Exercise Heartbeat at Institute of Technical Education College West put Civil Defence Lionhearters and SCDF responders to the test in a realistic counterterrorism scenario. Reflecting on their experiences as Civil Defence Lionhearters, Daryl and Yi Hui shared that it has been an enriching journey. The Singapore Civil Defence Force (SCDF) is a uniformed organisation under the purview of the Ministry of Home Affairs. The main role of SCDF is to provide fire-fighting, rescue and emergency ambulance services; mitigating hazardous materials incidents, as well as formulate, implement and enforce regulations on fire safety and civil defence shelter matters. In 1982, the National Civil Defence Plan was launched which spearheaded the emergency preparedness for the nation. With the enactment of the Civil Defence Act in 1986, the SCDF was established as an independent organisation under the Ministry of Home Affairs (MHA). In the same year, the Hotel New World collapse paved the way for joint operations between the SCDF and Singapore Fire Service (SFS). Due to the similarity in roles and functions, the SCDF and SFS were formally integrated on 15 April 1989. Over the years, the SCDF has improved its life saving operations through innovations and programmes to enhance her fire-fighting, rescue capabilities and public education plans. The Light Fire Attack Vehicle (The Red Rhino) and Tracked Fire-Fighting Vehicle are some of the customized solutions which the force has developed to increase its operational capabilities. The SCDF also actively engages the local community through its wide-ranging public educational programmes and community-based activities to enhance the resilience and emergency preparedness of the civilian population. Today, the Force is recognised by the population as a professional body of well-trained officers and men geared to respond to all types of life-threatening emergencies round-the-clock. An operationally ready SCDF, working hand-in-hand with a prepared and resilient population, helps to ensure that the nation is capable of handling any untoward eventualities.

[Phase I of the Traffic Priority System Implementation] Over the years, the SCDF has been rolling out various policies and initiatives under the EMS Tiered Response Framework to prioritise the deployment and response of our Emergency Medical Services (EMS) resources for life-threatening medical emergencies. One key initiative that was unveiled at the SCDF Workplan Seminar earlier this year was the Traffic Priority System (TPS). The TPS provides traffic signal priority for SCDF emergency ambulances within the “final mile” of casualty conveyance towards a hospital. It utilises an in-vehicle electronic transponder to activate priority passage for ambulances at traffic junctions near hospitals, swiftly transitioning the traffic light for more expeditious conveyance of life-threatening medical emergencies. Phase I of the TPS implementation commenced at Ng Teng Fong General Hospital (NTFGH) on 15 July 2024, and a 3-month timesaving analysis was conducted from 15 July 2024 to 15 October 2024, with the following key findings: ➡️ A total of 𝟳𝟲 𝗮𝗰𝘁𝗶𝘃𝗮𝘁𝗶𝗼𝗻𝘀 𝗳𝗼𝗿 𝗹𝗶𝗳𝗲-𝘁𝗵𝗿𝗲𝗮𝘁𝗲𝗻𝗶𝗻𝗴 𝗺𝗲𝗱𝗶𝗰𝗮𝗹 𝗲𝗺𝗲𝗿𝗴𝗲𝗻𝗰𝗶𝗲𝘀 were recorded for three TPS-enabled ambulances across three routes near NTFGH ➡️ An 𝗮𝘃𝗲𝗿𝗮𝗴𝗲 𝘁𝗶𝗺𝗲𝘀𝗮𝘃𝗶𝗻𝗴 𝗼𝗳 𝟭 𝗺𝗶𝗻𝘂𝘁𝗲 𝟰𝟬 𝘀𝗲𝗰𝗼𝗻𝗱𝘀 𝗽𝗲𝗿 𝗰𝗼𝗻𝘃𝗲𝘆𝗮𝗻𝗰𝗲 was observed With the progressive implementation of the TPS at the other public hospitals, it can facilitate speedier conveyance of life-threatening medical emergencies to hospitals for a more timely advanced medical care and treatment of patients at hospital emergency departments, thereby further improving patients' outcomes. Co-developed by the SCDF, Land Transport Authority (LTA) Singapore, and HTX (Home Team Science & Technology Agency), the TPS is scheduled to be fully rolled out by 2026 and will involve 47 junctions serving all nine public hospitals. [Visit by King of Sweden to SCDF’s Marine Division] His Majesty King Carl XVI Gustaf of Sweden visited SCDF’s Marine Division earlier this morning (21 Nov), as part of a three-day State Visit to Singapore 🇸🇪🇸🇬 This is the first State Visit by a Swedish King to Singapore. His Majesty was accompanied by H.E. Amb. Andrew Kwan, Ambassador to Sweden, during the visit to Marine Division. They were received by COMR Eric Yap, Commissioner SCDF and AC Ryan Ong, Commander Marine Division, SCDF. His Majesty boarded the Heavy Rescue Vessel which sailed to the open sea area near Marina Bay Cruise Centre. SCDF's Marine Division