The Energy Efficiency Fund is a Ukrainian government institution providing instruments for thermal innovations in multi-family buildings where homeowners associations were established (HOA). The Fund was established by the Cabinet of Ministers of Ukraine in accordance with the Law of Ukraine «On the Energy Efficiency Fund» and taking into account the best European experience of similar funds. The Fund’s mission is to bring Ukraine up to European levels of energy efficiency by reducing the level of energy consumption and СО2 emissions in the residential sector, thus achieving a decrease in the adverse impact on the environment Its activities are aimed at supporting energy efficiency initiatives, implementing incentives and supporting measures to improve the energy efficiency of buildings and energy conservation, in particular in the housing sector. This is done with due consideration for the National Plan of Energy Efficiency. It aims to reduce CO2 emissions to fulfill the Paris Agreement, to implement acquis communautaire of the European Union and Treaty Establishing the Energy Community, and to ensure Ukraine’s compliance with its international obligations in the area of energy efficiency. The Fund's activities are financed by the State Budget of Ukraine, with a co-financing from the EU and the Government of Germany. During the last three years, the Fund implemented a Program to support the energy modernization of multi-apartment buildings (‘ENERGODIM’) in cooperation with the International Finance Corporation (IFC) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The Fund provides grants for Ukrainian homeowner associations (HOAs) for implementing comprehensive technical solutions for enhancement of buildings’ energy efficiency. As a result, co-owners of such buildings not only save their money via decreasing of communal services costs, but also get a better level of comfort.

    🕵♂️ ❗ A competition for the position of Technical Director of the State Institution ‘Energy Efficiency Fund’ opened ☝ The Technical Director is a member of the Directorate and Head of the Technical office of the EEF, involved in all strategic and operational decisions of the institution. 💪 KEY RESPONSIBILITIES: ✅ the organization of the implementation of best practices and experiences in the field of energy efficiency, as well as technical training in this area; ✅organization of providing applicants with consultations regarding the possible improvement of the technical components of their applications for partial reimbursement; ✅ the organization of the technical evaluation of energy efficiency projects, providing conclusions regarding the compliance of applications for partial reimbursement and projects with the technical requirements of the EEF; ✅the organization of the development of technical compliance criteria for partner banks and other intermediaries involved in the implementation of projects funded by the EEF; ✅the organization of the development of recommendations for selecting construction companies and other contractors to be involved in the implementation of projects funded by the EEF, etc.; ✅ the performance of other functions provided by the Charter of the EEF.   • Ukrainians are gearing up for winter by harnessing solar energy to meet the needs of multi-apartment buildings. Over 50% of Ukraine's energy infrastructure has been damaged by Russian missile and drone attacks, driving a shift towards alternative energy sources. In response, the Energy Efficiency Fund has launched the "GreenDIM" initiative to promote the adoption of renewable energy.     On October 3, 2024, the Energy Efficiency Fund signed a Memorandum of Cooperation with the Ministry of Economy of Ukraine, the Entrepreneurship Development Fund and Sense Bank. The signing took place within the launch of the project "Source of Energy". The initiative is designed to provide Ukrainian business, communities and HOAs with access to knowledge about the effective involvement of finance for the implementation of energy efficient solutions. "Energy independence of Ukraine is a priority for the Government, so it is important to raise awareness of small and medium-sized businesses and communities in energy efficiency issues. At the first stage of the project, the Ministry of Economy, together with partners, will organize a series of training programs for housing and construction companies, HOAs, small and medium-sized businesses. It will become, in fact, a roadmap on how to apply for state and bank energy support programs. Banks have already issued business credit lines for energy equipment worth more than UAH 2 billion, of which UAH 1.7 billion have been selected. I am convinced that thanks to the training, this figure will only grow... " - said Ms. Yulia Svyrydenko, the First Deputy Prime Minister of Ukraine, Minister of Economy of Ukraine.                                The Source of Energy project is a comprehensive educational initiative developed with the support of the Ministry of Economy, the Energy Efficiency Fund, the Entrepreneurship Development Fund and Sense Bank. Its goal is to teach participants of events that will be organized in the regions, preferential lending mechanisms and state support programs for energy efficient projects and entrepreneurship development.                         "Today we are taking a step towards Ukrainians who want to make their homes energy efficient. Thanks to cooperation with banking financial institutions, the GreenDIM Program becomes even more accessible.     ⚡️ Novoyavorivsk City Council was one of the first to join the Revolving Fund for Cities Programme of our Association at the end of 2021. During the application of this financial instrument, the community demonstrated one of the most successful results among our member cities - they used the borrowed funds for thermal modernisation of residential buildings. Representatives of the Energy Efficiency Fund of Ukraine and the Association of Energy Efficient Cities of Ukraine had the opportunity to see the results during a recent visit to Novoyavorivsk. ❗️ Out of the 102 old buildings in the Novoyavorivsk community connected to the central heating system, 10 are fully thermally modernised, and 29 have installed individual heating units. The community managed to achieve this thanks to a combination of several important factors: ✅ 100% of the community's housing stock is managed by houseowner associations which makes it possible to apply for grants from the Energy Efficiency Fund (EEF) ✅ Thermal modernisation measures have strong support from residents, the mayor and the local council. ✅ The community actively applies for grants from the EEF's Energodim Programme. This allows financing 40% of the costs of thermal modernisation under each grant. ✅ The remaining 60% of the costs are covered by the city using a revolving financial loan from the Association of Energy Efficient Cities of Ukraine - the Revolving Fund for Cities which helps to accelerate local energy efficiency goals. During the current heating season, residents of buildings where individual heating units were installed have already managed to achieve savings of 25-30%. 🗣 "It is difficult to explain to people that they have to give money for something when they do not yet understand what they will spend it on," says Halyna Dzhulai, Novoyavorivsk deputy mayor. "Therefore, in this case, the use of the Revolving Fund for Cities Programme works well for us, because a houseowner association takes the necessary amount as a loan and starts thermal modernisation work without unnecessary expectations. When the time comes, residents begin to gradually repay the money, but they already live in a modernised building and understand what they are paying for."⠀ The city intends to install more energy efficient equipment and modernise more residential buildings in 2024. #energyefficiency #climateaction
