The Association "Energy Efficient Cities of Ukraine" (EECU) was founded in 2007. Today EECU unites more than 90 Ukrainian cities, both large and small scale, from all regions of Ukraine. EECU is a member of two European associations of local governments – "Energy Cities" and "Climate Alliance" – and serves as a national support structure for the Covenant of Mayors and the European Energy Award in Ukraine. The priorities of EECU include: • Development of organisational and management capacity of local governments to solve problems of the urban energy sector based on the international standard ISO 50001:2011 "Energy Management Systems" • Combine efforts and mobilise available resources of all stakeholders for working out and implementing a new energy policy • Introduction of modern technical and financial approaches to improve energy conservation, energy efficiency and energy security • Creation of a new social attitude and behaviour pattern at home for the use of traditional and renewable energy sources and for environmental protection EECU constantly provides consultations, organises conferences, discussion panels, seminars and workshops, implements joint projects and study visits for its member cities. All activities are intended to help cities implement an energy management system, develop an action plan for their energy policy and involve the public to act together in response to local energy challenges.

  • 🏡Cooperation with the project on green building: 4 municipalities will become pilots in the development of this sector at the national and local levels in Ukraine! 🇮🇪👥On 14 and 15 November, a Ukrainian delegation of representatives of the Executive Directorate of the Association of Energy Efficient Cities of Ukraine, the European-Ukrainian Energy Agency, Kovel City Council, Vinnytsia City Council, Rivne City Council and Mykolaiv City Council visited the Irish capital, Dublin, to participate in the conference #BetterHomes 2024, held as part of the @SMARTER Finance for EU project (#SMARTER4EU). ℹ️ The subject of the Better Homes 2024 conference was innovations and financing instruments for green housing construction. During the event, 4 Ukrainian municipalities signed memoranda of understanding with the SMARTER4EU project, expressing their desire to become drivers of green building development in Ukraine. 🇺🇦🏙Municipalities are ready to among the initiators of the development of the Ukrainian regulatory framework for green building and green mortgages at the national level, taking as an example the existing experience of EU countries.   • Results of the Second Interreg ESINERGY Project Meeting Organized in Čakovec (Croatia)⚡️⚡️ On September 24-25, the second meeting of the ESINERGY project consortium, which includes 16 partner organizations from Croatia, Slovenia, Austria, Germany, Hungary, Slovakia, Bulgaria, Romania, Serbia, Bosnia and Herzegovina, Montenegro, and Ukraine, took place in Čakovec (Croatia). ⠀ The meeting focused on: ✅ Development of a transnational Master Plan for the implementation of the EU Renewable Energy Directive; ✅ Discussion of the current status of the project implementation and the timeline for future activities; ✅ Developing a methodology for assessing the project's impact in each of the participating countries. On the second day of the meeting, besides the managerial issues, the participants joined the study visit to the Knowledge Centre of Medjimurje County – the place where one of the Project’s pilot investments is being implemented. The visited pilot investment site is an administrative building in an ex-military complex which will achieve energy independence through installing a battery storage system and an upgraded smart metering system. As part of the ESINERGY project, Energy Efficient Cities of Ukraine is implementing a pilot component that involves the modernization of the heating system of one of the hospital buildings in Khotyn (Chernivtsi region) using heat pump technology. The ESINERGY project is implemented under the Interreg 2021-2027 Danube Regional Program and is co-financed by the European Union.

  • 🏡 Rebuilding Ukraine’s Future: Energy Efficiency and Decarbonisation 🇺🇦 As Ukraine embarks on the monumental task of rebuilding after significant damage from Russia's ongoing aggression, there is an unprecedented opportunity to decarbonise and improve #energyefficiency of its housing stock. However, the challenges are immense—many Soviet-era buildings remain outdated, and investment risks are high due to the war. "We definitely have the need [to rebuild better]. We definitely have the opportunity. But we don’t really have the possibility to do it because we lack materials and financing." — Sviatoslav Pavliuk, Executive Director of the Association of Energy Efficient Cities of Ukraine. Efforts to provide interest-free loans and encourage housing associations are underway, but progress is slow.   • 🇪🇺 🇺🇦 We became one of the associate partners of the European Alliance of Cities and Regions for the Reconstruction of Ukraine! ⠀ From now on, member cities of our Association will have a wider range of opportunities in the post-war reconstruction process, as they can join the projects the Alliance is working on. ⠀ The Alliance calls for a sustainable recovery of Ukraine based on the following principles: 🔹 unwavering support for Ukraine's territorial integrity and right to defend its sovereignty 🔹 further European integration and access to European networks for Ukraine's local and regional authorities 🔹 a recovery strategy based on integrated planning at the territorial level, using systemic approaches for sustainable, green, smart and inclusive development of territories based on the #buildbackbetter principle 🔹 focus on improving good local/regional governance, including transparency, fighting corruption, protecting local media freedom and promoting e-governance 🔹 promoting the development and modernisation of the Ukrainian countryside as an important component of Ukraine's success 🔹 promoting local and regional business development and innovation. ⠀ The European Alliance of Cities and Regions for the Reconstruction of Ukraine was launched at the initiative of Ukraine in June 2022 by the Council of Europe, European Committee of the Regions and partners, including European and Ukrainian associations of local and regional authorities, to coordinate their joint efforts to help in the recovery and reconstruction of Ukraine. ⠀ #RebuildUkraine #RebuildUkraineGreen

