheong also participated in the High-Level Opening Plenary of the Third Ministerial Meeting on Urbanisation and Climate Change, organised by the COP29 Presidency. Later, the programme featured a panel on the topic of “Low-Carbon Cities of the Future” and a KPMG-led panel, supported by CLC, on “Innovative Urban Solutions: Resource Circularity and Efficient Resiliency”. We welcome delegates to join us for our third panel taking place tomorrow at 10am (GMT +4, Baku time) at the COP29 Singapore Pavilion. Speakers at the CLC curated panel on “Low Carbon Cities of the Future” included David Tan, ACEO, Development Group, JTC Corporation; Louis Lim, CEO, Real Estate, Keppel; Tatania Boldyreva, Associate Director, Climate Change, CDP; Stephen Richardson, Senior Impact Director, World Green Building Council; and Zachary Tofias, Director, Food and Waste, C40 Cities. The panel was moderated by Prof Khoo Teng Chye, Director, NUS Cities, National University of Singapore. The “Innovative Urban Solutions: Resource Circularity and Efficient Resiliency” panel, led by KPMG and supported by CLC, included speakers Martin Haese, Special Envoy to Singapore and Southeast Asia for Trade & Investment, Government of South Australia; Norliza Hashim, CEO, Urbanice Malaysia; Apurba Mitra, Partner, KPMG India; Peter Ortner, Assistant Professor, Singapore University of Technology and Design.     CLC will be organising the Cities and Built Environment Thematic Day (Cities Day) at the #COP29SGPavilion in Baku, Azerbaijan, on 20 and 21 November 2024!     CLC’s Executive Director Hugh Lim spoke at the “Net Zero Carbon Cities: Dream or Reality” Conference 2024, organized by RICS and Real Estate Developers' Association of Singapore (REDAS) on 23 October. This 7th edition of the conference reflected the current call for sustainability in urban environments, taking into consideration urban and climatic stressors, new norms like the Carbon Building Framework, the need for ESG compliance, and Singapore’s commitment as laid out in the Singapore Green Plan. It was attended by 200 professionals, mostly from the real estate sector. Hugh’s presentation, titled “Planning for a Liveable and Resilient City”, was an overview of how we can better plan and govern our city to be liveable and resilient, amidst pressing challenges, such as climate change. Drawing from the refreshed Liveability Framework and examples from Singapore and other cities, he highlighted how long-term integrated planning, dynamic urban governance and building a collaborative ecosystem of stakeholders are important for building resilience to meet liveability challenges and sustain good liveability outcomes for residents. As part of the Infrastructure & Environment industry, CLC values the opportunity to share knowledge and connect with our counterparts from the real estate sector.
