About us

Established in 1993, Tsao Foundation raises community awareness of the needs of seniors and their family caregivers through training and education to build capacity, initiating research and study, developing innovative and duplicable care models for community-based aged care services. The Foundation also design activities to empower mature adults to master their own ageing journey over their life course in terms of self-care, growth and development. We also support senior serving groups and organisations to promote the benefits of longevity and inspire positive ageing in place. The Tsao Foundation has a long tradition of working with global agencies involved in improving the quality of lives of older persons. For instance, since 1997, the Foundation has been a member of HelpAge International, an international NGO serving disadvantaged older persons. We are also appointed by the Asian Development Bank (ADB) as a Centre of Excellence and Knowledge Partner in its project- “Strengthening Developing Member Countries’ (DMC) Capacity in Elderly Care” Towards that end, the Foundation has pioneered evidence-based approach to ageing and eldercare across a range of disciplines - physical, cognitive, and emotional – which hinders their ability to safely complete activities of daily living and who live at risk in the community. Our goal is to enable them to age in place with quality of care and dignity; an enduring principle in the Foundation's work. Tsao Foundation operates two day-care centres at Tiong Bahru and Whampoa; as well as primary care, dementia care, home care and counselling services for the seniors. We accept referrals from hospitals, clinics, community agencies, volunteers and families.

  • Marking a milestone in integrated care, the Singapore University of Social Sciences (SUSS) and Tsao Foundation signed a Memorandum of Understanding (MOU) on 29 Nov 2024, formalising the Foundation's membership in the newly launched Intercontinental Alliance for Integrated Care (IAIC). This groundbreaking initiative, spearheaded by SUSS, aims to advance integrated care solutions with a distinctive Asian perspective. This partnership between SUSS and Tsao Foundation is a significant step towards tackling the multifaceted challenges of ageing populations across the region. By pooling expertise and resources, the collaboration underscores the importance of collective action in shaping a future where integrated care models are accessible, inclusive, and impactful. Dr Mary Ann Tsao, Chairperson and Interim CEO, Tsao Foundation, shared: "At Tsao Foundation, we are committed to advancing models of integrated care that enhance the quality of life for older people in inclusive society. Since our inception in 1993, we have embedded integrated care in all our services. The Intercontinental Alliance for Integrated Care (IAIC) is a valuable platform for us to work with SUSS and other partners to further our work in the development and implementation of innovations in community aged care, training and education, and policy-relevant research through collaboration across sectors and borders. As the convener of a regional alliance of non-profits working with older people, the Alliance on Longevity in Asia-Pacific or ALAP, we can also add value by being a bridge to regional partners. This partnership with SUSS represents a unique opportunity to foster capacity-building and co-create solutions to the complex challenges of ageing societies.   • Tsao Foundation and National Trades Union Congress (NTUC) took a significant step in supporting mature workers by signing a five-year Memorandum of Understanding (MOU). This collaboration focuses on in-depth research studies and sandbox projects to enhance the employability of mature workers. A recent study by Tsao Foundation and NTUC sheds light on challenges faced by mature workers in Singapore. While employers acknowledge the importance of training for sustaining mature workers' employability, the current practice tends to favour flexible work arrangements. This discrepancy poses a challenge to both employers and mature workers. Recommendations to bridge this gap include enhancing awareness campaigns and reviewing training curriculums, while complemented with flexible work arrangements.
