As members of the GovTech Alliance of Ukraine, we met with the Global Government Technology Centre Kyiv (GGTC Kyiv) team 💫 It is the world's second GovTech center and the 21st Centre for the Fourth Industrial Revolution (C4IR) within the World Economic Forum network. GGTC Kyiv is a platform for promoting innovation, driving digital reforms, facilitating knowledge exchange, and implementing joint GovTech projects in Ukraine and abroad. Kitsoft was represented at the meeting by CCO Alevtyna Lisniak. Together, we discussed ways to join forces to strengthen the GovTech ecosystem, foster innovation, and expand the export of Ukrainian solutions to international markets. We thank our colleagues for an insightful discussion and look forward to the new opportunities our collaboration will bring for the development of Ukrainian GovTech! 🤝

Transparency in the activities of government agencies is crucial for Ukraine’s economic stability and European integration. Fighting corruption is one of the key challenges on this path. The Ukrainian State Anti-Corruption Program for 2023-2025 is designed to establish an effective system to combat corruption, including through digital tools. In 2020, Ukrainian legislation introduced the concept of “whistleblowers” — people with a conscious civic position reporting corruption within their work organizations. Surveys show that 49% of Ukrainians are willing to fight corruption, but many are deterred by concerns for their safety and distrust in the system. To enable whistleblowers to report corruption violations safely, Kitsoft developed the Unified Whistleblower Reporting Portal for the National Agency on Corruption Prevention — an online service for confidential corruption reporting and government protection. Reports can be submitted anonymously or with personal data. The system ensures confidentiality, and each applicant receives a unique identifier to track the status of their report. 📌 The portal has been operating for over a year and has achieved the following results: 🔹 7.5K organizations connected 🔹 5K reports received 🔹 72 individuals granted official whistleblower status 🔗 Learn more about the project via the link: https://lnkd.in/dNG-SDhZ

Ukraine's GovTech sector is evolving and becoming more structured. Last year, Kitsoft with four leading IT companies developing digital solutions for the government, formed the GovTech Alliance of Ukraine (GTA UA). One of GTA UA’s key priorities is exporting Ukrainian GovTech solutions to global markets. At Kitsoft, we are already working on scaling our low-code platform Liquio to digitize municipal services in Germany and streamline business registration in Belgium. 💡 Changes are an integral part of every entrepreneur's journey. Digital tools help quickly adapt to new conditions and channel them into business growth. To support entrepreneurs and turn challenges into opportunities for growth, Kitsoft and the State Employment Center developed an online application for changing the designated purpose of the grant on the Diia state services portal. This service is available to those who have received a state grant for their own business or a grant for veterans and their families but need to adjust their business plan. For example, they originally planned to purchase a coffee maker but later realized they needed a refrigerator instead. To change the purpose of the grant and allocate funds for business development, a grant holder needs to: ✅ Log in on the Diia portal; ✅ Fill out an application and submit an updated business plan; ✅ Sign it with an electronic signature. The system will verify whether the user is a self-employed individual or has an LLC and an approved grant — this information will be retrieved from the Unified State Register and application logs. If the data is correct and no more than six months have passed since the grant was issued, the request will be automatically sent to the State Employment Center. The decision on changing the grant's designated purpose will be available in the user's account on the Diia portal. This service was developed within the eRobota project at the initiative of the Prime Minister of Ukraine, Denys Shmyhal, the Ministry of Economy of Ukraine, the Ministry of Digital Transformation of Ukraine, the Ministry of Agrarian Policy and Food of Ukraine, the State Employment Service of Ukraine, and the state-owned Oschadbank.

A large number of Ukrainian families have lost their loved ones due to the criminal war waged by russia. No words or actions can bring back life or ease the pain. However, society must do everything possible to ensure that crimes are documented and those responsible are held accountable. The consequences of russian aggression can be recorded in the Register of Damage Caused by the Aggression of the Russian Federation Against Ukraine (RD4U). Together with our partners from the #𝗥𝗗4𝗨 we have updated the service on Diia and added another category of applications to the Register — in case of the death of a close family member. Claims may be filed by parents, spouses or civil partners, and children of deceased persons — both civilian and military. Family relationship data will be automatically verified on Diia from the State Register of Civil Status Acts using the applicant's taxpayer identification number. Other family members can also apply if they prove they are related or connected. Each family member of the deceased can submit a separate claim. Once the international compensation mechanism is launched, they will receive compensation for their losses. The Register of Damage is Ukraine's voice in the fight for truth. It demonstrates to the world the scale of the losses Ukraine has suffered due to russia’s aggression. The Register is planned to include over 40 categories of damages — together with our partners, we are working on their implementation. This will help protect the rights of Ukrainians who have been affected by the war and ensure they receive fair compensation. Each submitted claim is a testimony to ensure that the occupiers' crimes do not go unpunished, and affected ones do not go unsupported. The service on Diia was developed at the request of the Ministry of Digital Transformation of Ukraine and the Ministry of Justice of Ukraine, with the support of the “Digital Transformation Support” project, funded by USAID and UK Dev. Project partner — the Eastern Europe Foundation.

Despite all the challenges of russia's full-scale war against Ukraine, Ukrainians must stay connected and have stable internet access. This is not just about communicating with loved ones or working remotely — it’s about safety, emergency calls, and access to critical state online services. Even with all the obstacles, Ukraine's electronic communications sector achieved impressive results in 2024: 💪 50,000+ km of new fiber-optic lines were built; 💪 4.2 million users were connected to xPON; 💪 Ukraine ranked 1st globally for fixed internet stability. The national regulator NCEC is dedicated to ensuring every Ukrainian has access to quality communication and postal services. The new official web portal, developed by the Kitsoft team, supports achieving these goals. Kitsoft team met with partners from Register of Damage Caused by the Aggression of the Russian Federation Against Ukraine (RD4U) at the Hague headquarters 🇳🇱 Together we are working to ensure that every Ukrainian affected by russia's war against Ukraine can report their losses to the world. The Council of Europe in the Hague established the Register of Damage for Ukraine to record the real scale of destruction caused by the aggressor. The data collected in the Register will form the foundation for reparations and the launch of a compensation mechanism. Ukrainians can submit claims to the International Register of Damage through Diia. Kitsoft is responsible for developing the digital tools to enable this process. Together with partners from the #𝗥𝗗4𝗨 our CEO Oleksandr Iefremov, Head of Business Analysis Department Iefremova Maria, and Business Analyst Mariia R. summarized the results of the past year, conducted a retrospective of the workflow, and discussed ways to optimize and accelerate it. The register will include more than 40 categories of damage. Owners of damaged and destroyed housing can already apply. Soon, the people who lost a close family member as a result of the aggressor's illegal actions will be able to report it.
