The Workplace Safety and Health (WSH) Council is a statutory body under the Ministry of Manpower that is supported by Tripartite Alliance Limited. We work closely with industries, unions, professionals, trade associations, and other government agencies to raise WSH standards in Singapore, to build a healthy workforce and safe workplace. Our main functions include: - Building industry capabilities to better manage WSH (e.g. Resources, Programmes); - Promoting safety and health at work, and recognising companies with good WSH records (e.g. Campaigns and Awards); and - Implementing acceptable WSH practices to uphold Industry Standards (e.g. Codes of Practice, WSH Guidelines).   • One of our WSH Advocates, City Developments Limited (CDL), held their annual 5-Star Environmental, Health and Safety (EHS) Awards and Sports Challenge for more than 300 industry leaders, workers and partners recently. 🎉   During the event, 10 awards were presented to recognise outstanding contributions to safety. These awards have helped raise EHS standards across CDL’s construction sites, and fosters collaboration between builders, consultants and partners to create safer, greener and more sustainable workplaces. 🌱 The event also highlighted CDL’s commitment to recognising their stakeholders’ efforts in upholding workplace safety and health through engaging games and challenges.    As key industry players, our WSH Advocates lead the charge in enhancing WSH capabilities and fostering a culture of collective responsibility.     Last Sunday, we hosted our annual CDL 5-Star Environmental, Health and Safety (EHS) Awards and Sports Challenge at Singapore University of Technology and Design (SUTD)'s Sports and Recreation Centre. Over 300 industry leaders, workers and partners came together under the brilliant sun to participate in a series of exciting games that tested teamwork and safety knowledge. The event wrapped up with an awards ceremony where ten awards – including the CDL EHS Excellence Award, CDL Workers’ Welfare Award and CDL Safe Worker Awards – were given out to recognise outstanding contributions to safety. Mr Sherman Kwek, CDL’s Group CEO said, “Workplace safety is a collective responsibility and a shared commitment to protect ourselves, our teams and our families. Starting with a safety-first mindset, everyone's actions – big or small – form the building blocks of a safer culture. Whether designing safe work plans, double-checking equipment or addressing hazards, every effort counts. As we celebrate the 20th Anniversary of the CDL 5-Star EHS Awards, we thank the Building and Construction Authority and Workplace Safety and Health Council for their leadership in advancing WSH excellence, as well as our builders, consultants and all migrant workers for their partnership in ensuring that every CDL development is clean, green and safe. Safety is our top priority and we will continue to enhance workplace safety and productivity through innovation and digitalisation, making all CDL projects a safe place to work.” Launched in 2005 as an extension of the CDL 5-Star EHS Assessment System, the CDL 5-Star EHS Awards has played a key role in enhancing EHS standards at our development sites.   • 🏗️ Companies in the construction sector have been strongly encouraged to do a Safety Time-Out (STO) to ensure that their safety procedures are in place and followed. In this series of posts, we highlight the good WSH practices of several construction companies, so that others may emulate. A recipient of this year’s WSH Performance (Silver) Award, SHARP, and WSH Tech Award, Samwoh Corporation Pte Ltd demonstrated strong WSH leadership, rigorous subcontractor management, and willingness to adopt WSH Technology. ▪️ The company’s leadership adopts a proactive approach in WSH management, participating in STOs, conducting surprise site visits, and reviewing WSH Management Systems monthly to assess safety practices and endorse mitigation plans. Their Board of Directors were also eager to ensure that they have a good grasp of their WSH responsibilities and swiftly completed the Top Executive WSH Programme, ahead of the deadline set for companies from high-risk industries. ▪️ Samwoh also keeps a tight rein on their subcontractors, through monthly Health and Safety Performance Evaluations conducted by the projects’ WSH Officers and Managers. Subcontractors who fail to meet their targets will participate in quarterly Environment, Health, and Safety Dialogue and Performance Review Meetings with their senior management. ▪️ Prioritising WSH improvement, Samwoh adopted WSH Technology.📱They implemented InSight™ QSE, a customisable application to digitalise processes, in all projects, tailoring it to aid in WSH inspections and facilitate the reporting of unsafe practices. 🚜 To protect their drivers, they implemented the Overdrive Fleet Management System (OFMS) in all vehicles to monitor unsafe driving.   • In collaboration with the Singapore Institution of Safety Officers (SISO), the WELL-BEING CHAMPIONS NETWORK (WCN) organised the SafeMind | SafeWork Seminar on 15 November 2024. Laying a stronger foundation for psychological safety in workplaces, the event called on participants to prioritise mental well-being, alongside physical safety. They also learnt more about ISO 45003 Standard: Psychological Health and Safety at Work, a framework which helps organisations assess their psychosocial risk maturity, providing a practical tool to build a culture of psychological safety.   Participants were also informed of the WCN’s flagship programme - the Well-being First Responder (WFR), which is aligned to the competency standards outlined in the National Mental Health Competency Training Framework. Equipping learners with mental health literacy, self-care skills, and the ability to provide psychological first aid and support to individuals in need, the WFR programme is the only workplace mental well-being offering, where registered WSH Officers can earn Safety Development Unit points.    Learn more about the WCN and the WFR programme at https://lnkd.in/gHw_-_eW, and https://lnkd.in/g9aAg_6m respectively.   Together, let’s continue championing a future where every workplace prioritises its employees’ mental well-being, alongside physical safety!   #WSH #MentalWellBeing #TakeTimetoTakeCare

  • At FairPrice Group (FPG), workplace safety and health (WSH) is at the heart of its operations to safeguard over 14,000 employees, along with contractors, suppliers, and customers, across 570 touchpoints. FPG’s robust safety initiatives have enabled the group to maintain a record of zero work-related fatalities in 2023, with major and minor injury rates below the national average. Some of their key initiatives include: 📄 Aligned with the Approved Code of Practice on Chief Executives’ and Board of Directors’ WSH Duties, FPG established a Group Safety and Health Policy that ensures compliance with WSH requirements, with each business unit being at least bizSAFE Level 3 certified. Its suppliers are also held to the same standards, as outlined in its Supplier Code of Conduct. Such implementation of risk management systems effectively ensures that their employees are equipped with relevant WSH knowledge and skills.  💻 Leveraging technology, FPG’s in-house safety portal enables prompt reporting of unsafe practices, which alerts site managers to take corrective and preventive actions. Positive observations can also be submitted to encourage safe behaviours, with reports shared with FPG’s WSH team for further analysis to support learning and continuous improvement.  🤝 Key to FPG’s WSH commitment is also its close collaboration with partners. Regular WSH committee meetings, close engagement with union representatives, and partnerships with the Ministry of Manpower and WSH Council ensure that they are kept abreast of the latest WSH developments.  🧠 FPG recognises the importance of supporting employee mental well-being, alongside their physical safety. Its newly launched mental wellness programme focuses on raising awareness and addressing the stigma around mental health. In collaboration with external facilitators, FPG established a programme to equip employees with the skills to care for themselves and support others. This new initiative complements FPG’s existing Employee Assistance Programme (EAP). The WSH Council urges companies to follow in FPG’s footsteps, in ensuring a safer and healthier environment for its employees, contractors, suppliers, and customers alike.   • At Seatrium's inaugural Safety Convention, the Group's senior leadership, business partners, clients, and employees, gathered to explore best practices and exchange ideas, as well as recognise their WSH champions. The Convention’s theme “Step Up, Speak Up”, which underscores the importance of empowering workers to report unsafe situations without fear of reprisal, aligns closely to our National WSH Campaign - “Reporting Saves Lives”. In his Opening Address, our Chairman, Mr Abu Bakar Mohd Nor emphasised the need for the industry to remain vigilant.     On 6 Nov, we celebrate the success of our inaugural Seatrium Safety Convention 2024! This year’s theme, "Step Up, Speak Up", highlights the important role everyone plays in fostering a safe work environment. The morning commenced with a powerful welcome address from our CEO, Chris Ong, who shared Seatrium’s commitment towards enhancing health and safety measures in our operations. He emphasized the importance of collaborating with all stakeholders, reinforcing that #safety is a collective responsibility. We were also honoured to have our Board of Directors and distinguished guests in attendance, including our Guest of Honour, Mr. Abu Bakar Mohd Nor, Chairman of the WSH Council. He delivered an impactful opening address that underscored the critical importance of health and safety within our industry. Additionally, we had the privilege of hearing from Mr. Srinivasan Ramabhadran, Managing Director for APAC at dss+. He shared insightful perspectives on the evolving #health and #safety landscape, highlighting the value of proactive measures and employee engagement in fostering a culture of safety. A key highlight of the convention was the #HSE Excellence Awards, where we recognized the outstanding contributions of our dedicated teams. Congratulations to all our winners, including both local and international recipients! 