  • 🚀 We are launching a training course for local authorities on sustainable urban mobility! 🚴♀️ ⠀ For the EUROPEAN MOBILITY WEEK, which is taking place on 16-22 September, the Association of Energy Efficient Cities of Ukraine is launching a training course for its member municipalities called "Sustainable Urban Mobility". The training course was developed by NGO Vision Zero within the framework of a joint project "Promotion of Electric Public Transport as an Element of State Policy of Ukraine". ⠀ 📌 Representatives of local authorities of the Association's municipalities can take part. The course consists of six sections: ⠀ Module 1: What is Sustainable Urban Mobility? Module 2. Pedestrian traffic and inclusiveness. Module 3: Public transport. Module 4: Cycling. Module 5: Road safety and human-centred road infrastructure. Module 6: Project management, planning and implementation. ⠀ To develop the topic of mobility in Ukrainian municipalities, we encourage participants to participate in the course forum and discuss the topics raised in it.   • ⭐️ Showing progress in almost all 6 indicators: results of the European Energy Award audit in Zhytomyr ⭐️ ⠀ A few weeks ago, representatives of the national office of the European Energy Award (EEA) in Ukraine conducted an audit of Zhytomyr City Council. Such procedure takes place every four years and makes it possible to assess the community's progress in implementing energy-saving technologies and improving the efficiency of energy management in the city. ⠀ According to the EEA programme, the audit of the city's compliance with the principles of sustainable development is conducted in six areas: ✏️ development and territorial planning ✏️ municipal buildings and facilities ✏️ energy supply and distribution ✏️ mobility ✏️ internal organisation ✏️ communication and cooperation ⠀ 🗣 "Our city already has the experience of successfully passing the audit and receiving the European Energy Award in 2019. This was a recognition of the efforts of the city authorities and utilities to improve #energyefficiency. However, the current certification is even more significant as the resilience of urban infrastructure is critical to maintaining normal life for the community in times of war. I am grateful to the entire team working on the implementation of the EEA in Zhytomyr," commented Mayor Serhii Sukhomlyn. ⠀ Despite the challenges faced during this period (coronavirus, full-scale Russian invasion), the results of the preliminary assessment show significant progress of the community in this area, which, in turn, allows not only to strengthen the position of Zhytomyr among Ukrainian cities, but also to declare itself internationally as a reliable partner in the implementation of sustainable development projects.   • Municipalities of Novoyavorivsk 🇺🇦 and Stadt Troisdorf 🇩🇪 have agreed to cooperate in the areas of energy efficiency, healthcare, utilities, sports and social services. This partnership was made possible, in part, thanks to the Cities4Cities United4Ukraine platform, which facilitates partnerships between Ukrainian and European municipalities. ⠀ ⭐ The goal of Cities4Cities United4Ukraine is about establishing and maintaining long-term partnerships. This will help not only Ukraine to recover and integrate into the EU, but also the EU to become more resilient by learning from Ukraine's experience in crisis management, civil protection, rehabilitation and reconstruction, development of volunteer movements and combating malicious information campaigns. ⠀ The Initiative has created a database of Ukrainian municipalities that are ready to cooperate. The portfolio contains information about the population of a potential Ukrainian partner city, its history, cultural heritage, main economic sectors, nature and local government.   • 🚃 From 16 to 18 September, Lviv is organising the All-Ukrainian Urban Mobility Forum.   • 🤝 Last week, we welcomed in our office Bernhard Stengele, Minister for the Environment, Energy and Nature Conservation in the 🇩🇪 Thuringia state government (Thüringer Ministerium für Umwelt, Energie und Naturschutz). ⠀ During the two-hour conversation, Mr Stengele asked about the urgent needs of Ukrainian cities, options for solving the energy crisis caused by the aggressor's missile strikes, as well as options for assistance that could be provided by certain institutions and structures of his state for member cities of our Association - those that have suffered the most from the Russia's missile and shahed attacks. ⠀ In addition to our Executive Director Sviatoslav Pavliuk and Projects and Programmes Coordinator Andriy Kyrchiv, the meeting was attended by Andriy Martynyuk (NGO Ecoclub) and Andriy Andrusevych (Resource and Analysis Centre "Society and Environment"), so the distinguished guest had the opportunity to hear various opinions, ideas and visions expressed by representatives of the invited organisations. ⠀ In conclusion, Mr Stengele expressed said that the conversation had already given him a certain vision of ways of potential assistance, and that we can expect the first results soon. #StandwithUkraine #SupportUkraine #RebuildUkraine
