[Singapore Customs and GACC sign EODES RCEP MOU, 11 Nov 2024] At the 20th Joint Council for Bilateral Cooperation (JCBC), Singapore Customs and the General Administration of Customs of China (GACC) signed a Memorandum of Understanding (MOU) to expand the Electronic Origin Data Exchange System (EODES) to include Preferential Certificates of Origin (PCOs) under the Regional Comprehensive Economic Partnership (RCEP) Agreement. Since its establishment in 2019, EODES has streamlined trade between Singapore and China by enabling the electronic submission of PCOs and Certificates of Non-Manipulation under the China-Singapore Free Trade Agreement (CSFTA) and the ASEAN-China Free Trade Area (ACFTA). This system ensures document authenticity, reduces manual processing, and saves time and costs for businesses. With this MOU, Singapore and China will extend these benefits to RCEP PCOs. Businesses can expect faster transmissions, enhanced authenticity, and greater convenience when trading within the RCEP framework. This collaboration underscores both countries’ commitment to fostering seamless trade and strengthening economic ties. The Regional Comprehensive Economic Partnership (RCEP) has made significant steps in adhering to the World Trade Organization’s Trade Facilitation Agreement (WTO TFA). The RCEP agreement is designed to facilitate expansion of regional trade and investment, contributing to global economic growth and development. The RCEP agreement includes provisions that align with the WTO TFA, such as customs procedures and trade facilitation. It also encourages transparency in import licensing procedures and has a clear consultation mechanism to address non-tariff barriers and dispute settlement mechanisms. 🚀 On December 5, 2024, Taiwan and Canada signed the Mutual Recognition Arrangement (MRA) for the Authorized Economic Operator (AEO) and Partners in Protection (PIP) programs during the 20th Annual Canada-Taiwan Economic Consultations in Taipei. 🇹🇼🤝🇨🇦 This milestone allows AEO/PIP certified exporters from both countries to enjoy preferential customs treatments, enhancing trade facilitation and supply chain security! With Taiwan being Canada’s 6th largest trading partner in Asia and an average annual trade value of $5 billion, this agreement promises significant economic benefits. 💰📈 Taiwan Customs has led the AEO program since 2009, now with 952 certified AEOs. Papua New Guinea, a small island developing state in the southwestern Pacific, is working to digitally transform its import and export processes. The country received a blueprint outlining a phased approach to implementing an electronic single window, which will connect 32 government agencies responsible for clearing cross-border goods within one IT platform, helping save time and costs for global traders. The blueprint is designed by UNCTAD ASYCUDA the customs automation programme run by UN Trade and Development (UNCTAD), in collaboration with the government of Papua New Guinea. It provides strategic guidance, prerequisites and recommendations for building a trade single window, in line with national and regional requirements as well as international standards.