showcased a dynamic display to His Majesty, featuring the Rapid Response Fire Vessel and the Heavy Fire Vessel. The state visit to Singapore aims to further strengthen the long-term partnership between both countries in the area of trade, innovation, investment and the green transition. [SCDF-ITE Memorandum of Understanding Signing and Launch of the Work-Study Diploma in Paramedicine 🚑] Earlier today (19 Nov), a Memorandum of Understanding (MOU) was signed between the SCDF and the Institute of Technical Education (ITE), marking a strategic partnership that provides Work-Study Diploma opportunities for aspiring trainees to join the Life Saving Force. Following the MOU signing, the new Work-Study Diploma (WSDip) in Paramedicine was officially launched. Developed in collaboration with the ITE and other industry partners, this programme provides a unique opportunity for aspiring trainees to kickstart their careers with the SCDF while pursuing a nationally recognised diploma. With a dynamic curriculum, the programme equips trainees with advanced medical knowledge and skills for handling complex medical emergencies, while offering an academic upgrading pathway to become SCDF Paramedic Specialists. Just earlier this year, the SCDF and ITE successfully launched the inaugural WSDip in Facilities Management, which attracted over 400 applicants to become Fire and Rescue Section Commanders. The strong response to this programme paves the way for even more work-and-learn opportunities through other WSDip programmes, including the newly launched WSDip in Paramedicine commencing in April 2025 and the upcoming WSDip in Logistics and Supply Chain Management launching in April 2026. [⛏️ Groundbreaking ceremony for the new SCDF Marine Division Headquarters] Yesterday afternoon, SCDF held the groundbreaking ceremony for the new Marine Division Headquarters at Brani. This represents a significant milestone for SCDF, as we continue to transform and enhance our marine firefighting and rescue capabilities. In his speech, the guest of honour, Associate Professor Muhammad Faishal Ibrahim, Minister of State (MOS) for the Ministry of Home Affairs and Ministry of National Development, emphasised the important role that SCDF’s marine officers play in keeping our waters safe. As Singapore’s maritime sector continues to grow, SCDF’s Marine Division will develop and expand its emergency response capabilities to address not only the current, but also future operational needs and challenges. SCDF will be trialling the use of Unmanned Surface Vessels and Unmanned Aerial Vehicles to augment marine firefighting and rescue operations. SCDF will also leverage communications and surveillance technology to provide marine officers with a better oversight over operations, and improve decision-making during incidents. Targeted for completion in 2026, the new Marine Division Headquarters also exemplifies SCDF’s commitment to sustainable practices in our operations, with the facility designed to meet the Building and Construction Authority’s Green Mark Platinum certification. Designated rooftop space for solar panels and low-flow fixtures in the building will ensure efficient energy and water use in both the building and its surrounding green spaces. The new Marine Division Headquarters, which is a critical part of SCDF's Transformation 2030 efforts, will further enhance our operational capabilities, and enable SCDF marine officers to respond quickly and effectively to any emergencies at sea. ⚓

[SCDF Parade 2024] The SCDF Parade 2024 was held at Singapore Expo earlier this evening (14 Nov). This annual event is a momentous occasion where SCDF officers renew their allegiance to The Life Saving Force. The event also recognises all SCDF officers, full-time National Servicemen, Operationally Ready National Servicemen, Community First Responders, as well as our valued partners and volunteers who have supported SCDF’s lifesaving mission in various ways. Gracing the event was Assoc Prof Muhammad Faishal Ibrahim, Minister of State, Ministry of Home Affairs and Ministry of National Development. In his speech, he reaffirmed the importance of our collective commitment to serving the public with honour and dedication, and expressed confidence in SCDF’s operational capabilities. 65 SCDF officers and partners were commended for their exemplary contributions to the SCDF, recognising their ongoing efforts to chart a future of innovation, collaboration, and community engagement in emergency response and public service.
