🦾 Learning from global best practices: Cyber defense training with Estonia Every day, Ukraine successfully repels dozens of cyberattacks — and this is the result of constant work on cyber defense of its digital infrastructure. We teamed up with our Estonian partners to hold the UA-EE Cyber Shield cyber exercise via the Tallinn Mechanism to train even more experts to defend Ukraine in cyberspace. Over three days of training, 250 Ukrainians learned to identify cyber threats and explored new solutions to enhance digital infrastructure protection. The exercise was structured as a competition between two teams. The red team, composed of Estonian CybExer experts and Ukraine’s top cybersecurity specialists, launched simulated cyberattacks. The blue team, consisting of representatives from government agencies and critical enterprises, identified vulnerabilities in the system and defended against the attacks. Cyber exercises are another vital step in strengthening Ukraine’s cyber resilience. Through hands-on training, participants enhanced their expertise in detecting and countering cyber threats. The resilience of Ukraine’s digital infrastructure remains a strategic priority during the war and a critical component of national security. 🦾 Strengthening Ukraine’s digital resilience: Highlights from the Ukraine-Estonia business forum Almost 100 key organizations in cybersecurity, educational institutions, and representatives from companies in Estonia and Ukraine came together to exchange expertise and develop new solutions to protect critical infrastructure from cyberattacks. Key discussion topics included: 👉🏻 Enhancing cybersecurity in Ukraine and Estonia. 👉🏻 Implementing new approaches and technologies to safeguard digital infrastructure. 👉🏻 International support through the Tallinn Mechanism. 🗣 The forum featured a panel discussion on the importance of cybersecurity and international cooperation between Ukraine and Estonia. Speakers included Estonia’s Prime Minister Kristen Michal, Mykhailo Fedorov, Valeriya Ionan, Oleksandr Lytvynenko and other leading government cybersecurity experts. Estonia became a model and inspiration for building the most user-friendly digital state more than five years ago. Based on Estonia’s X-Road system, we developed Trembita, a system for data exchange between registries that became the foundation for Diia. During the full-scale war, our partnership with Estonia entered a new phase. Estonia has taken the lead in several international support initiatives for Ukraine, including the IT coalition, Drone Coalition, and Tallinn Mechanism. About the Tallinn Mechanism — this initiative coordinates systematic international assistance from 11 participating countries to strengthen Ukraine’s cybersecurity. Estonia plays a pivotal role in its coordination and leads the work of the front office. We share a joint vision of strengthening cybersecurity as a strategic priority for Ukraine. Strengthening the digital partnership: The Ministry of Digital Transformation team meets with the U.S. delegation Mykhailo Fedorov and Valeriya Ionan met with a bipartisan delegation of senior officials from the Senate Appropriations Committee and U.S. Ambassador to Ukraine Bridget Brink. They thanked U.S. partners for their ongoing support through USAID projects and discussed the significant impact of digitalization investments for Ukrainians and government efficiency. Key discussion points: 🔹 Anti-corruption reforms and cybersecurity — highlighted how Diia is helping fight corruption through digital services. 🔹 Supporting entrepreneurship through Diia — presented the e-Entrepreneur service, which allows Ukrainians to access 15 services for starting and scaling businesses with a single online application. Also discussed the legal and tax advantages of the unique IT hub, Diia City. 🔹 Development of the Ukrainian defense tech market — shared priorities and achievements of the Brave1 defense cluster. With the support of the USAID project — DTA, we continue to implement groundbreaking digital services and systemic reforms. Looking forward to continuing this top partnership.

Starting to work with Meta on artificial intelligence I had a call with Markus Reinisch, Meta’s Vice President of Public Policy in Europe. We already have established cooperation with Meta in countering Russian propaganda and protecting Ukrainian accounts. Now, we are working on a new joint direction: artificial intelligence. By 2030, Ukraine aims to be in the top 3 countries in the world for AI development and implementation. Meta can become a key business partner in this effort. The company has a leading open source solution — LIama, which can be used to create many innovative projects. The Ministry is actively working on implementing artificial intelligence in Ukraine. Here’s a little spoiler: we plan to launch an AI Center of Excellence, which will become a key international hub for the development and integration of AI solutions in government sectors. I am grateful to Markus and Kateryna Kruk for supporting our vision, and we hope for continued support of innovative projects.

