Some of us model climate change scenarios for up to 2500 since we conclude that projecting effects of greenhouse gas emissions – such as regional inhabitability, human migration and food insecurity – only for up to 2100 is short-sighted.

The administrative rate is capped at 26% of what the institution receives from the government in direct costs. The facilities rate is the sum of five components: building and equipment depreciation, plant operations, libraries, and interest on outstanding expenses. Based on the amount of space on campus devoted to research, the facilities rate varies considerably among institutions, typically adding another 20 to 40 percentage points to the total. The bottom line: An institution with an F&A rate of 55% and an NIH grant with direct costs of $100,000 would get an additional $55,000 in indirect costs—$26,000 for administrative costs and $29,000 for facilities. In other words, indirect costs would make up roughly 35% of the total sum awarded to the institution. Public institutions receive money from their state legislators for teaching undergraduates, which also goes into the general fund. Companies and private foundations support a growing amount of academic research, although their indirect costs rates are typically lower than what the government pays. And then there’s tuition and income from a university’s endowment. “Suppose your roof is destroyed by a storm,” Droegemeier explained to legislators during a 2017 congressional hearing devoted to the topic. “The insurance company sends out an adjuster to give you an estimate, and you hire a roofer and pay the cost from your savings account. A month later, the insurance company writes you a check in an amount identical to your payment, but instead of placing the check into your savings account, you purchase a boat.” “Have you defrauded the insurance company?
