ARC Ratings assigns a public, final long-term rating to the Class A Notes issued by Vela 2023 SPV S.r.l. The rating relates to the timely payment of interest and the repayment of principal. Vela 2023 SPV S.r.l. is a cash securitisation backed by a diversified portfolio of Non-Performing Loans (NPL), Public Procurement Claims (PPC), Unlikely to Pay exposures (UtP) and energy contract receivables. These were originated by 32 different banks and financial entities all located in Italy. As interest rates decline, we expect some relief from acute credit pressures in the direct lending markets of developed economies. However, the outlook remains challenging for weaker issuers with significant debt burdens. Payment-in-kind (PIK) arrangements and covenant remedies have deferred interest payments, potentially creating a refinancing risk for highly leveraged borrowers. Without operational improvements, these pressures could culminate in elevated default rates, reflecting the lingering impact of the high-interest rate period. ARC Ratings is pleased to announce the launch of its Global Subscription Credit Facilities Rating Methodology, which is now available to all market participants for public comment.   The methodology can be accessed via ARC’s website, https://lnkd.in/dSScujXS, and is also freely accessible below.    Following significant market demand ARC has released this methodology to accommodate the growing fund finance market. The proposed methodology outlines ARC’s process for rating Subscription Credit Facilities (‘SCFs’), a type of fund finance extended as a short-term line of credit provided mainly to private capital funds to help manage their liquidity.   This is our draft methodology that will be open to comments until 15/01/2025.
