A member of the public received a document FALSELY bearing the Singapore Customs logo as well as a request to pay a sum of money for the “release” of a parcel allegedly being held for clearance. TAKE NOTE! Singapore Customs does NOT demand payment for the release of goods. Any letters or documents bearing our Customs logo you receive that instruct you to make payment to other parties are also likely to be fake. We also do NOT send official correspondence from personal email accounts or other unofficial email domains. PROTECT YOURSELF NOW! 1)VERIFY the Source: When in doubt, contact Singapore Customs at customs_feedback@customs.gov.sg to verify the authenticity of any correspondence you receive from Singapore Customs. 2)BEWARE of Unsolicited Requests: Exercise caution with unexpected requests for money or personal information. 3)CROSS-CHECK Information: Confirm details directly with Singapore Customs through official channels. 4)REPORT Suspicious Activities: Notify the Police immediately if you encounter scams impersonating Singapore Customs. On January 1, 2023, Singapore began imposing Goods and Services Tax (GST) on low-value goods costing S$400 or below. Under the Overseas Vendor Registration (OVR) regime, GST-registered overseas suppliers of low-value goods to consumers in Singapore must charge and collect GST at the prevailing rate (9% as of 2024). The implementation of GST on low-value goods came at a time of significant shift in consumer purchasing behaviour from brick-and-mortar stores to e-commerce, particularly during the COVID-19 pandemic. The new measures aimed to ensure equitable taxation and maintain a level playing field, enabling local businesses to compete fairly with international e-commerce sellers and platforms. As early as 2017, the Government explored various approaches to impose GST on transactions conducted over the digital economy as outlined and discussed by the Organisation for Economic Co-operation and Development (OECD). Eventually, the vendor collection model, which is also used in Australia and New Zealand, was adopted because it was assessed to be the most effective and efficient taxation model for Singapore in terms of GST collection, compliance and administrative costs, and feasibility of implementation. Recognising that suppliers would need time to adapt, the policy change was officially announced in 2021, two years before it was implemented. A year into the implementation of GST on imported low-value goods, the Inland Revenue Authority of Singapore (IRAS) and Ministry of Finance, Singapore Customs looked back on the two years of dedicated effort they had invested into the entire process. They believed the seamless rollout, achieved without major issues and a high level of transparency, could be attributed to meticulous planning, early and regular communication, massive outreach efforts, and extensive consultation with businesses like UPS. Ultimately, it demonstrated Singapore’s commitment to aligning tax policies with the ever-evolving global business landscape. Last month, on 11 November 2024, our Director-General Tan Hung Hooi and colleagues from across divisions teamed up with the Waterways Watch Society for a Waterways Clean-Up. Together, we collected 39kg of litter, helping to protect Singapore’s reservoirs—one of our Four National Taps—and safeguard marine life and our water supply. This effort highlights the value of clean water and the importance of protecting our resources. As part of our commitment to Corporate Social Responsibility, Singapore Customs remains dedicated to building a cleaner, greener, and more sustainable future. [Singapore Customs and GACC sign EODES RCEP MOU, 11 Nov 2024] At the 20th Joint Council for Bilateral Cooperation (JCBC), Singapore Customs and the General Administration of Customs of China (GACC) signed a Memorandum of Understanding (MOU) to expand the Electronic Origin Data Exchange System (EODES) to include Preferential Certificates of Origin (PCOs) under the Regional Comprehensive Economic Partnership (RCEP) Agreement. Since its establishment in 2019, EODES has streamlined trade between Singapore and China by enabling the electronic submission of PCOs and Certificates of Non-Manipulation under the China-Singapore Free Trade Agreement (CSFTA) and the ASEAN-China Free Trade Area (ACFTA). This system ensures document authenticity, reduces manual processing, and saves time and costs for businesses. With this MOU, Singapore and China will extend these benefits to RCEP PCOs. Businesses can expect faster transmissions, enhanced authenticity, and greater convenience when trading within the RCEP framework. This collaboration underscores both countries’ commitment to fostering seamless trade and strengthening economic ties.
