MINDEF co-hosted the inaugural Asia-Pacific Regional Consultation on the Application of International Humanitarian Law (IHL) to Lethal Autonomous Weapons Systems (LAWS) from 11 to 13 Feb 2025, together with the United Nations Institute for Disarmament Research and the S. Rajaratnam School of International Studies, Nanyang Technological University. The 2.5-day Consultation was well-attended by Defence, Foreign Affairs, and Legal officials from 17 countries in the region, as well as experts from the United Nations and leading think-tanks. The programme featured a capacity building segment, scenario-based exercises, and thematic discussions, engaging participants in inclusive dialogue to better understand how IHL applies to LAWS. Ambassador for International Law Rena Lee delivered the keynote address and highlighted that “As we navigate the challenges of further elaborating upon or enhancing international law to adequately regulate autonomous weapons, the commitment of states to the development of IHL, and to protecting civilian populations against the effects of hostilities is a common base from which we can advance our work. Every state has a role to play in the evolution of IHL as a living body of law equipped to address the challenges of today and tomorrow.”

As part of MINDEF and the Singapore Armed Forces (SAF)’s efforts to drive professional development for Defence Executive Officers (DXOs), MINDEF Human Resource Directorate (MHRD) and the DXO Family Leads have developed competency frameworks and enhanced engagement. In addition, MINDEF and the SAF signed a Memorandum of Understanding (MOU) with the Chartered Institute of Logistics and Transport Singapore on 24 Jan, providing DXO(Logs) with access to global expertise, accredited training, and opportunities for collaboration and innovative solutions to enhance supply chain resiliency and security. These initiatives reflect MINDEF/SAF’s commitment to professionalising our logistics workforce to meet evolving operational needs. 💪