🇺🇦🤝🏻🇪🇪 AI development and e-government: Ministry of Digital Transformation team meets with Estonia’s Minister of Justice and Digital Affairs Mykhailo Fedorov, together with his deputies Oleksii Vyskub and Valeriya Ionan, held a meeting with Liisa Pakosta, Estonia’s minister of justice and digital affairs, and her team. This is the minister’s first visit to Ukraine. We discussed priority areas for further cooperation and thanked Estonia for the invitation to the Tallinn Digital Summit, where we jointly presented the successful Diia-mRiik pilot and the Digital State UA platform. The focus of cooperation for the coming year includes e-governance, AI development, cybersecurity, the Tallinn Mechanism, and international cooperation with other countries. We share a common vision with Estonia regarding the importance of implementing artificial intelligence across all digital transformation processes. AI represents a trend for quality and rapid change. How we integrate AI into our work will determine the future development of the digital state. We continue working within the framework of the Tallinn Mechanism — an international platform for supporting Ukraine’s civil infrastructure. It helps us attract technological assistance from partner countries more quickly and strengthens our cyber resilience. The Estonian team leads the work of the front office. Estonia is a reliable friend and partner to Ukraine. The country provides strong support at the political, economic, and military levels. Ukraine and Estonia are a successful example of win-win cooperation. Our countries have already become leaders in government technology. We are strengthening cooperation and building the most user-friendly digital governments 🦾

🇺🇦 joins the EU Startup Nations Alliance Ukrainian Startup Fund has become a member of ESNA - Europe Startup Nations Alliance — a European initiative that unites countries creating the best conditions for startup development. The alliance includes 26 EU countries, Iceland, and Ukraine. ESNA will support the growth of Ukraine's startup ecosystem by implementing eight key standards, ranging from financing access to regulatory innovation. Joining ESNA opens new opportunities for the development of Ukrainian startups: 👉🏻 exchange of experience and best practices with European partners 👉🏻 international support — Ukrainian startups will receive assistance in attracting investment for scaling, participating in grant programs, and networking 👉🏻 integration into the European market — entering the global arena will now be even easier through partnerships with other ESNA members Ukraine is confidently strengthening its leadership on the global innovation stage. Tallinn Digital Summit 2024: Creating a digital future together with Estonia Valeriya Ionan and Liisa Pakosta, Estonia’s Minister of Justice and Digital Affairs, shared best practices in building digital states and discussed future cooperation on the main stage of the Tallinn Digital Summit. Ukraine and Estonia exemplify a successful win-win collaboration. Over five years ago, Estonia's digitalization experience became a model for building one of the most user-friendly digital governments. Based on Estonia's X-Road, Ukraine developed Trembita — a system for information exchange between registries, which became the foundation for Diia. Meanwhile, Ukraine's Ministry of Digital Transformation shared its expertise with Estonia during the pilot development of the national app mRiik. The beta test was successful, with 85% of Estonians satisfied with the pilot version. Soon, Estonian colleagues will launch a new application developed with insights from this collaboration, particularly drawing on mRiik. Another key area of cooperation is the Tallinn Mechanism. This initiative coordinates international aid from 11 participating countries to protect Ukraine in cyberspace. The Estonian team leads the front-office operations and advocates for Ukraine’s interests within the coalition. Moreover, Estonia is strengthening Ukraine’s defense capabilities, having allocated 1.4% of its GDP specifically for Ukraine's military needs—the largest share among all partners. 🇺🇦 Digital State UA: Showcasing Ukraine’s digital breakthroughs Valeriya Ionan announced the launch of Digital State UA at the annual Tallinn Digital Summit. This innovative platform will highlight the key achievements of Ukraine’s digital ecosystem in GovTech, IT, and technology. Projects like Diia, Brave1, CodeUA, and Diia.City are just some of the initiatives that Digital State UA will bring together. Digital State UA will not only showcase Ukraine’s unique digitalization experience but also serve as an effective tool for attracting investments in the tech sector and sharing best practices worldwide. Ukraine has already established itself as a global digital leader. Despite the challenges of full-scale war, we continue to launch revolutionary state services, create optimal conditions for business growth and innovation, and build the most convenient digital state. 🗓️ The platform’s official launch is planned for January 2025.
