About us

APSE (Association for Public Service Excellence) is a non-profit local government network. We work alongside over 250 councils to deliver high-quality frontline public services across the UK. At APSE we work for our members, delivering help, advice, training and guidance on all frontline services to help councils achieve excellence in every service they provide to the public. Further, we are the foremost specialists in local authority frontline services; our extensive performance networks for frontline service providers allow councils to benchmark their performance in many vital areas, and pinpoint where they require more support. Once these areas have been highlighted, we can help to formulate solutions for the provider through our team of Principal Advisors and our extensive APSE Training courses and classes. Alongside this, APSE Solutions offers consultancy services and interim managers to anybody who requires extra help, though at a competitively reduced price for members.   • We are proud to be partnering with ADEPT, Colas Ltd, Department for Transport (DfT), United Kingdom and Midlands Highway Alliance Plus for the 'Find your Path' recruitment campaign 🤝   Aimed at helping talented 18-27 year olds find an engaging local council career, ‘Find your Path’ will dispel misconnections around local government work and help to promote exciting local council careers in place services.    Devised by Eleven Agency, the campaign which launched on the 24th of February and will run for 8 weeks until the 18th of April.      Research has shown that many young people are unaware of the varied and potentially impactful career opportunities in local government and see the sector as unappealing. ‘Find Your Path’ will offer a fresh perspective and invite young people to be a real part of shaping their communities for the future.   • 𝗧𝗵𝗲 𝗕𝗶𝗴 𝗘𝗻𝗲𝗿𝗴𝘆 𝗦𝘂𝗺𝗺𝗶𝘁 𝟮𝟬𝟮𝟱 ⚡ Wow, what a turnout! We were blown away last week by the response to the Big Energy Summit 2025 - in partnership with the Department for Energy Security and Net Zero - which took place at the Birmingham Conference and Events Centre. The event included a programme packed with expert speakers, panel discussions, 'ask the expert sessions' and best practice case studies - from sourcing finance to climate adaptation and geothermal heating, the breadth of knowledge on display was inspiring.   • 𝗙𝗲𝗲𝗱𝗯𝗮𝗰𝗸 𝗳𝗿𝗼𝗺 𝘁𝗵𝗲 𝗣𝘂𝗯𝗹𝗶𝗰 𝗦𝗲𝗰𝘁𝗼𝗿 𝗖𝗮𝘁𝗲𝗿𝗶𝗻𝗴 𝗿𝗼𝘂𝗻𝗱𝘁𝗮𝗯𝗹𝗲 🍲 'Mo Baines, director of APSE, called for a more joined-up approach to policymaking, where Government could use upcoming opportunities, such as the Public Sector Procurement Act and the NHS Ten-Year Plan, to drive their growth agenda and other key targets, whilst also supporting farmers, the health and care sector and underpinning public food. 'She said APSE research suggested that investment in the care economy could create tens of thousands of jobs. But, she added, it was hard for the public sector to get traction in Government when they are all speaking to different departments.