🏆 Your unwavering commitment to safety is instrumental in making Seatrium a safe workplace. Derek Sim, our Senior Vice President for HSE, provided valuable insights into our ongoing health and safety journey, and the significant progress we've made together. 🚀 This year, we also celebrated Seatrium’s efforts in fostering a safety culture, which garnered recognition at the national level with 37 awards at this year’s WSH Awards ceremony!   • At the inaugural NTUC Hospitality and Consumer Business symposium yesterday, NTUC and the Singapore Institution of Safety Officers (SISO) launched the industry's Community of Practice (CoP) for WSH.   With support and advice from the WSH Council and Ministry of Manpower, the CoP curates workplace safety sessions and content for workers.   • 👀 Slips, trips, and falls are one of the common causes of workplace injuries in the Food & Beverage (F&B) industry. To help create safer kitchen environments for our workers, we have created a series of GIFs on important dos and don’ts in preventing STFs, covering these safety practices:   1.    𝗞𝗲𝗲𝗽 𝘄𝗮𝗹𝗸𝘄𝗮𝘆𝘀 𝗰𝗹𝗲𝗮𝗿 by removing obstructions or clutter; 2.    𝗖𝗹𝗲𝗮𝗻 𝘂𝗽 𝘀𝗽𝗶𝗹𝗹𝘀 as soon as possible; 3.    𝗪𝗲𝗮𝗿 𝗽𝗿𝗼𝗽𝗲𝗿 𝘀𝗹𝗶𝗽-𝗿𝗲𝘀𝗶𝘀𝘁𝗮𝗻𝘁 𝗳𝗼𝗼𝘁𝘄𝗲𝗮𝗿 and replace worn out shoes. 4.    𝗘𝗻𝘀𝘂𝗿𝗲 𝘀𝘂𝗳𝗳𝗶𝗰𝗶𝗲𝗻𝘁 𝗹𝗶𝗴𝗵𝘁𝗶𝗻𝗴 and report faulty lights. 5.    𝗛𝗼𝗹𝗱 𝗼𝗻 𝘁𝗼 𝗵𝗮𝗻𝗱𝗿𝗮𝗶𝗹𝘀 and pay attention to the steps.   Download and disseminate the GIFs to your teams and workers to keep F&B workplaces safe!   #WSH #PreventSTFs #TakeTimetoTakeCare

    In my recorded speech for the Singapore Institution of Safety Officers (SISO) conference, I emphasised the contribution of Workplace Safety and Health officers in upholding safety practices and encouraging their company leaders to invest in safety. Forklift incidents remain a critical area of focus, with 25% of vehicular fatalities between 2022 and 2023 involving forklifts. Many of these incidents involved experienced operators who had not undergone recent refresher training. To address this, the Ministry of Manpower will introduce mandatory refresher training every three years. This will ensure that operators are well-versed in essential safety practices, common oversights, and updated regulations. Let us continue to stay vigilant and adhere to safety practices.   • 🔍There has been a spate of fatalities in the construction industry. Sadly, many of these incidents could have been prevented if employers and workers had remained vigilant and prioritised WSH.    Yesterday, SMS Zaqy joined officers from the Ministry of Manpower on inspections where they uncovered several safety lapses, underscoring the urgent need for the industry to strengthen their safety practices. To address this, the Multi-Agency Workplace Safety and Health Taskforce and industry groups are strongly urging construction companies to conduct a Safety Time-Out (STO) from 8 to 22 November 2024.     🚧 Joint Call for Safety Time-Out in Construction Sector 🚧 Singapore’s Workplace Safety and Health (WSH) performance has held steady over the past year and the first half of 2024. However, we must remain vigilant and continue to adhere to safety practices to prevent complacency. The recent spate of fatalities in the Construction sector is concerning, with 10 fatalities in the second half of the year to date, compared to 5 in the first half. Most of these incidents could have been prevented if employers and workers had remained vigilant and prioritised WSH. I joined a safety inspection with Ministry of Manpower officers this morning, as part of MOM’s stepped-up enforcement efforts. We uncovered several egregious safety lapses which ultimately resulted in a Stop-Work Order. This further underscores the urgent need for the industry to step up and strengthen their safety practices. To address these issues, the Government will take the lead by conducting a Safety Time-Out (STO) from 8 to 22 November 2024, using this as an opportunity for reflection and improvement. Public sector agencies will engage their contractors, and the Singapore Contractors Association Limited will encourage its members to do the same.   • 📊 Workers who completed the Micro-learning Programme (MLP) before their Construction Safety Orientation Course (CSOC) recertification assessment achieved an average 80% pass rate on their first attempt, compared to 57% for those who did not.   #Fyi Workers who fail their CSOC recertification must complete the two-day "Apply Workplace Safety and Health in Construction Sites” course and the MLP before retaking the assessment.   Enrol your workers in the MLP to boost their pass rates, and save on time and re-training costs.
